EASTERN OREGON LITHICS STUDIES SOLICITATION QUESTIONS & ANSWERS

SOLICITATION NUMBER: 12046W20Q0041

• The Schedule of Items lists a meeting and field trip, and the Scope of Work lists a meeting and site visits (plural). How many site visits should we budget for and where should we assume they will be located?

• One site visit in the Fall 2020, on eastside of Oregon, either Fre-Win, MAL or Deschutes or Wallowa-Whitman

• The Scope of Work also mentions limited testing (if absolutely needed), but it’s not included in the Schedule of Items for which you are supposed to give prices. Do we not include any pricing for that?

• Right now, there is no funding for limited testing, so the schedule of items does not include limited testing costs, although it mentions it. There may be an opportunity to modify the contract in the future to include this if needed.

• Is there a document that describes current surface lithic scatter survey protocol used by FS?

See attached document.

• Sites may not be NRHP eligible individually but geological and archaeological information from scatter sites provides important data for landscape-scale questions; is FS interested in guide including the relevant information to collect at non-eligible sites that will help address landscape-scale questions?

Yes.

• Is FS open to the contractor conducting in-field analysis rather than test excavations to address Item 2 concept design and demonstrate effectiveness of our design in practice?

The test excavations are not included in this scope, but if there is additional funding in FY 21, we would consider in-field analysis rather than test excavations and there may be potential to modify the contract for this.

• Along with cost estimates, is FS requesting a scope of work describing contractor’s approach to each task item? Is there a page limit on scope of work?

Yes, we would like to see a summary of work for each phase. Page limit two pages.

• Is FS requesting budget worksheets for each task item?

FS is requesting budget worksheets for each item in the schedule.

• Is FS requesting resumes for staff who would work on the project with relevant project experience?

Yes, the FS wants to see background experience with lithic resources in Central and Eastern OR and a thorough understanding of the archeology and ethnographic history of the area.
