About this file
This document is a federal contract Amendment (Amendment 0002) for a Bag-In/Bag-Out filter maintenance contract with the National Institutes of Health. The amendment addresses six detailed Request for Information (RFI) questions regarding contract specifications, including filter replacement, decontamination procedures, monitoring frequency, emergency protocols, waste disposal, and personnel qualifications. Key clarifications include that PALL and Flow Science filters must follow manufacturer recommendations, the contractor has flexibility in scheduling biannual differential pressure monitoring, and supervisory personnel must have at least three years of experience maintaining bag-in-bag-out filter systems.
The amendment also includes a comprehensive Quality Assurance Surveillance Plan (QASP) that outlines performance requirements, quality standards, and evaluation methods for the contract. The plan covers three primary tasks: filter replacement services, reporting in graphical format, and housekeeping duties. Each task has specific quality standards, acceptable quality levels (AQL), and methods of evaluation including 100% inspection, random sampling, planned sampling, and unscheduled inspections. The contract requires four reports per year, maintaining clean work areas after filter replacements, and ensuring the systems remain operational while maintaining design operating air flow.

L20250310-Amendment 0002
The purpose of this amendment is to answer the following RFI questions:
Q1. Filter Specifications: Can you clarify if the filters must be exactly as specified, or if equivalent filters are acceptable for the PALL and Flow Science systems?
A1. The PALL and Flow Science filters must be as per manufacturer recommendations.
Q2. Decontamination Procedures: Are there specific protocols for decontaminating the area before and after maintenance, or is that left to the contractor’s discretion?
A2. The contractor shall follow the manufacturer's recommendations and local laws for proper filter disposal.
Q3. Monitoring Frequency: Is there flexibility in the timing of the biannual differential pressure monitoring, or must it be completed on specific dates?
A3. From the SOW, “C.2.3 The Contractor shall set a twice-a-year schedule to monitor each unit’s differential pressure gauges. The schedule shall be given to the Project Officer/COTR or their approved representative within 15 days after the award and yearly.” The contractor has the flexibility to schedule the monitoring.
Q4. Emergency Procedures: In case of a filter emergency, what are the exact steps for notifying and receiving approval from the Project Officer?
A4. The COR will call the contractor's contact person for emergencies. Of the 15 years this requirement has been in place, the contractor was never called for an emergency.
Q5. Waste Disposal: Are there specific disposal methods or guidelines that need to be followed for the old filters, especially if they are hazardous?
A5. The contractor shall follow the manufacturer’s recommendations and local laws for disposal.
Q6. Personnel Qualifications: Can you provide examples of acceptable certifications or qualifications for the staff performing the work?
C.4.1 Supervisory and technical personnel shall have at least three years of experience maintaining and replacing bag in-bag-out filters. The Contractor shall be responsible for the selection, certification, assignment, supervision, management, and control of employees in the performance of this contract and shall comply with the general conduct of employees as referenced herein.
C.4.2 The Contractor shall maintain a current resume for each employee indicating their qualifications and experience relative to their position. The resume shall be made available to the COTR upon request. The Contractor shall not appoint persons to key positions without Government review and approval of their qualifications.
If local, state or federal laws require certification in certain subjects then the employees working on the systems must have the required certification.
