About this file
This is a site plan and schematic document for lawncare services at the Auburn Facilities (FMS #2) managed by the State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Department of Defense, Veterans and Emergency Management. The document depicts a 2.82-acre lawncare area at the Maine Army National Guard facility located at 64 Mount Apatite Road in Auburn, Androscoggin County, with an additional 0.84-acre limited mow area associated with retention ponds. Services are required from May through October annually and include weekly mowing and trimming to maintain grass height between 3.5 to 5 inches, edging, grass clipping and debris removal, trash collection, and specialized maintenance of undrain filter beds, retention ponds, and fencing perimeters. The contract term runs from May 1, 2026, through April 30, 2027, with four optional one-year renewal periods available through October 31, 2030. Questions from bidders are due by January 20, 2026, at 12:00 p.m., with final quotations due January 29, 2026, at 4:00 p.m. Eastern Standard Time.
The current incumbent vendor is Evergreen Yard Care, Inc., maintaining the facility at an approximate yearly cost of $13,200 including spring cleanup. Evaluation will be conducted on a best value basis, primarily focusing on lowest price among conforming bids. Bidders must submit comprehensive quotations covering all five potential years and provide a Responsible Bidder Certification, detailed cost response, subcontractor information (limited to 15% of work), and a comprehensive Disaster Recovery Plan. All contractor personnel must pass a federal background check before facility access. The contract includes strict performance monitoring through monthly evaluations using a detailed checklist, with potential termination for poor performance. Contractors are responsible for any facility or ground damages and must complete repairs within ten working days.
