Phase 3 Construction conditions, but such subsurface investigations and site visits shall be performed only under schedules and arrangements approved in advance by the ENGINEER and the
OWNER.
• Geotechnical Information for the site consists of the information from the original Part A submission, which will be provided to all registered bidders. The report was noted as being old but will contain sufficient information to make a determination about rock.
Based on previous construction and borrow excavation at the site, the potential to encounter rock is low.
General
• RLD Requirement: CONTRACTOR shall have a Responsible Land Disturber (RLD) that is certified through the Virginia Department of Environmental Quality.
• Existing Site Structures and Utilities: Any damage to existing site structures, including monitoring wells, gas probes, gas vents, or any existing utility structures by the CONTRACTOR shall be repaired to original condition at no cost to the OWNER.
• Prior to land disturbance, CONTRACTOR is responsible to locate the facility property and buffer lines when work will be within 15 feet of the property line.
o This will only be a consideration in the north part of Phase 3 Construction, especially the grading associated with the access road and sediment basin.
• E&S Control: CONTRACTOR must complete the construction of the erosion and sediment control features prior to starting any other earth disturbing work.
o The construction of Phase 3 will eliminate the existing sediment basin, so it is imperative to construct the proposed sediment basin first.
• Safety: CONTRACTOR is responsible for safety and security of their personnel and equipment and adhering to local safety guidelines and state and federal safety guidelines.
• Permits: CONTRACTOR must apply for, obtain, and pay for all permits and bonds required to perform the Work. All permits shall be displayed at the project site, and copies of all permits shall be submitted to the ENGINEER and OWNER.
o The OWNER will make application for the Erosion and Sediment Control permit, at no cost to the CONTRACTOR. However, the CONTRACTOR will be the permittee, with full responsibility for the required Erosion and Sediment Control bond, for installing and managing erosion and sediment controls, and for any corrective actions or fines incurred during the term of the permit. Under no circumstances will the OWNER be held responsible for erosion and sediment control activities.
• Codes: CONTRACTOR must obtain all necessary County and State licenses and permits and comply with all applicable codes and regulations of authorities having jurisdiction.
Submit copies of inspection reports, notices, and similar communications to the
Pre-Bid Meeting Notes Page 4 LaBella Associates, D.P.C., P.C.
Phase 3 Construction
ENGINEER and the OWNER.
• Burning of land clearing debris: Burning is not permitted.
o A burn ban is currently in effect. If the burn ban is lifted, the OWNER may approve limited burning on a case-by-case basis.
o Vegetative waste and land-clearing debris may be disposed of at an approved on-site location at no charge to the CONTRACTOR. Any on-site disposal activities shall be coordinated with the OWNER.
Site Access/Hours of Operation:
• CONTRACTOR will be responsible for both litter and dust control, and sanitary facilities for his and his subcontractors’ personnel.
• Surveys: CONTRACTOR is responsible for providing their own construction stakeouts and construction surveys, all survey work and record documents.
• Contractor’s quality testing. In accordance with Section 01400, the CONTRACTOR is responsible for his own work and should employ competent personnel to monitor the use and placement of all materials, and quality control testing as necessary.
o OWNER has engaged a third-party firm to conduct inspections and testing. This does not alleviate any responsibility for the CONTRACTOR to monitor and document their own work.
Electronic Document Release Agreement o ENGINEER will distribute CAD files for the construction project to registered BIDDERS who complete the “Agreement for Delivery of Documents in Electronic Format” and submit to the ENGINEER. Any party that requires a form may contact the ENGINEER. CAD files will be distributed by ShareFile account.
Questions received during the Pre-Bid meeting are included below.
1.1. Electrical Service for Phase 3 Construction: Will the CONTRACTOR be responsible for distributed electrical power?
Response: The OWNER will provide electrical power to the area of work, see Detail 1/E- 01 on Drawing No. E-01. The CONTRACTOR’s work will begin at the pole, which will be installed by others at the location shown on 1/E-03 on Drawing No. E-03.
