LONG-BASELINE NEUTRINO FACILITY
SOUTH DAKOTA STEEL STORAGE SERVICES
Offerors must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:
1. By completing the Representations, Certifications and Acknowledgments (Form SARC), or
2. By separate fax, letter, or email.
If by virtue of this Addendum you desire to change a proposal already submitted, such change may be made by email, provided such email clearly references the Solicitation number and this Amendment number and is received prior to the proposal due date.
Amendment 01 is issued by Fermi Research Alliance LLC to provide answers for ten questions received from prospective offerors as follows:
Question No. 1: Page 7 of RFP asks for ceiling prices. Is this a “Not to exceed” number or simply the total dollar figure created by adding the columns in the pricing matrix J6? We expect actual volumes will change over time, which will necessarily require increases or decreases in manpower, storage, etc. Is this a T&M schedule or FFP?
FRA Answer No. 1: The ceiling price is a not to exceed number. The volumes in J6 are based on preliminary estimates derived from information that is currently available, but they are not guaranteed and could change over time. The ceiling price could be increased through subsequent contract modifications, if additional need arises. Actual services provided will be billed on a T&M basis up to the ceiling amount stated in the subcontract.
Question No. 2: SOW – Page 6, section 2 – SPECIAL SERVICES. It would appear that all items identified under special services fall outside the norm. As such, do special services become exempt from the ceiling price for each POP year?
FRA Answer No. 2: Special Services should be exempt from the ceiling value calculation. Special services are on our pricing sheet because we want to obtain a fixed unit prices for them on the front-end. If the special services are needed, we would invoke them through a contract modification. The fixed unit prices would be the basis for pricing a future contract modification that may adjust the ceiling value accordingly. This mechanism is intended to streamline the process for all parties.
Question No. 3: What is latest possible award date for a 1 Nov POP start?
FRA Answer No. 3: OCT 31 would be the latest award date for a NOV 1 start. However, delivery of any materials will not begin until January 2024 at the earliest.
Question No. 4: L.4 in RFP requires a 90-day O/A period, which would extend into the identified POP. Can the FRA commit to a 30-day advance notification period upon award. i.e., the party awarded may have 30 days’ notice prior to beginning period of performance.
FRA Answer No. 4: We can provide a 30 days’ notice before the first materials arrive.
Question No. 5: The referenced 550 tons of fasteners – are they palletized, in boxes? In what form and in what number will these fasteners arrive? In short, are we looking to determine space requirements for dry storage.
FRA Answer No. 5: The fasteners will be contained in boxes on pallets.
Question No. 6: Will there be a separate transportation contract for terminal delivery?
FRA Answer No. 6: After the storage/warehousing contracts have been issued, and the specific locations are known, it is our intention to solicit for trucking services in a combined solicitation. This approach is to ensure we have accurate information to provide to firms interested the trucking component.
Question No. 7: How will steel be delivered to the storage site? Will it be transported via rail, trucks, or a combination of both?
FRA Answer No. 7: All steel will arrive on trucks. No rail transport is anticipated. The receiving requirement is to unload ten trucks/day.
Question No. 8: Will the steel be ordered out in specific pieces and quantities, or will we be able to maximize a truckload out of our choice of material when ordered?
Answer No. 8: Yes, we will order specific pieces and quantities as they are needed. Maximization of loads on trucks will be taken into consideration for each daily delivery schedule.
Question No. 9: Other than the storage requirements outlined in Section D of the SOW, are there any other special handling requirements for the steel beams, such as indoor storage, tarping requirements, etc.?
Answer No. 9: Yes, dunnage and tarping are both indicated in the SOW as requirements for the storage of the steel. It is also indicated in the SOW that the fasteners shall be stored in a dry building protected from elements.
Question No. 10: Has the steel POD been established? If so, can that be shared? One of our warehouse facilities has the capacity to accept cargo from vessel, rail, or truck. Would this be an acceptable alternative to a warehouse in the 90-mile radius?
Answer No. 10: Port of Discharge is in the US Gulf Region, we do not have a specific port of delivery at this time. Regardless, the proposed storage facility is required to meet the 90 mile/2 hr. drive requirement as stated in the SOW.
All other terms and conditions remain unchanged.
