About this file

The document is a Bid Amendment Q and A sheet for the Illinois State Police's Lasalle Tower Lights project (BidBuy Bid# 25-493ISP-FOREN-B-47117), addressing technical specifications for a tower light system replacement. The procurement involves installing a new LED tower light kit for a 300-foot guyed tower, specifically requiring an E1 light system with OB1 type side markers that meet new Illinois avian requirements. The light system must include one LED red light for night and a white LED for day, with red flashing LED markers for night operation. Proposals are due by March 31, 2025, with the contract focusing on removing the existing non-functioning light system and installing a new configuration that includes a top beacon and two mid-level beacons operating on 120 volts AC with an external photocell for day/night switching.

The contract follows the State of Illinois Chief Procurement Office General Services Standard Terms and Conditions (version 23.2) and appears to align with standard state procurement guidelines potentially including provisions for minority and disadvantaged business enterprises. Contractors must submit safety certifications and insurance documents, maintain detailed records for three to five years, and comply with state and federal regulations. While no specific budget range is disclosed, vendors should anticipate comprehensive insurance and compliance requirements. The proposed light system is similar to the JJET E1 Avian Kit 21 by Dialight, featuring three FAA L-864/L-865 red flashing LED beacons, a NEMA 4X polycarbonate controller box, and an external remote photocell, with labor rates expected to include prevailing basic wage rates, fringe benefits, and all employer expenses.

Question

My estimating team is confused about the spec. It is a 300’ tower that would normally only need a single flash head on top and 3 L810 markers midway. The spec states E1, but then it also refers to and E2 system when asking for multiple beacons. We unsure why you would want an E2 system on the tower. There is mention of avian specifications, but a tower under 350’ only requires a single flash head and 3 side markers. A tower taller than 350’ is required to have 3 flash heads and no markers for avian. If over 350’ and non-avian, 2 sets of markers are also required. Please clarify what type of light system is needed or if the height is different from 300’.

Answer

E1 light system. The OB1 type side markers must flash to meet the new Illinois requirement for avian. One led red light for night / white LED for day and red flashing LED markers for night.
