About this file
This is a letter from the Bureau of Prisons (BOP) to food suppliers dated January 27, 2015, signed by the Procurement Executive Administrator and National Food Service Administrator. The letter outlines the BOP's food service mission and expectations for its suppliers across facilities serving over 200,000 inmates.
The letter emphasizes three key requirements for food suppliers: submitting price quotations in good faith, ensuring timely delivery of contracted food items, and complying with all mandated specifications. The BOP warns that contractors who fail to meet these obligations will face remedial action, as non-compliance results in operational inefficiencies and additional costs. The letter indicates a heightened focus on proper contract administration for food supplies to maintain efficient facility operations and meet nutritional requirements for the inmate population.

Letter to Bureau of Prisons Food Suppliers
The Bureau of Prisons (Bureau) is a leader in correctional excellence , incarcerating over 20 0 , 000 inmates in secure facilitie s across the United States . The Bureau takes great pride in ensuring th e efficient operation of each facility . As it pertains to the dietary needs of inmates , the Bureau ' s mission is to-
• Provide inma tes with meals that are nutritionally adequate , properl y prepared , and attractively served .
• Identify , develop , and manage essential resources to meet the operational needs of the Food Service program .
Food suppliers play a valuable role in the Agency ' s s u ccess in meeting its Food Servi ce mission . Food suppliers who ensure timely delivery and conformance to specifications position the agency not only to meet its missi on but to exceed it in terms of benefit to the inmate population and in the preservation of financia l resources .
Conversely , food suppliers who fail to ensure timely delivery and who deliver non - conforming items detract from the Agency ' s success and ultimately cos t the Agency in terms of lost time and effort to remedy contractual non - compliances .
The Bureau is committ ed to ensur ing high efficiency in its operations .
Accordingly , greater emphasis is being placed on the proper administration of its contracts for the supply of food items . Remedy will be undertaken for those contractors who fail to meet the obligations of their contracts . To ensure efficient operation of each facility , especially food service operations , it is imperative all Food Service suppliers submit price quotations in good faith , tender timely delivery of contracted food items , and comply with all mandated specifica ions .
Sincerely , Matthew D. Nace Procurement Executive Administrator
