About this file
This document is a Preliminary Design Report for the LRWRP (Low Rosemead Water Reclamation Plant) Upgrade Project, detailing the project's cost estimation and schedule. The project involves comprehensive improvements to water treatment facilities, including upgrades to headworks, secondary treatment, metals removal, effluent filters, ultraviolet disinfection, solids handling, instrumentation, controls, and yard piping. The total anticipated bid price is $41,836,000, with a recommended project cost of $47,836,000 after including $6,000,000 for engineering and construction management. The project is scheduled for a two-year construction period, with a completion date moved to May 2008.
The cost analysis reveals that this project can be constructed for 24% less than the original September 2002 Master Plan recommendation, representing potential savings of approximately $15 million. The preliminary cost estimate breaks down various expense categories, including labor (3.75%), materials, subcontractor costs, equipment, and other expenses. The project includes contingencies such as escalation, construction contingency, insurance, and bonding. Notably, the cost comparison shows that the project cost at the mid-construction point (May 2007) is projected to be $47,836,000, which includes an 8.71% escalation factor based on Engineering News-Record (ENR) indices.
