About this file
This is a design report supporting the City of Lompoc's solicitation for the Headworks and Influent Meter Improvements Project at its Regional Wastewater Reclamation Plant in Santa Barbara County, California. The project encompasses comprehensive design and engineering services for critical wastewater treatment infrastructure upgrades, including replacement of the 1974 influent gate and actuator, installation of three new bar screens, rehabilitation of concrete influent channels, development of a bypass pumping plan, and implementation of an odor control system. The selected consultant will be responsible for detailed assessments, hydraulic modeling, facility layout design, equipment specifications, system integration plans, preliminary and final design documents, construction documents, and an operation and maintenance manual. A mandatory pre-bid job walk is scheduled for May 14, 2025, with proposals due by June 30, 2025, at 3:00 pm. All proposals will remain valid for 90 calendar days after the bid opening. The contract will be awarded to the most responsive and responsible bidder based on comprehensive evaluation of technical capabilities and proposed approach.
Compensation for the selected consultant will be based on approved actual time and materials, not to exceed an agreed-upon "Not-to-Exceed Fee," with progress-based payments contingent on task completion. The procurement requires $1,000,000 in Errors and Omissions Professional Insurance, in addition to coverage for general liability, automobile liability, and worker's compensation. The project builds upon previous master planning efforts, including a 2002 master plan by Kennedy/Jenks Consultants and a 2005 design report by Brown and Caldwell. Previous design reports estimated total project costs for various plant improvements ranging from approximately $300,000 to over $41 million for comprehensive upgrades. The facility currently serves approximately 9,000 sewer connections and has an Average Dry Weather Flow capacity of 5.0 MGD. The contract does not explicitly specify set-aside designations for disadvantaged enterprises.
