Pacific Northwest Region, Heritage Program
Statement of Work:
Guide to the Identification, Evaluation and Management of Lithic Scatter Sites.
Introduction The area encompassing central and eastern Oregon has long been recognized as a region rich in prehistoric archaeological resources. Consisting of the southern periphery of the Columbia Plateau, High Cascades, High Lava Plains, and the northern portion of the Great Basin, this vast area provided a livelihood for a variety of riverine, lacustrine, and desert-oriented prehistoric cultures over the last 16,000 or more years. Five National Forests of the Pacific Northwest Region lie within eastern and central Oregon: the Deschutes & Ochoco, Fremont-Winema, Malheur, Umatilla and Wallowa-Whitman. Each of these Forests contains a multitude of cultural resource sites that are integrated into Forest multiple resource management programs. The most common archaeological sites are lithic scatters; i.e. open-air concentrations composed primarily of flaked stone debris and tools, with occasional other artifact classes.1. For the purposes of this project lithic scatter sites do not include sites with prehistoric features or significant occurrences of other artifact classes such as bone or groundstone although lithic scatters may be components of these sites.
The goal of the document is to provide the agency (specifically, the National Forests on the east side of Oregon) additional guidance that would assist in the identification and evaluation of lithic scatters, sites and landscapes.
This document would be a collaborative effort by the agency, Oregon State Historic Preservation Office (SHPO) staff and respective tribes in order to come up with formal guidance on how to identify and evaluate lithic resources. This guide would assist the agency in better management of these resources over time and fulfill our agency’s responsibilities under Section 106 and Section 110 of the National Historic Preservation Act
(NHPA).
General Location
Five National Forests of the Pacific Northwest Region lie within eastern and central Oregon: the Deschutes & Ochoco, Fremont-Winema, Malheur, Umatilla and Wallowa-Whitman (See Figure 1 below).

Scope of Work
2. Preliminary meeting and field site visits
a. This preliminary meeting and site visits will be held where the group can meet in a room but also visit lithic scatter sites to discuss associated management challenges. The group would consist of the contractor, OR SHPO staff, Forest Service heritage staff, potentially BLM heritage staff and other professional or academic participants that the Forest Service sees as appropriate. This meeting and fieldtrip are meant to introduce the topic, to have a shared understanding of the intent of the guidance document to be produced and to identify the most important aspects of lithic site evaluation and management that are priorities for the Forest Service.
3. Literature review
a. Review existing literature of lithic scatter and associated sites in the northern Great Basin, High
Cascades, High Lava Plains, and southern Columbia Plateau. Summarize this information and provide the summary as part of the historic context discussion in the Guide to the Identification, Evaluation and Management of Lithic Scatter Sites. Literature to review should include, but is not limited to:
i. A section of lithic scatter site records provided by the Forest Service (and potentially
SHPO?)
ii. Burge, Thomas L. & Fleming, Dorothy M. and Keyser, James D. Management Strategy for Treatment of Lithic Scatter Sites, Studies in Cultural Resource Management No. 7.

4. Tribal input
a. Meet with cultural resource staff of American Indian tribes with historic ties to the project area to solicit input on cultural values the tribes associate with lithic scatter sites. This is not intended as government to government consultation with the tribal governments which will be conducted separately by the Forest Service.
5. SHPO Input
a. Meet with cultural resource staff at the Oregon State Historic Preservation Office to solicit input on the processes developed in this document.
6. Limited test excavation Process (If absolutely needed).
a. Utilize existing archeological studies and associated fieldwork as a first step to determine eligibility without further testing.
b. If testing required, collaborate with tribes and SHPO about best strategy to use for individual sites.
7. Complete draft Guide to the Identification, Evaluation and Management of Lithic Scatter Sites
a. The Guide should include the following sections:
i. Cultural and Environmental context statements for pre-contact and ethnohistoric lithic scatter sites in Central and Eastern Oregon
1. Include cultural values identified by American Indian tribes as appropriate
2. Pre-contact and ethnohistoric research issues to include, but not be limited to, the following: Chronology, Mobility and Land Use, Subsistence and Settlement Changes.
3. Include relevant data requirements needed to determine National Register eligibility under the four criteria, and management classification standards for lithic scatter sites.
ii. Results of limited test excavation of lithic scatter sites conducted under item 5
iii. Recommended management practices and treatments for the protection of lithic scatter sites
iv. Glossary
v. References cited
b. Some questions to consider are:
i. What are appropriate testing procedures based on lithic site diversity?
ii. What are procedures for data recovery (when appropriate)?
iii. Are there best management practices that should be implemented?
iv. What are appropriates treatments (including avoidance and data recovery) of lithic scatter sites that may be impacted by land management activities (e.g.• timber harvest. road construction, etc.).
c. Solicit review and comment on draft Guide from Forest Service, affected tribes and Oregon
SHPO
8. Finalize Guide to the Identification, Evaluation and Management of Lithic Scatter Sites
a. Revise the draft Guide based on the comments received under item 5.b
