About this file
This is a preliminary design report for the Lompoc Regional Water Reclamation Plant (LRWRP) Upgrade Project, prepared by the City of Lompoc in California. The document details a comprehensive wastewater treatment infrastructure modernization initiative that includes headworks improvements, secondary treatment facilities, metals removal capabilities, effluent filters, ultraviolet disinfection systems, solids handling facilities, instrumentation and controls, and miscellaneous yard piping improvements. The project encompasses multiple treatment process areas designated as TM01 through TM10, with construction planned for a two-year period with an estimated completion date of May 2008. A mandatory pre-bid job walk is scheduled for May 14, 2025, with engineering proposals due by June 30, 2025, at 3:00 pm, and all proposals remaining valid for 90 calendar days after bid opening.
The anticipated construction bid price for the project is $41,836,000, with an additional $6,000,000 allocation for engineering and construction management services, bringing the total project cost to $47,836,000. This represents a 24 percent cost reduction compared to the September 2002 Master Plan alternative, yielding potential savings of approximately $15 million. The cost estimate includes labor at 3.75 percent, materials and subcontractors at 83.15 percent, with additional provisions for markups, escalation to mid-point construction, contractor general conditions, construction contingency, insurance coverage, and performance bonds. The project builds upon previous master planning efforts and is part of a phased modernization approach for the facility, which currently serves approximately 9,000 sewer connections with an average dry weather flow capacity of 5.0 MGD. Compensation for the selected consulting firm will be based on approved actual time and materials costs not to exceed the agreed-upon fee, with progress-based payments contingent upon task completion.
