About this file

This is a lawncare service evaluation checklist used by the Department of Defense, Veterans and Emergency Management - Military Bureau to assess contractor performance at various state facilities in Maine, including the Norway Armory. The checklist establishes performance standards for lawn maintenance services, requiring contractors to mow grass to a specified height of 3.5 to 5 inches, maintain sharp mower blades, complete edging work on the same day as mowing, remove debris and clippings, trim fence lines, maintain planting beds, and perform seasonal cleanup tasks. Evaluation tours are conducted at minimum monthly on a scheduled basis, with the Program Administrator providing written notice at least three business days in advance of inspections. The contract specifies that work must be performed during normal state working hours of 7:30 a.m. to 4:00 p.m., with no work on state or federal holidays.

Contractor performance is measured using a rating scale of Excellent, Good (Meets Expectations), Needs Improvement, and Not Applicable. Poor performance is documented when a contractor receives four or more negative responses or Needs Improvement ratings during an evaluation tour. Contractors are given two weeks to correct identified deficiencies, with contract termination possible after thirty days' notice if issues remain unresolved. Three poor performance evaluations at a facility constitute grounds for immediate contract termination. Contractors have fifteen calendar days to appeal termination decisions to the Director of the Division of Procurement Services. The checklist includes facility-specific environmental requirements for specialized areas such as filter beds, bio-retention cells, retention ponds, and wetlands, each with distinct cutting height and maintenance specifications.
