PURCHASE DESCRIPTION

Ultrasonic Non-Destructive Testing Inspection System

15 June 2020

1. Scope: The 402nd Commodities Maintenance Group (CMXG) at Robins AFB, GA, has a requirement for a turnkey gantry-style Ultrasonic Non-Destructive Testing (NDT) Inspection

System. The system shall be designed to completely utilize Through Transmission (TT) and Pulse

Echo (PE) testing to create B and C scans to help the operator identify internal flaws, water entrapment, delamination, and disbounds though a two tower gantry mounted system. The basic system shall be installed in Building 169. Additionally, this requirement will include a contract option to retrofit the existing system in Building 323 with all new motion and ultrasonic components. The Contractor shall provide all labor, materials (to include tools, parts, and equipment), shipping/delivery, and travel necessary to provide the required system.

1.1. The effort shall include the system, delivery, all listed accessories, installation, all building modifications (after Government approval of drawings; see paragraph 3 below), construction debris disposal (i.e., concrete, dirt, scrap, etc.), testing/verification, training/familiarization, and warranty. No construction can begin prior to Government notification that the design has been approved. The Contractor shall be responsible for addressing any variability in the site that may impact the installation of the equipment (note: see Attachment 1, Floor X-Ray Results).

Installation fit and finish shall be to the satisfaction of the Government.

1.2. The Contractor shall provide all materials, equipment, and labor necessary to deliver and install the system.

1.3. All work shall be completed in accordance with this purchase description and subject to the terms and conditions of the contract.

1.4. The Building 169 system shall be installed no later than 15 months after contract award, with training and production support not to exceed 3 months following installation. If the option to retrofit the Building 323 system is exercised, installation shall be completed no later than 15 months after option exercise, with training and production support not to exceed 3 months following installation.

2. Design: The system shall be new and complete, custom built to meet Government applications, and ready for immediate operation after installation, acceptance testing, and training are completed. The

Contractor shall provide to the Government point of contact (POC) (listed in paragraph 9 below) all

Commercial Off-the-Shelf (COTS) Equipment and Manuals for the following components, to coincide with delivery of the equipment for installation. (CDRL A001, Commercial Off-the-Shelf

(COTS) Equipment Manual Requirements, DI-TMSS-80527C/T) The system shall consist of the following.

2.1. Basic System – Building 169

2.1.1. Layout

2.1.1.1. Each system shall have three distinct areas, the work envelope, controlled area, and operator area.

2.1.1.2. The gantry subsystem must be made of sufficient material to maintain the weight of the bridge system. A finite weight analysis must be supplied to the Government as part of the contractor’s proposal to prove material strength.

2.1.1.3. The system must fit under the existing structure. The distance from floor to rafters is 24’.

2.1.2. Work Envelope/Cell

2.1.2.1. The system shall have enough reach to allow processing for a work envelope measuring 144” wide x 420” deep x 96” tall. The system shall be laid out so that the cell’s usable space is maximized.

2.1.2.2. The Contractor shall modify the floor to allow the recovery of the used water from the cell while remaining flush with the existing floor and be able to double as a walking surface. If a pit is required, it shall not be any wider than 24” and no longer than 420”.

2.1.2.3. The cell floor shall be capable of handling a weight of 2,000 pounds.

2.1.2.4. The cell floor shall have removable post to support parts for scanning and be removable as to not impede traffic in the cells when not in operation.

2.1.2.5. The cell shall have a crane over the system structure to allow for the operator to load large parts into the cell for processing. The crane shall have a maximum capacity of at least 2 tons.

2.1.3. Controlled Area

2.1.3.1. The controlled area shall be a buffer area to protect by-standers while not obstructing the view allowing observation of the process.

2.1.3.2. The controlled area for the basic system shall be 204” wide x 504” deep.

2.1.3.3. The Contractor shall define the controlled area with paint on the floor.

2.1.3.4. The controlled area shall utilize programmable laser scanners (PLSs) to create virtual fencing to detect anything inside the controlled area. Light curtains are not an acceptable option.

2.1.3.5. The system shall have the ability for the operator to define the area as safe for operation when the virtual fence is not clear.

2.1.4. Operator Area

2.1.4.1. The system shall allow full functionality operation while the operator is at the operator station or outside the controlled area.

2.1.4.2. The operator station shall include a PC capable of running all necessary tasks for gantry operation and scanning inspection.

2.1.5. Hardware

2.1.5.1. The system shall have two rails that run along the longest length of the work cell and mounted at a height capable of scanning the entire work cell. Rails must support the reach described in 2.1.2.1 above.

2.1.5.2. The system shall have 2 gantry mounted arms mounted on 2 separate beams extended between the 2 rails, capable of movement in all directions.

2.1.5.3. The arms must be capable of independent movement and synchronized movement.

2.1.6. Subsystem Hardware

2.1.6.1. Any PLC (Programmable Logic Controllers) and remote I/O (inputs and outputs) shall be of the brand Rockwell Automation/Allen-Bradley PLC (Logix 5000 family).

2.1.6.2. The communication protocol used for communication between the PLC, HMI, any remote I/O, and any other devices shall be Ethernet/IP.

2.1.6.3. The HMI hardware shall consist of a PC with a 21” monitor. This shall be located in the operator control area and shall be on UPS backup.

2.1.7. Subsystem Software

2.1.7.1. The Operating System (OS) for the PC shall be the latest version of Windows supported by the HMI, and PLC software.

2.1.7.2. If a PLC is used, the software shall be latest version of Rockwell Automation

Logix 5000 Pro Edition and shall be loaded on the PC.

2.1.7.3. The PC shall have a dedicated HMI client capable of all gantry and scanning functions.

2.1.7.4. The Government shall be provided and shall own all the source code developed under this contract for the system. No parts of the code shall be password protected, unless the Government will be given the password. The Government does reserve the right to use the code for troubleshooting, re-installing/downloading in case of program loss, or program modify if required.

2.1.8. Scanning

2.1.8.1. The system shall have a water squirter ultrasonic tester attached to two (2) gantry mounted arms.

2.1.8.2. The system shall have a nozzle on two (2) sides of the part, each capable of sending and receiving an ultrasonic signal.

2.1.8.3. Both nozzle tip shall be ½” internal diameter.

2.1.8.4. The system shall be capable of transmitting dual frequencies simultaneously and from either nozzle.

2.1.8.5. The system shall be capable of a frequency range of 500khz to 20 Mhz.

2.1.8.6. The system shall be capable of Through Transmission and Pulse Echo from both nozzles.

2.1.8.7. The system shall exhibit low built-in transducer-detectable noise at all times of scanning.

2.1.8.8. The system shall be capable of scanning at thirty five (35) inches per second.

2.1.8.9. The raster index for the scan must be modifiable to accommodate varied scan patterns.

2.1.8.10. The ultrasonic tester shall be capable of a minimum flaw detection size 1/8 inch by 1/8 inch or smaller.

2.1.8.11. The system shall be able to print B and C scans in any plane, upon completion of scan, and during any point of scanning process. This shall be accomplished with a printer provided by the contractor.

2.1.8.12. The nozzles shall be connected to the sending unit via fiber network cables.

2.1.9. Water Filtration

2.1.9.1. The system shall have a closed loop water circulation system with a storage tank for water waiting to be used for the process.

2.1.9.2. The system shall have a filtration system for the reclaimed water prior to entering the water storage tank

2.1.9.3. The system shall have at least two separate pumps:

2.1.9.3.1. One for pumping from the floor recovery system to the water storage tank;

2.1.9.3.2. One for pumping from the water storage tank to the nozzle while maintaining the same pressure at each nozzle.

2.1.9.4. The filters used to clean the water shall be no larger than 5 microns.

2.1.10. Data Recording

2.1.10.1. The Contractor shall provide a DVR for recording video of the process. This video shall be time stamped for comparison to key strokes and in-process testing.

2.1.10.2. The key strokes from any input device and keyboard shall also be recorded and time stamped.

2.1.10.3. There shall be a database of sensors with an automated report generation.

2.1.11. Programing

2.1.11.1. The system shall display a virtual cell that shows the real-time position of the structure, obstacles, and parts during all operations. These graphics shall be displayed in an isometric view on the HMI and allow the operator to zoom in to watch the virtual sanding/machining of the parts.

2.1.11.2. The system shall have the ability to plan a path based on CAD models,

2.1.11.3. The system shall allow the operator to pause, pause and go home, restart, stop and go home, and abort all operations.

2.1.12. Cybersecurity Requirements

2.1.12.1. Contractor shall provide all Risk Management Framework (RMF) documentation required for the Government to move forward to an Authorization to Operate (ATO) for this Platform Information Technology (PIT) Systems. Cyber Security documentation shall be provided no later than two (2) months prior to the end of the basic contract period of performance. (CDRL A002, Cybersecurity, DI-MGMT-

2.1.12.2. The Contractor shall follow the Uniform Facilities Criteria - UFC-4-10-6 process in compliance with Air Force Guidance Memorandum - AFGM2017-32-01.

2.1.12.3. The Contractor shall prepare the system, documents, and recovery media required to obtain an ATO.

2.1.12.3.1. The Contractor shall refer to attached PD Attachment 2, Security Control

Overlay, for Risk Management Framework (RMF) Control Correlation Identifier

(CCI) Requirements.

2.1.12.4. Contactor Qualifications

2.1.12.4.1. The Contractor shall be CSIA (Control System Integrators Association)

Certified.

2.1.12.4.2. The Contractor shall be a Rockwell Automation SP Certified in Control, Information, and Industrial IT.

2.1.12.4.3. The contract shall have a GICSP (Global Industrial Cyber Security

Professional) on staff.

2.1.12.4.4. The Contractor shall have CCNA-Industrial certified engineers.

2.1.13. Warranty: Contractor shall provide all standard Warranty provisions but as a minimum shall include one (1) year parts and labor from the time of acceptance (for each system) for defects in material and workmanship.

2.2. CONTRACT OPTION: Retrofit Building 323 System. The option, if exercised, shall be separately priced and available to exercise for up to five (5) years after award of the basic.

contract.

2.2.1.1. If option is exercised, within 15 months of option exercise the existing system in

Building 323 shall be retrofitted to replicate the basic system as closely as possible, with training and production support not to exceed 3 months following installation.

The system specifications for the Controlled Area, Operator Area, Hardware, Subsystem Hardware and Software, Scanning, Water Filtration, Data Recording, Programming, and Cybersecurity Requirements shall be the same as those listed for the Bldg. 169 basic system in paragraph 3.1.3-3.1.12 and subparagraphs above.

2.2.1.2. The overall dimensions of the Bldg. 323 system as currently installed are:

2.2.1.2.1. Gantry: 225” wide x 612” deep x 192” tall;

2.2.1.2.2. Work cell: 127” wide x 498” deep x 135” tall.

2.2.1.3. The main gantry structure that is mounted to the floor shall remain while all other components are replaced with identical components from the basic system.

2.2.1.4. The existing floor recovery system shall be retrofitted to be capable of handling a weight of 2,000 pounds, while maintaining the existing part holder fixtures.

2.2.1.5. All components for the current system not used in the retrofitted system shall be removed and disposed of by the contractor.

3. Design Reviews

3.1. The Contractor shall provide design reviews at specific points as follows.

3.1.1. Preliminary Design Review (PDR) - The PDR evaluates if design concepts are feasible and technically adequate. The PDR will establish if the system is ready to proceed into more detailed design. The PDR shall be conducted at Robins AFB or via a conference call, no later than four (4) months after contract award, to be scheduled in advance by the contractor with the Government point of contact (POC) (listed in paragraph 9 below). The

PDR presentation material, including design drawings, shall be delivered to the

Government within 5 days of scheduled meeting. (CDRL A003, Conference Minutes

3.1.2. Critical Design Review (CDR) – The CDR provides the team with an objective look at what the design will likely be. The review shall ensure the system can proceed into production, demonstration, and test and can meet stated performance requirements within cost, schedule, and risk. The CDR shall be conducted at Robins AFB or via a conference call, to be scheduled in advance by the contractor with the Government POC. The CDR presentation material shall be delivered to the Government within 5 days of scheduled meeting. (CDRL A004, Conference Minutes (Critical Design Review [CDR] Materials, DI-ADMN-81250B)

3.1.3. Final Design Review (FDR) – The FDR provides one last look at the entire system design before the final system is set up at the contractor’s facility. The FDR shall be conducted at

Robins AFB, to be scheduled in advance by the contractor with the Government POC. The

FDR presentation material shall be delivered to the Government within 5 days of scheduled meeting. (CDRL A005, Conference Minutes (Final Design Review [FDR] Materials), DI-ADMN-81250B)

4. Acceptance Testing

4.1. Acceptance Testing Plans. The complete factory and site acceptance plans for the system shall be developed by the contractor; reviewed and modified/approved (as appropriate) by the

Government contract technical representative; and mutually agreed upon prior to conducting any test. Documentation verifying the acceptance testing and verification shall be provided to the Government at least thirty (30) days prior to testing, which is to be scheduled in advance by the contractor with the Government POC. The Government will notify the contractor in writing within fifteen (15) calendar days of receipt if they comply with the test plan. If revisions are required, the Contractor shall provide revisions within ten (10) calendar days for Government review and approval. (CDRL A006, Acceptance Test Plan (Factory), DI-QCIC-80553;

4.2. Factory Acceptance Testing

4.2.1. The Contractor shall build a mock cell and completely set up the entire system, hardware/software, subsystem hardware/software, and data recording.

4.2.2. Once the mock setup is completely assembled, working and the Government has approved the test plan, the Contractor shall notify the Government POC via email and within thirty (30) days the Government shall send representative(s) to verify all the requirements in Section 3 have been met.

4.2.3. Upon successful demonstration of the above, the Government will give approval to ship the system to Robins AFB for installation.

4.3.

4.3.1.

5. Installation

5.1. The system shall be installed by the contractor’s/vendors’ qualified representative(s) in the

Government’s designated facilities/locations on Robins AFB, GA (see Appendix 1 and

Appendix 2 below). All items shall be assembled and installed utilizing best commercial practices and manufacturer’s installation procedures. The Government shall supply all required utility connections within ten (10) feet of the installation site. To ensure that the Government can have the utilities available and ready for the Contractor to connect to the equipment, the

Contractor shall provide a list of all required utilities along with the required quantity and description, within the initial project planning chart; see paragraph 6.6 below. (CDRL A008, Project Planning Chart, DI-MGMT-80507C)

5.2. Schedule. The Contractor shall schedule and perform the work as to minimize negative impacts on production. The Contractor shall perform the required work during the following normal business hours: 6:00 AM – 6:00 PM, Monday – Friday. Work performed on holidays shall be approved by the Government POC (see paragraph 9 below) before work commences. A

Government POC shall be present in the event of weekend/holiday work schedule.

5.3. The Contractor shall remove all packing materials and residue from the area and properly dispose of these off base. The work area shall be maintained in an uncluttered and safe condition at all times or work will be terminated until the conditions are corrected.

5.4. Contractor shall provide all equipment needed to complete the installation. Under no circumstances shall the contractor use Government equipment such as forklifts, ladders, stools, tools, etc. during equipment installation.

5.5. The system shall include all of the necessary consumables required for initial operation.

5.6. No later than three (3) months after contract award, the Contractor shall provide a single Gantt chart in Microsoft Project, showing the project schedule from contract award through final inspection for the system. Additionally, the Gantt chart shall be provided monthly after the initial project schedule. (CDRL A008, Project Planning Chart, DI-MGMT-80507C)

5.7. Equipment shall be delivered by FOB Destination shipping to the following address. Once installation at Robins AFB is completed, the Contractor shall notify the Government POC via email and within one (1) week the Government representative(s) shall verify all the requirements in Section 3 have been met.

5.8. A final walk through inspection shall be conducted with the Government Technical

Representative after the installation has been completed. Any components damaged, missing, or installed improperly will be identified and corrected by the contractor in a timely manner prior to completion of the contract. Only the Contracting Officer is authorized to make changes to the resulting award document and/or contract on behalf of the Government.

6. Training

6.1. Within fifteen (15) days of installation and site acceptance testing completion, operator and maintenance training will be provided for up to ten (10) Air Force civilian equipment operators and service technicians by the contractor’s qualified representative at no additional cost to the

Government. The listed training shall be provided for the system installed and include a training manual, with hard copies to be provided to trainees at time of training and electronic copies to be provided to the Government POC and alternate. (CDRL A009, Training Materials, DI-

6.2. Training shall include:

6.2.1. Two (2) weeks of operator training, to include production runs on assets and review of the operation manual.

6.2.2. One (1) week of maintenance training, to include a complete preventive maintenance cycle, basic troubleshooting, review of the electrical/mechanical drawings and maintenance manual, and review of the HMI/PLC code.

6.2.3. Two (2) weeks of programming/engineering training, to include a complete part creation sequence and review of the programming manual.

7. Additional Requirements

7.1. Contractor shall have depot-level capability in ultrasonic testing for NDI processes.

7.2. Foreign Object Damage (FOD): Contractor shall adhere to AFI 21-101(paragraph 14.19), Foreign Object Damage (FOD) Prevention Program. The purpose is to eliminate the introduction of any foreign object that could cause damage to any aircraft. FOD can be caused by not accounting for hardware, safety wire, tools, supplies, etc., during operations and maintenance.

Any or all loose objects, regardless of their origin, can cause catastrophic and costly damage to an aircraft or major end item. These regulations apply to contracted services where work is

8 | L 0 T C 1 5 performed in, on, around, or requires travel through areas near aircraft, support equipment, engines, or components including personnel operating vehicles and equipment on AFMC flight lines, runways, taxiways, ramps, and in aircraft hangars or maintenance areas. Prevention of

FOD is a critical item, which must be accomplished by the contractor during the on-site portion of this task.

7.3. Welding: The Contractor shall make any necessary welding or cutting only after the contractor obtains a welding permit from the Base Fire Department. After ensuring all the proper safety equipment has been staged and ready for deployment, the contractor shall call the base fire department at 478-926-3487 to obtain a welding (“hot work”) permit.

7.4. Hazardous Chemicals: The Contractor shall not release any hazardous or dangerous materials during the execution of this contract. All chemicals, cleaning agents, or other liquids used must have Material Safety Data Sheets readily available in case of accidental spill or contact with eye/skin. Contractor shall immediately notify the Government POC of any hazardous or dangerous situation as work develops. The contractor is responsible for the maintenance, fueling, and safety of his equipment, tools, vehicles, and personnel. Refueling of lift trucks shall be done outside.

7.5. Contractor shall comply with the Occupational Safety and Health Administration (OSHA), the contract safety provisions, the Air Force Occupational Safety and Health (AFOSH) Standards, and the National Fire Protection Association (NFPA) standard.

7.5.1. Contractor Employees:

7.5.1.1. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is the obligation of the contractor.

7.5.1.2. The Contractor shall furnish to each of his/her employees a place of employment that is free from recognized hazards.

7.5.1.3. The Contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks.

7.5.1.4. This contract shall in no way require persons to work in surroundings or under working conditions that are unsafe or dangerous to their health.

7.5.1.5. The contractor must coordinate and perform work so as not to impact the safety of government employees or cause damage to government property.

7.5.1.6. This requires providing personnel with protective equipment and associated safety equipment as may be necessary.

7.5.1.7. The contractor must also protect government personnel from hazards generated by the work.

7.5.2. Contractor Badges: All employees to enter Robins AFB shall have government provided badges. Contact the Government POC (listed in paragraph 9 below) for the current badge application form. Badge request shall be submitted a minimum of 10 days prior to the employee’s arrival.

7.5.3. Fire Reporting

7.5.3.1. Brief all workers and subcontractors as to the location of telephone and fire alarm pull stations.

7.5.3.2. Report all fires as soon as discovered. The fire reporting number for on Base phones is 911. The fire reporting number for off Base phones is 478-222-2900. The

9 | L 0 T C 1 5 caller should give his or her name and location of what is on fire. Also, give any other information that may be requested by the Fire Department dispatcher. Stay on the telephone until the dispatcher has obtained all necessary information.

7.5.4. Work shall be performed to, but not be limited to, the requirements set forth by the following:

7.5.4.1. Robins AFB – Base Facility Standards (last edition)

7.5.4.2. Occupational Safety and Health Administration (OSHA)

7.5.4.3. All other applicable federal, state and local codes to ensure the system/s are installed in accordance with manufacturer’s specifications.

7.5.4.4. Air Force Occupational Safety and Health (AFOSH)

7.5.4.5. National Fire Protection Association

7.5.4.6. UFC 3-600-01 – Fire Protection Engineering for Facilities

7.5.4.7. The Contractor shall perform all work to conform to the standards of the government listed in paragraph above and per manufacturer specifications/ requirements.

7.5.4.8. Equipment and materials provided by the Contractor shall match/meet or exceed the specified equipment and material.

7.5.4.9. The Contractor shall correct work not meeting these specifications at no additional expense to the government.

7.5.4.10. The Contractor shall coordinate work between the different disciplines.

7.5.5. Permits & Utility Outages:

7.5.5.1. It shall be the contractor’s responsibility to attend permit and outage request meetings.

7.5.5.2. Adequate number and type of portable fire extinguishers, supplied by the contractor, will be as close to the work as possible. At least a 10 lb. ABC type fire extinguisher shall be located at close proximity to the work being performed. In certain circumstances, one or two 20 lb. ABC type fire extinguishers will be required for hazardous locations. The fire inspector issuing the welding/burning permit will determine the required level of protection at the time of permit issuance.

7.5.5.3. A digging permit will be required before any digging, driving of stakes or post starts.

7.5.5.4. Digging Permits are obtained on Monday at 0800 hours of each week at building

1555 break area. If Monday falls on a holiday, the permits will be issued on Tuesday following that Monday.

7.5.5.5. Utility Outages will be signed off on during the weekly outage meeting held on

Wednesdays at 1000 hours in building 1555. Request utility outages in writing to the

Base Civil Engineer, with a copy to the Contracting Officer a minimum of 21 days before the proposed outage.

7.5.5.6. Outages shall be scheduled at the Government’s convenience and may be at times other than normal working hours. For example, the times may be on weekends or during the second and third shifts (including holidays, holiday weekends, and work curtailment days). These are at no additional cost to the Government.

7.5.5.7. These hours are subject to change.

7.6. SAFETY REQUIREMENTS

7.6.1. The Contractor shall establish and maintain a safety and health program in accordance with the elements listed in the Appendix C (Safety Requirements). The Contractor shall

10 | L 0 T C 1 5 submit a Safety and Health Plan 10 days after award for review and acceptance by the WR-

ALC/SE (Safety Office). The Contractor shall ensure their Safety and Health Plan addresses, in detail, the items listed in the Appendix C. If task specific procedures are incorporated into a company local document, ensure those procedures are included/attached to the company's Safety and Health Plan. Referencing the company's local procedure/ document in the safety plan is not adequate. If the company's local procedure/document is not attached; Safety Plan will be returned “Not acceptable.” (CDRL A010, Contractor’s

7.6.2. The contractor Safety Plan shall address in detail the items listed in the Contract

Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company's Safety Plan. If task specific procedures identified in the

Contract Appendix C, are not submitted with the contractor's Safety Plan, the submitted

Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The WR-ALC Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the COR who will notify the CO.

7.6.3. Mishap/Incident Reporting: The Contractor shall report all mishaps/incidents in accordance with the contract Appendix C. The Contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government's Safety Office (WR-ALC/SE). Such release shall be accomplished through the CO. The Contractor shall cooperate and assist Government personnel in the investigation of the incident and submit an Accident/Incident Report within

24 hours of the accident/incident. The Contractor shall require all subcontractors to comply with required safety, health and fire standards. (CDRL A011, Accident/Incident Report, DI-SAFT-81563/T)

7.7. Contractor shall provide signs, barricades, and lights as required for worker safety to protect base personnel.

7.8. Security Requirements

7.8.1. Government Security Regulations

The Contractor shall ensure personnel, information, system, facility, and international security requirements are met in accordance with DoD 5220.22-M, and Air Force

Instruction (AFI) 31-101, Integrated Defense. Actual knowledge and/or generation of classified information and/or Controlled Unclassified Information (CUI) are not expected to be necessary for performance of the contract/order. Contractor personnel are required to comply with security requirements to preclude potential security incidents or violations. If a change in the security classification of the contract/order becomes necessary after contract/order award, the Contractor shall make a reasonable effort to continue performance of tasks under the contract/order in compliance with the change in security classification in accordance with FAR 52.204-2, Security

Requirements.

7.8.2. Access to Government Facilities

7.9.2.1 The Contractor shall ensure Contractor personnel who require access to Robins

AFB or other Government facilities comply with the security procedures of the facility.

7.9.2.2 The Security Manager of visiting personnel is required to submit a visit request through JPAS fifteen (15) days prior to arrival.

7.9.2.3 The Contractor personnel (visitor) shall provide the name of his/her Security

Manager with the sponsoring POC name and phone number. The POC must be an individual who has unescorted access and escort capability in the facility.

7.9.3 Visit requests can be requested for a maximum of one year.

7.9.3.1 The Contractor shall ensure an ID card is obtained by all contractor/subcontractor personnel who require recurring access to a

Government facility, but not local area network (LAN) access. The Contractor shall submit a letter to the PCO listing all contractor/subcontractor personnel requiring access to the facility. The PCO will approve the request and forward it to the issuing/registration office for processing. Contractor/subcontractor personnel shall report to the issuing/registration office to obtain the ID card(s).

7.9.3.2 The Contractor shall submit a letter to the PCO immediately if contractor/subcontractor personnel no longer require access, upon transfer/termination of contractor/subcontractor personnel or upon completion/termination of the contract/order. The letter shall identify the name(s) and social security number(s) of the contractor/subcontractor personnel. The Contractor shall return the ID card(s) to the issuing/registration office upon expiration, upon transfer/termination of contractor/subcontractor personnel, or once contractor/subcontractor personnel no longer require access to the facility. The Contractor shall return any and all ID cards to the issuing/registration office upon completion/termination of the contract.

7.10 Affirmative Procurement Programs (APP)

7.10.2 In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental

Protection Agency (EPA)-designated products included in the Comprehensive

Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture

(USDA)-designated products included in the biobased product listings shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

7.10.3 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated biobased products. In accordance with the Robins Air Force Base, Georgia / Green Procurement Program

(GPP) Plan, the Contractor shall provide estimates and certifications to the

Government for completion of the applicable attachment(s) to be included in the

Purchase Request (PR) package.

7.11 Environmental Management System (EMS) Awareness Training

7.11.2 Environmental Management Systems (EMS) Awareness Training: All contractor

12 | L 0 T C 1 5 personnel working on Robins AFB who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB.

Notification of training completion shall be sent to both the Robins AFB Contracting

Officer (CO) to be maintained in the contract file and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@us.af.mil) for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

7.11.3 EMS training is provided by Environmental Management at (478) 327-8104 or (478)

926-9645. Contractors have two options to satisfy the mandatory EMS Awareness

Training requirement. Contractors that do not have a Common Access Card must exercise Option 2.

7.11.4 Option 1 (Preferred Option): The Air Force version of EMS Awareness Training is available through the Advanced Distributed Learning Service (ADLS) website:

https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp. EMS Awareness Training is located under the miscellaneous tab. This option is only available to contractors who have a CAC and takes approximately 10 minutes to complete.

7.11.5 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power

Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.

7.12 Project Manager: A project manager is required. The project manager can be a working manager. The project manager shall be on site at all times when any contractor or subcontractor personnel are on site. If the project manager is a working manager he must at all times be available to the Government and be totally aware all aspects of the project.

7.13 Site, Maintenance, Clean-up and Restoration

7.13.2.1 Maintain the work site in a neat, orderly and safe manner.

7.13.2.2 Remove scrap, waste and excess materials promptly. Provide signs, barricades and lights as required to protect base personnel.

7.13.2.3 Do not allow trash and debris to accumulate and become unsightly. Sweep up and collect in contractor-maintained disposal containers daily. Dispose of collected debris weekly as a minimum.

7.13.2.4 Restore the project site to its final condition as required by the contract as soon as possible.

7.14 Rejected Work: If work performed by the contractor or a subcontractor does not meet the plans, specifications, national standards, Base Standards, applicable codes, industry standards, or acceptable workmanship the Contractor shall accomplish the rework at no additional cost to the government. Rework will be rescheduled to a mutually agreed upond date between the Government and the contractor.

7.15 Equipment Damaged by Contractor: Prior to starting work the Contractor shall annotate and bring to the attention of the inspector any noticeable damage to equipment, ceilings, walls, 13 | L 0 T C 1 5 doors and frames, furniture, floors etc. The location of the needs to be well defined. If the damage is not documented then the Contractor shall be responsible for the repairs. The

Contractor shall jointly verify the status of the fire alarm panel with the inspector prior to work starting. The Contractor shall be responsible for the repair of any of the above damaged in the process of performing their work. The repairs shall utilize original manufacturer’s approved parts and comply with manufacturer’s specifications. When the contractor finishes the repair, the equipment shall function within acceptable manufacturer’s specifications. This shall be accomplished at no cost to the Government.

7.16 Contract Qualifications: The Contractor shall ensure that all employees performing work under this contract have all applicable licenses and certification to work on the item/s in question. At a minimum the Contractor shall hold all applicable license/s required by the state for the type of work being accomplished. Supporting documentations shall be provided if requested. At any time, work performed by a non-qualified person/s may be rejected as noncompliance and may not be acceptable.
