About this file
This is an Asbestos Survey Report for Fort Bliss Building 9502 in Fort Bliss, Texas, prepared by Terracon Consultants, Inc. for the Military Installation Command Center (MICC) at Fort Bliss.
The survey was conducted on June 2, 2011, by EPA-accredited and Texas Department of State Health Services (TDSHS)-licensed asbestos professionals to identify asbestos-containing building materials (ACBM) prior to planned renovation or demolition activities. Nineteen (19) bulk samples were collected and analyzed by International Asbestos Testing Laboratories (IATL), a NIST-NVLAP accredited laboratory using polarized light microscopy. The survey identified regulated quantities of asbestos in floor tile mastic materials located in the Server Room and Electrical Rooms 1 and 2, classified as Category I non-friable materials in good condition, with an estimated quantity of 1,450 square feet. The mastic contained 0.75%-1.1% chrysotile asbestos by point count. All other sampled materials—including domestic water line insulation, sheetrock, pink insulation, ceiling tile, mechanical line insulation, roof flashing, and resilient floor tile in the West Office—tested negative for asbestos. The report recommends that if renovation or demolition activities could disturb the identified asbestos-containing materials, removal must be conducted by TDSHS-licensed asbestos abatement contractors in accordance with Texas Asbestos Health Protection Rules, with project design by a licensed Individual Asbestos Consultant and third-party air monitoring during removal activities. If the building is not renovated or demolished, in-place management including repair of damaged materials, protection from further damage, and periodic monitoring is recommended.
