About this file

This is a Lawncare Checklist and performance evaluation document prepared by the Department of Defense, Veterans and Emergency Management – Military Bureau for assessing contractor performance on lawn care services at Maine Army National Guard facilities. The document establishes the service standards and evaluation criteria for the Auburn FMS#2 & CHP Lawncare contract, which covers 3.66 acres of mowable area at 64 Mount Apatite Road in Auburn, Maine. Services required include weekly mowing and trimming to maintain grass height between 3.5 to 5 inches, edging, debris removal, trash collection, and specialized maintenance of retention ponds and underdrain filter beds from May through October annually. The contract term runs from May 1, 2026, through April 30, 2027, with four optional one-year renewal periods available through October 31, 2030. Final quotations are due January 29, 2026, at 4:00 p.m. Eastern Standard Time, with evaluation conducted on a best value basis, primarily focusing on lowest price among conforming bids.

The performance evaluation protocol requires a minimum monthly service tour using the detailed checklist provided, with evaluators documenting ratings of Excellent, Good (Meets Expectations), or Needs Improvement across all lawn care tasks. Poor performance is defined as four or more negative responses combined with Needs Improvement ratings, and contractors are given two weeks to correct identified issues or face contract termination with thirty days' notice. Three consecutive poor performance evaluations result in automatic contract termination eligibility. The current incumbent vendor, Evergreen Yard Care, Inc., maintains the facility at an approximate yearly cost of $13,200, including spring cleanup. All contractor personnel must pass federal background checks prior to facility access, and contractors are responsible for any facility or ground damages with required repairs within ten working days. Work must be performed during normal Department working hours of 7:30 a.m. to 4:00 p.m., excluding state and federal holidays.
