About this file
This document is Chapter 2 of a Preliminary Design Report for the Lompoc Wastewater Resource Recovery Project (LRWRP) Upgrade Project, prepared in February 2005. The project involves comprehensive improvements to multiple treatment facility areas, including Headworks Improvements, Secondary Treatment Facilities, Metals Removal Facilities, Effluent Filters, Ultraviolet Disinfection, Solids Handling Facilities, Instrumentation and Controls, and Yard Piping. The total anticipated bid price is $41,836,000, with an additional $6,000,000 allocated for engineering and construction management, bringing the total project cost to $47,836,000. The project schedule assumes a two-year construction period, with a project completion date of May 2008.
The cost analysis reveals that the recommended project can be constructed for 24% less than the project originally outlined in the September 2002 Master Plan, representing potential savings of approximately $15 million. The project cost includes various components such as labor (3.75%), materials, subcontractor expenses, equipment, and other costs, with additional allocations for mark-ups, sales taxes, permits, shipping, and contingencies. The preliminary estimate includes escalation factors and provisions for insurance, performance bonds, and construction contingencies. The document compares the current project cost with the previous master plan, demonstrating cost-effectiveness and strategic financial planning for the infrastructure upgrade.
