About this file

This is an annual report from the U.S. Army Garrison Aberdeen Proving Ground, Directorate of Public Works Environmental Division, detailing operational and discharge monitoring activities for the Old O-Field Groundwater Treatment Facility (GWTF) for the period covering 2024. Environmental Chemical Corporation (ECC) serves as the performing organization under Contract No. W56ZTN-17-D-0009, Delivery Order No. 0040, providing remedial action operations support and groundwater treatment services at the Aberdeen Proving Ground facility in Maryland. The report documents investigative derived material (IDM) management, specifically the treatment of 5 gallons of purged groundwater from monitoring well sampling conducted in 2024 at the O-Field Study Area. The facility continues to operate under the interim Record of Decision for O-Field Operable Unit 1 and maintains compliance with National Pollutant Discharge Elimination System (NPDES) equivalency standards through comprehensive discharge monitoring, including quarterly reports with detailed effluent water quality data for pH, dissolved oxygen, temperature, metals analysis, and volatile organic compounds testing.

The discharge monitoring reports for the first and third quarters of 2024 indicate no violations of discharge limitations during the reporting periods, with one exception in January 2024 when zinc levels reached 374 micrograms per liter, exceeding the 30-day average limit of 316 micrograms per liter, which ECC attributed to potential laboratory error or sample contamination given historical data showing average concentrations of 115 micrograms per liter. Effluent quality parameters remained consistently within acceptable ranges, with pH averaging 7.95 in January and 7.51 in July, dissolved oxygen levels well above minimum requirements due to hydrogen peroxide addition in the treatment process, and temperatures maintained within specified limits. Plant shutdowns occurred periodically due to main power outages and equipment maintenance needs, with daily effluent discharge volumes ranging from approximately 24,400 to 43,550 gallons daily. The facility demonstrates active hydraulic containment downgradient of the principal investigative unit, characterized by inward to flat hydraulic gradients and defined cones of depression associated with active extraction wells, supporting the effectiveness of the groundwater remediation strategy at Aberdeen Proving Ground's Edgewood Area.

Mr. Lee Ackerman, DPW-ED Project Officer Mr. Tom Zatalava, ECC Investigative Derived Material Management and Disposition associated with Groundwater Sampling.

In support of the Directorate of Public Works-Environmental Division, Environmental Chemical Corporation (ECC) routinely produces Investigative Derived Material (IDM) in the conduct of site investigations, remedial action operations, and characterization activities. In 2024 groundwater sampling was conducted at . One drum containing approximately 5 gallons of purged groundwater was generated from monitoring well sampling. The O-Field Study Area Explanation of Significant Differences to the Interim Record of Decision for O-Field Operable Unit 1 (November 2001) allows for the treatment of non-O-Field water, including decontamination and purge water, from other Aberdeen Proving Ground Study Areas. The concentrations from the monitoring wells associated with the IDM (Enclosure 2) are typical of concentrations within the well field at Old O-Field which are treated by the O-Field groundwater treatment facility (GWTF). This memorandum serves as a request to treat the 5 gallons of the above specified IDM at the O-Field GWTF.

Subject: Old O-Field Groundwater Treatment Facility (GWTF) Discharge Monitoring Report (DMR) – First Quarter 2024

Dear Mr. Loder:

Environmental Chemical Corporation (ECC) is pleased to submit the Old O-Field Groundwater Treatment Facility (GWTF) Discharge Monitoring Report (DMR) for the period of 01 January through 31 March 2024. No discharge violations occurred during the reporting period, except zinc in January 2024.

The 1-day maximum limit for zinc is 1,020 micrograms per liter (ug/L) and the 30-day average limit is 316 ug/L, however the result for January was 374 ug/L. Per the OU1 ESD from 2004, we are only required to sample once per month. Upon review of the monthly sampling data for the past two years the average concentration has been 115 ug/L, with the maximum concentration of 235 ug/L, well below the 30-day average limit. The February 2024 effluent zinc concentration was 196 ug/L (below the 30-day average). Additionally, the influent concentration for January was consistent with historical concentrations, and removal efficiencies for all other metals were consistent with historical values, indicating that the zinc value is an outlier, possibly as a result of lab error or sample contamination.

The quarterly report is comprised of the following attachments:

Attachment A: 1-31 January 2023; Discharge Monitoring Report Form, Discharge Flow Summary, Effluent Water Quality Data (Dissolved Oxygen, pH, and Temperature), Effluent Chemical Analysis Summary, and Groundwater Contour Maps of the Surficial Aquifer.

Attachment B: 1-29 February 2023; Discharge Monitoring Report Form, Discharge Flow Summary, Effluent Water Quality Data (Dissolved Oxygen, pH, and Temperature), Effluent Chemical Analysis Summary, and Groundwater Contour Maps of the Surficial Aquifer.

Attachment C: 1-31 March 2023; Discharge Monitoring Report Form, Discharge Flow Summary, Effluent Water Quality Data (Dissolved Oxygen, pH, and Temperature), Effluent Chemical Analysis Summary, and Groundwater Contour Maps of the Surficial Aquifer.

Reasons for plant shutdowns are summarized at the bottom of the Total Daily Effluent Discharge graphs for each month. During shutdown periods exceeding one hour, discharge parameters are not recorded due to lack of treated effluent being discharged from the plant.

The groundwater contour maps of the surficial aquifer demonstrate containment downgradient of the PIU. Based on the groundwater elevation data collected monthly; hydraulic containment was characterized by inward to flat hydraulic gradients between Watson Creek and the extraction system, and defined cones of depression associated with the active extraction wells.
