About this file
This is a design report cover page for the City of Lompoc's Headworks and Influent Meter Improvements Project, a wastewater treatment infrastructure upgrade initiative at the Lompoc Regional Wastewater Reclamation Plant in Santa Barbara County, California. The project scope encompasses design and engineering services for replacing the 1974 influent gate and actuator, installing three new bar screens, rehabilitating concrete influent channels, developing a bypass pumping plan, and implementing an odor control system. The selected engineering firm will be responsible for producing preliminary and final design documents, construction documents, and an operation and maintenance manual, along with detailed assessments, hydraulic modeling, facility layout design, and equipment specifications. A mandatory pre-bid job walk is scheduled for May 14, 2025, with proposals due by June 30, 2025, at 3:00 pm. All proposals must remain valid for 90 calendar days following the bid opening, and the City will award the contract to the most responsive and responsible bidder based on comprehensive evaluation of technical capabilities and proposed approach.
Compensation for the selected consultant will be based on approved actual time and materials, not to exceed the agreed-upon "Not-to-Exceed Fee," with progress-based payments contingent on task completion. The City requires $1,000,000 in Errors and Omissions Professional Insurance along with additional coverage for general liability, automobile liability, and worker's compensation. No explicit set-aside designations for disadvantaged enterprises are specified. This project builds upon previous master planning efforts, including a 2002 master plan by Kennedy/Jenks Consultants and a 2005 design report by Brown and Caldwell. The facility serves approximately 9,000 sewer connections with a current Average Dry Weather Flow capacity of 5.0 MGD. Previous design reports estimated total project costs ranging from approximately $300,000 to over $41 million for comprehensive upgrades, with the current project representing a phased approach to modernizing the infrastructure.
