Lincoln Paving Project Agreement Summary
This is a Standard Form of Agreement for Construction between the City of Meriden, Connecticut and a contractor for the Lincoln Middle School parking lot reconstruction project (B026-51). The project scope consists of removing and replacing bituminous concrete pavement, concrete curbing, and drainage structure tops; installing new pavement markings; and implementing sedimentation control measures. The base project includes earth excavation, subgrade preparation, HMA asphalt placement, concrete curb installation, topsoil and seeding in disturbed areas, and replacement of drainage structure tops. Two optional Add Alternates are available: the first covers similar work in the loading bay area, and the second involves removal and replacement of a concrete sidewalk at the school frontage. The City reserves the right to select one, both, or neither alternative. Substantial completion is required by August 15, 2026, with final completion and readiness for payment due fifteen days thereafter. A non-mandatory pre-bid meeting was scheduled for April 7, 2026, at 10:00 am at Lincoln Middle School, with questions due by April 16, 2026, and electronic bids due by April 23, 2026, at 11:00 am via the City's eProcurement Portal.
The contract is awarded on a fixed-price, lump sum basis with unit price work for specific items as identified in the bid documents. Progress payments are made monthly based on the Schedule of Values submitted by the contractor, with five percent retainage withheld until substantial completion, at which time retainage increases to ninety-five percent of the Contract Sum. Liquidated damages are assessed at $1,500 per day for delays beyond the substantial completion date and $1,500 per day for delays in final completion. All contractors and subcontractors must comply with Connecticut prevailing wage requirements and submit certified weekly payroll documentation monthly with progress requisitions. The contractor must provide bid bonds equal to ten percent of the bid amount, along with Performance and Labor and Material Payment Bonds each equal to one hundred percent of the contract price. Required insurance includes General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Auto Liability ($1,000,000 combined single limit), and Workers' Compensation coverage at statutory limits with the City named as additional insured. The engineer's estimate establishes a total project cost of $729,133.18 for the Base Bid with a ten percent contingency, Add Alternate 1 at $65,649.71, and Add Alternate 2 at $52,800.00. The City of Meriden is exempt from federal excise taxes and Connecticut Sales and Use Tax, which should not be included in bid pricing.
