About this file
This document is a Limited Lead Survey report for Fort Bliss Building 9502 in Fort Bliss, Texas, prepared by Terracon Consultants, Inc. on February 13, 2012. The survey was conducted on June 2, 2011, to establish lead levels present in building materials in advance of planned demolition or renovation activities. The survey was performed by Ms. Larri Erstad, an EPA-accredited Lead Inspector employed by Terracon, in general accordance with Texas Environmental Lead Reduction Rules (TELRR), HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing, and OSHA regulation 29 CFR 1926.62.
Twenty-four (24) XRF readings were obtained from various paint combinations on interior and exterior building surfaces. One paint material sample was found to contain lead in concentrations greater than 1.0 mg/cm², specifically yellow paint applied to the metal window frame on the exterior of the office building. This finding qualifies the coating as "Lead-Based Paint" under EPA and HUD standards. The report recommends in-place management of the lead-based paint materials if the client does not intend to renovate or demolish the facility, including repair of damaged materials, protection from further damage, periodic monitoring, and notification to employees and contractors. For renovation or demolition activities that could disturb lead materials, the report recommends that contracting personnel be made aware of lead content and exercise proper OSHA procedures, with compliance responsibility falling on the contractor. Activities such as flame/torch dismantling, dry sanding, and dry grinding of lead-based paint materials should be prohibited during repair, renovation, or demolition.
