Lincoln National Forest Water System Contract
Statement of Work
Lincoln National Forest Drinking Water Sampling, Testing, & Operator Contract
Base Year: 2022‐2023 Option Year 1: 2023‐2024
Description Furnish all labor, transportation, equipment, tools, operating supplies, and incidentals necessary to officially operate and collect water samples for four drinking water systems for a 12‐month period**. Each water system when open shall be sampled monthly for microbiological tests in addition to weekly chlorine residuals. Combined Nitrate/Nitrite sampling shall be performed once per calendar year for each system. For the Smokey Bear Ranger Station water system, additional contaminants shall be sampled according to the New Mexico Drinking Water Bureau group and individual Non‐TCR sample schedules (see bid schedule). South Fork Campground system is operated seasonally and will require a Revised Total Coliform Rule (RTCR) Seasonal Startup Procedure to be completed prior to system operation annually.
Operation and routine maintenance of chlorination equipment is required. All chlorine residual sampling shall be scheduled at the same time the microbiological samples are collected. Organized, legible, up to date records of all tests, inspections, maintenance, repairs, and information relevant to the system shall be maintained on site as applicable, as well as shared with the Facilities Engineer and Engineering Technician. See attachment 2 for approximate schedule of work items and tests.
Contractor shall be at minimum a certified Small Water (SW) level operator in the state of New Mexico to perform services described in this contract. Current certification information must be sent in with bid proposals. The operator shall not reside more than four hours travel time from any system they operate under this contract. Once awarded, the contractor shall notify and update water system operator contact information with the New Mexico Drinking Water Bureau as appropriate.
The contractor will take water samples from each system listed as described below, have samples tested for contaminants specified for each system, and provide results to the Lincoln NF Facility Engineer, Engineering Technician, and the State of New Mexico as appropriate for state compliance.

Requirements
Samples for each system will be taken from sites as shown in the Revised Total Coliform Rule (RTCR) Distribution System Sampling Plans (DSSP), provided by the Forest Service (attached). Each systems current DSSP will be followed by the contractor for the duration of the contract. Forest service private systems shall also follow the guidelines as stated in “FSM 7400 public health and pollution control facilities, chapter 7420 – drinking water” (attached). Contractor shall follow all EPA, NMED, and certified lab sampling instructions and procedures for the “collection and handling of drinking water samples”. Contractor shall collect samples during normal operational hours 8:00am – 4:00pm for water systems.
If there is any discrepancy between this Statement of Work and any requirements by the NMED Drinking Water Bureau requirements, including RTCR, Seasonal System Requirements, and DSSP the most stringent should be followed.
For systems with disinfection (chlorination), the Contractor shall measure and record the chlorine residual on sample forms when taking routine monthly microbiological samples. Chloring residuals shall also be checked weekly at the end points of the water system to verify correct dosage. The chlorine injector shall be checked and cleaned monthly and replaced as needed.
Any initially provided government supplied maintenance parts or back up equipment shall be maintained on hand for emergency repairs and replaced immediately if used. It

NM35‐810‐14 Year‐Round shall be the contractor’s responsibility to determine and maintain the necessary inventory of minor parts or supplies needed to insure uninterrupted operation of equipment. Operator shall provide NSF approved sodium hypochlorite for chlorinator tank solution. The contractor will be reimbursed for materials purchased according to the bid schedule. Detailed records of sodium hypochlorite use and residuals shall be maintained and kept on site and submitted monthly to the Facility Engineer and Engineering Technician. Major equipment or system problems not reasonably considered as part of operation and routine maintenance shall be reported immediately to the Facility Engineer and Engineering Technician. Records of equipment repairs, maintenance, sanitary surveys, etc. shall be kept on site and copies sent to forest Facility Engineer and Engineering Technician. Wellhouses shall be kept clean and tidy and swept out on a regular basis.
All monthly samples shall be marked “routine”. For special samples taken the reason for the test shall be included on the sample results and shall be one of the following as appropriate:
a. Check Corrective Action
b. General Investigation
c. Pre‐season sample
d. Repeat
Contractor will take samples to be tested for coliform monthly for each system.
Samples will be taken prior to the 14th of each month, except “special” samples for the reason of “Pre‐season”, “Check Corrective Action”, or “repeat” which may be taken any time in the month as required.
Within 24 hours of being notified of a positive total coliform test result, Contractor will take 3 "repeat" samples as required by the RTCR, one at the source of the positive total coliform result, one upstream, and one downstream as shown in the sampling plan.
Continue to collect a set of 3 repeat samples until TC is not detected in one complete set of repeat samples or an assessment is triggered. If an assessment is triggered, notify the Facilities Engineer and Engineering Technician immediately to begin assessment.
Contractor will take additional samples when requested to do so by the Facilities Engineer.
Positive total coliform samples shall also be tested for e‐coli or fecal coliform.
Contractor will have all samples tested by a State‐certified laboratory. Cost for testing is the responsibility of the Contractor.
If samples are rendered invalid through fault of the Contractor, the samples will be replaced at no cost to the Government.
Contractor will submit with each sample a form acceptable to the NMED DWB and laboratory. All handwriting must be legible. The form shall include the State WSS#, Water System Name, "Lincoln NF", and District name. Samples must be labeled "routine", "repeat", and "special" as required. Inappropriately marked samples will be considered invalid and must be repeated at no cost to the Government.
Nitrates / Nitrites Sampling & Testing A Nitrate/Nitrite sample will be taken from each of the water systems once per year, according to NMED and the sampling plan for that site, and the results sent to NMED, facilities engineer, and engineering technician as appropriate.
Regulations All sampling and testing must comply with New Mexico State Drinking Water Regulations, 20.7.10 NMAC and the Revised Total Coliform Rule (Effective 4/1/16).
Notification Contractor will ensure that (1) Facilities Engineer, (2) Engineering Technician, and (3) NMED DWB contact receive prompt written results of all tests taken.
Payment The contractor is to submit a monthly bill for the month’s actual operation and testing services provided. Charges shall be itemized as shown on the bid schedule. For bidding purposes, the total yearly cost for the operation, sampling, and testing needs should be based on the enclosed bid schedule. Bid proposals must be broken down into unit costs per the attached bid schedule. Record keeping and supplying written documentation of test results, inspections, and repairs shall be considered incidental to the execution of items in the schedule.
Government Furnished Property Contractor will be provided necessary keys needed to access well houses and sample points as appropriate. Contractor shall not make duplicates or give to any other persons.
Upon contract completion contractor shall return all keys and any other government furnished property.
Contract Performance Substantial completion shall be at 100% completion of all requirements of this documents.
Delivery Date Sampling & Testing will be done monthly during those months the water system is open.
