About this file
This document is a technical specification for a tower light replacement project for a location in LaSalle, Illinois, involving a Rohn 80, 300-foot guyed tower. The project scope includes removing the existing non-functioning light system (including top beacon, side marker lights, control box, and wiring) and installing a new LED tower light kit that meets FAA specifications and avian flashing requirements. The new system will feature daytime white flash LED and red night flash LED, with a top beacon and two mid-level beacons, operating on 120 volts AC with an external photocell for day/night switching. The system will include alarm contacts, test modes, and LED diagnostic indicators.
Vendor requirements include submitting safety certifications and insurance documents prior to bid award, with labor rates to include prevailing basic wage rates, fringe benefits, and all employer expenses such as FICA, Workers' Compensation, Liability Insurance, and Unemployment Insurance. The proposed light system is similar to the JJET E1 Avian Kit 21 light system by Dialight, featuring three FAA L-864/L-865 red flashing LED beacons, a controller in a NEMA 4X polycarbonate box, and an external remote photocell. Contractors must meet all applicable safety standards while on the tower, with the understanding that failure to do so will result in removal from the site.
