About this file
This document outlines the Louisiana Preference policy for state and local government procurement contracts. The policy allows for a 10% price preference for products that are produced, manufactured, or assembled in Louisiana, provided the vendor's workforce consists of at least 50% Louisiana residents and the Louisiana-made products are within 10% of the lowest bid price. Vendors claiming the Louisiana preference must complete the required form prior to bid opening and specify the line items and locations within Louisiana where the products are produced, manufactured, or assembled. The policy aims to support Louisiana businesses and jobs, and applies to the procurement of materials, supplies, products, provisions, or equipment under state purchasing laws.
The document defines key terms related to the Louisiana preference, including "assembled," "Louisiana products," "manufactured," "processed," and "produced." It requires vendors to indicate if they are claiming the 10% preference and provide additional information to demonstrate eligibility. This Louisiana preference policy is intended to be applied in state and local government purchasing decisions alongside other standard evaluation criteria.
