Section B: Description of the Supplies/Services Required

The 402d Commodities Maintenance Group (CMXG) at Robins Air Force Base (AFB), GA, requires one gantry-style Ultrasonic Non-Destructive Testing (NDT) Inspection System (CIP tracking #L0TC15) for the basic requirement in Building 169 as well as an upgrade option for Building 323. This justification and approval is being requested for the Brand Name procurement of Rockwell Automation/Allen-Bradley Logix 5000 programmable logic controllers (PLCs).

These systems will be procured on a Firm-Fixed-Price basis and are essential in screening and maintaining F-15 aircraft assets. The basic system will be delivered within 18 months after award. The Building 323 option can be exercised up to 3 years after contract award with a delivery of no later than 12 months after option exercise.

Section C: Justification for Soliciting from a Single Source or Brand Name

The items in this order that are being restricted to a particular brand are the ICI. The Government is requiring the ICI be of the brand Rockwell Automation. These items account for approximately the total order of

. Utilization of these brands is essential to prevent duplication of cost (formalized controls training and spare parts) and time delays (operator and maintenance controls on job training (OJT)). Our operator group and maintenance personnel group have each accumulated over years of experience with these controls systems. Additionally, the Government has already spent over in formalized controls training for this brands, with more planned for the near future. The Government has already purchased over in software used to troubleshoot/maintain these brands. Spare parts totaling over have been purchased to support this brands. Placing other ICI in the WR- ALC equipment lineup is not mission effective or cost effective and places additional controls training and support burden on the Government as Rockwell Automation ICI are currently fielded and have been the focus of many years of training, experience, and support efforts. The amount of production time lost to realize the same level of experience obtained with Rockwell Automation ICI would be unacceptable. The procurement of other products would result in

For these reasons, it is necessary for the WR-ALC to continue to utilize Rockwell Automation products to continue to be able to produce assets on-time and on-budget to support the war fighter. According to the market research performed, the price difference between the required brands' equipment and similar or "Equal" equipment from other brands is negligible. “Equal” items will not be accepted.

Section D: Efforts to Obtain Competition

We are only brand name limiting a The items that are being brand name limited are available to all small and large businesses. Any industrial controls integrator with the right skill set can take these items and integrate them into the system that has been specified. This integration is the majority of the purchase cost and is not being limited in anyway. The system specification will be posted to SAM.gov for solicitation, allowing any contractor to bid.

Market research was conducted in accordance with FAR Part 10. Preliminary market research determined that there are several ICI available commercially; however, these products do not support WR-ALC's ability to produce assets and would create duplication of cost and time delays. Market research determined that the requested equipment is available in the commercial marketplace from multiple sources and multiple acquisition vehicles.

A fair and reasonable price for the total effort will be determined and based on adequate price competition. Proposals will be requested and reviewed on a competitive basis. A technical evaluation of the offers will be received and evaluated on a non-biased basis as to ensure the government's minimum needs are met and also not to preclude any offerors from receiving a fair evaluation. Price competition will be documented on an SF 1409, Abstract of Offers, and detailed in a Price Competition Memorandum in order to ensure that the most fair and reasonable price available is received.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In an effort to remove or overcome barriers to competition in the future, the market will be scanned frequently for new companies and products that could satisfy the Government's requirements. The WR-ALC staff meets regularly with equipment manufacturers and vendors and attends manufacturer and industry controls training to keep current on technology. Vendor and trade magazines are scanned for new, open technologies that can satisfy future equipment requirements. As a production shop, the agency will continually revisit the brand name equipment currently being used and will research for manufacturers and products that will be in the Government's best interest as best value for future replacement equipment at the agency's site. The current situation requires Rockwell Automation ICI as they are the only brands that meet the Government's needs while not requiring duplication of cost and causing unacceptable delays in fulfilling the Government's ability to produce assets. Since there is a continual revisit of the brand names currently being used by the agency for the present equipment, if/when alternatives to the requested equipment become available, they will be reviewed for approval to use.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
