Attachment (6)
Physical Requirements for Child Care Center (CCC)
Landscaping - Minimize areas of concealment in and around facilities. Establish a clear zone around barriers or fences, and restrict landscaping from obstructing views of the security force and Video Surveillance System (VSS), or interfering with lighting or Intrusion Detection System (IDS).
Pedestrian Access to CCC - Enclose CCC play yards with six foot or higher fencing to protect the play yard from unauthorized access or observation. Other barriers, landscaping, or fencing shall channel pedestrians to the primary CCC entrance.
Vehicle Access Points - If a vehicle barrier system exists, the CCC may request a single access point from the property owner to support short-term parking for child pickup and drop off; otherwise, coordination must be made with appropriate local authorities for short-term parking outside the barrier line.
Site Lighting - Install exterior lighting at entrances, exits, parking lots, garages, and VSS locations.
Illumination should follow the LOP baseline with the additional requirement of full play yard illumination. Site lighting shall be planned to encroach into the CCC. Light timing must support the morning and evening access pathways of staff and parents during hours of darkness.
Restricted/Significant Areas and Assets - CCC and play yards are designated as critical/significant areas.
Enclose play yards with six foot or higher fencing and monitor with VSS and/or patrols. Fence transparency/opaqueness and height shall be determined by risk assessment. Use High-Security Locks, access control, and IDS.
Parking - Limit parking to employee vehicles, authorized visitor vehicles, approved government vehicles, and other authorized parkers. Designate employee and visitor parking areas. If access to controlled parking is approved, the CCC must coordinate the access rights, identification, parking pass, and parking locations with the property owner. A parking pass system is recommended for areas with controlled parking.
Vehicle Barriers - Barriers must be present. Vehicle barriers shall protect pedestrian access points to the CCC.
The center and play yard are considered a critical/significant area and shall also be protected from penetration by a vehicle meeting the DBT.
HAZMAT Storage and Receptacle/Container Placement- Locate HAZMAT storage in a restricted area away from loading docks, entrances, and uncontrolled parking. Position trash containers, mailboxes, vending machines, or other fixtures and features that could conceal devices away from building entrances.
CONSTRUCTION REQUIREMENTS
Blast Resistance (Windows) - Use a combination of protected setback and window glazing or treatments to achieve at least Performance Condition 2 (in accordance with the GSA Standard Test Method for Glazing and Window Systems Subject to Dynamic Loadings - see Appendix C) or Very Low Hazard (in accordance with ASTM F 1642, Standard Test Method for Glazing or Glazing Systems Subject to Air Blast Loading) and ASTM F2912-17 (Standard Specification for Glazing and Glazing Systems Subject to Airblast Loadings) in response to the DBT.
Blast Resistance (Façade and Structure) - Provide a balanced design approach to ensure a ductile mode of failure is achieved. The wall elements and their anchorage should fully develop the capacity of the glazing system.
Blast Resistance (Progressive Collapse) - Use construction materials which have inherent ductility and which are better able to respond to load reversals (e.g., cast in place reinforced concrete and steel construction).
Blast Resistance (Interior Public Spaces) - Use construction materials which have inherent ductility and which are better able to respond to load reversals (e.g., cast in place reinforced concrete column construction).
Blast Resistance (Receiving Areas) - Use construction materials in the mail screening and receiving areas which have inherent ductility and which are better able to respond to load reversals (e.g., cast in place reinforced concrete column construction).
Interior Windows - Interior glass is normally desirable for CCCs between classrooms and from classrooms to circulation paths. Provide tempered or high-strength glass with a minimum 0.06 inch (60 mil) polyvinyl butyral (PVB) interlayer. Design systems to support acoustic attenuation as required.
Walls and Non-Window Openings - Protect non-window openings such as mechanical vents and exposed plenums to resist forcible entry.
Protection of Air Intakes - Provide emergency shutdown, SIP, and evacuation procedures, and secure accessible air intake grilles from tampering or removal.
Isolated Ventilation Systems - Provide separate isolated HVAC systems in lobbies, loading docks, mailrooms, and other locations susceptible to CBR attack that are isolated from other building areas.
Security of Ventilation Equipment – Must be protected from unauthorized access.
Separation of Normal and Emergency Power- Provide CCC dedicated normal and emergency electric panels.
Ensure panels and systems are 25 feet apart.
Emergency Generator Protection - Generators and fuel tanks should be located a minimum of 25 feet from CCC entrances and play yards.
Limit Building Entry Points - CCC may determine the appropriate number of entry points to the center, including classroom access doors to the play yard, in order to maximize overall efficiency of the center. Limit the number of building entry points to the fewest number practical
Perimeter Doors & Door Locks - All perimeter doors and locks shall meet the requirements for forced entry resistance. The CCC shall determine the type of locks to be used on the doors. Secure perimeter doors with non-removable hinges and high-security mechanical or electronic locks.
Emergency Exit Doors - Secure emergency exit doors using an automatic door closer and exit hardware that are compliant with applicable life safety codes and standards. Monitor all emergency exits via visual, electronic, or audible means.
Delayed Egress - Use delayed egress hardware at emergency exits from critical or sensitive areas, if fire code allows.
Space Planning - Locate critical systems and areas at least 25 feet away from loading docks, entrances, mailrooms, personnel and package screening locations, and uncontrolled parking, or implement standoff, hardening and venting methods to protect critical areas from the DBT at these locations. CCC and play yards are designated as critical/significant areas. Apply CCC LOP Baseline from vulnerable unscreened locations.
Additionally, for the safe arrival and departure of children, locate primary CCC entrance away from other vehicle and pedestrian entrances and exits.
Building Systems and Roof Access - Secure utility, mechanical, electrical, and telecom rooms, and access to interior space from the roof with locks.
Publicly Accessible Retail and Mixed Use Space - Accommodate publicly accessible retail and mixed uses through such means as separating entryways.
INTRUSION DETECTION SYSTEM/CCTV (VSS)/ELECTRONIC SECURITY
Video Surveillance System (VSS) - Provide VSS coverage of all entrances and access points, including emergency and play yard exits. Entire play yard including gates shall also have VSS coverage. Signage must be provided to advise of VSS.
VSS Monitoring and Recording - Provide active monitoring capability of all cameras to CCC. Provide CCC onsite, alarm-activated recording of all cameras.
Intrusion Detection System (IDS)- Provide IDS on perimeter entry and exit doors and operable ground-floor windows.
IDS Monitoring - If IDS is in use, monitor at a central station with notification to a building manager or designated tenant POC. Annunciate door prop and intrusion alarms in CCC during operating hours. Transmit intrusion alarms to central station monitoring after hours and duress alarms 24/7.
Duress Alarms - Provide duress buttons in manager and director offices. Provide call stations or buttons in play yards. Provide buttons in classrooms as required by CCC.
Security System Integrity - Secure alarm and physical access control panels, VSS components, controllers, and cabling against unauthorized access.
Security Communications - Provide direct means of communication with central station monitoring. May be emergency phone, duress call box, intercom, radio, or other appropriate means.
Building Communication System - Provide CCC with a standalone public address system for security and emergency announcements.
Emergency Power for Security Systems - Provide uninterruptible emergency power to essential electronic security systems for a minimum of four hours.
Security System Testing - Conduct security system testing annually and daily testing of active screening equipment.
Security System Maintenance - Implement a maintenance program for all security systems. Any critical component that becomes inoperable must be replaced or repaired within five business days.
