About this file
This is a Single Source Justification Form (SSJF) submitted by the Jacksonville Sheriff's Office (JSO) to the City of Jacksonville's Finance & Administration Department, Procurement Division. The form requests a single source award for DataWorks Plus to provide services related to the Digital Crime Scene application system. The specific services requested include moving the SQL database associated with the Digital Crime Scene application to a new server and upgrading the Digital Crime Scene application to the new DCS Web version. The request was submitted on August 10, 2026, and is identified as purchase order number 92277.
The justification for the single source procurement is based on market research conducted by Nancy Fraser in the ATS Unit, which confirmed that DataWorks Plus does not have any other authorized resellers or support providers capable of performing the required database migration and software upgrade services for their system. The requestor has affirmed that no actual, potential, or perceived conflicts of interest exist with DataWorks Plus, consistent with Chapter 112, Florida Statutes. Supporting documentation includes a supplier quote and a DataWorks Plus sole source letter, both of which are attached to the justification form.
