Is Past Experience being evaluated on similar past contracts which only includes services for herbicide and ornamental pest control or is NASA requiring Past

Performance in Full-Service Pest

Control?

Past Experience and Past Performance are evaluated separately. Per RFP 3.2.2, The

Government will evaluate the Offeror’s Technical

Proposal based on its ability to meet all of the requirements in Section E.2.10.4.1, which includes

Past Experience. If the lowest priced offer is deemed technically acceptable, then the offeror will be evaluated for Past Performance in accordance with 3.2.3. The Offerors past performance narrative must demonstrate relevancy in size, scope, and complexity (see 2.10.4.2B(2)). The Offeror shall demonstrate relevance in past contracts as stated in 2.10.4.2B(2)(ii), in which the Government is requesting full pest control services as described in the PWS in an industrial setting.

15 Technical B.1, PWS 2.1.6, Vegetation

DRFP, Sec E

- Solicitation

Provisions

E.2.10.4.1.1(a) and E.2.10.4.1.2

The DRFP Proposal Preparation and

Submission Past Experience Instructions establishes a minimum Past Experience for Grounds Maintenance only and no

Past Experience for Pest Control

Services. Should the provisions include proposal requirements for both?

DRFP Section E.2.10.4.1.1(b)(1), (2) and (4) of the

Staffing Plan requirement is applicable to both grounds maintenance and pest control services.

Additionally, section E.2.10.4.1.2(c) requires certification from persons designated on-site for herbicide and pesticide services. Per the State of

Florida, persons qualify to take the certification examination by experience or by education plus experience. (See Section 482 F.S. and Chapter

5E-14.117). The Government considers this to satisfy the experience for pest control services.

19 Procurement/Tec hnical

DRFP,

(b) Staffing Plan?

The RFP will be updated under E.2.10.4.1(b) to provide clarity. Additionally, see the answer for question #18.

20 Procurement/Tec hnical

DRFP, E.3.2 E.3.2.2

Technical

Acceptable/Una cceptable

Other than just having a Florida License, are there any other Technical or Past

Experience Requirements?

Per RFP 3.2.2, The Government will evaluate the

Offeror’s Technical Proposal based on its ability to meet all of the requirements in Section E.2.10.4.1, which includes Past Experience. If the lowest priced offer is deemed technically acceptable, then the offeror will be evaluated for Past Performance in accordance with 3.2.3. The Offerors past performance narrative must demonstrate relevancy in size, scope, and complexity (see 2.10.4.2B(2)).

21 Technical DPWS, 2.1 2.1.1 General Diesel and gasoline fuels will not be provided to the contractor by the government. The contractor is responsible for procuring fuel and fueling all equipment at their cost.” Since diesel and gas has been provided by NASA for all equipment except transportation of employees for the last 15 years and before, the following information needs to be provided to offerors:

What are NASA requirements for storage of fuels on KSC?

Fuel storage is allowed. All contractors must comply with KNPR 8500.1 which outlays appropriate spill prevention and response.

22 Technical DPWS, 2.1 2.1.1 General In regard to diesel and gasoline provided by the contractor, what are NASA requirements for transporting and disbursement of fuels on KSC?

NASA requirements for transporting hazardous materials are laid out within NPR 6200.1 D Chapter

2: The Agency complies with Federal HAZMAT transportation law by following DOT HAZMAT training requirements for employees involved in pre-transportation, transportation, and the packaging process of the transportation of

HAZMAT in commerce. Contractors are also required to comply with KNPR 6000.

23 Procurement/Tec hnical

DPWS, 2.1 2.1.1 General In regard to diesel and gasoline provided by the contractor, what training will be provided for personnel transporting and dispersing of fuels on KSC?

There is government provided training available for transporting of hazardous materials

24 Procurement/Tec hnical

DPWS, 2.1 2.1.1 General RCOMMENDATION: Reconsider the change to require contractor be responsible for procuring fuel and fueling all equipment at their cost for the following reasons:

1) This change poses a significant environmental risk not necessary. Fuel operations at KSC have been closely monitored and carried out by limited long term experienced personnel. It doesn’t make sense to risk any potential fuel spills by lesser capable personnel. Fueling operations take place in extremely sensitive environmental areas and it just makes common sense to mitigate that risk.

2) This change will result in a considerable KSC operating cost. A small business is at the mercy of local prices without the ability to negotiate and purchase in large quantities.

Per PWS Section 2.1.1, "the contractor is responsible for procuring fuel and fueling all equipment at their cost."

25 Procurement DRFP Clauses Will there be an EPA clause provided in this contract?

NOTE: In the absence of an applicable

EPA contract clause, there is no authority for the Government to provide relief for unanticipated inflation under a FFP contract.

No, the Government is not considering the EPA clause.

26 Technical DPWS, 2.1 2.1.1 During the site-visit at almost every area requiring mowing service, it was stated the current mowing frequency and then followed up with ‘We have increased the frequency in this area.” Has the scope of mowing service requirements significantly increased in the solicitation from the current contract?

The total scope of mowing has not significantly changed, see answer on question 7 also.

27 Procurement Sec E -

Solicitation

Provisions, E.2.10.3 Are copies of the Technical Consideration

2 Pesticide/Herbicide Applications

Certification & Licenses part of the Page limitation? Would the Government consider not including it in the page count?

The Government will rectify the page count for

Pesticide/Herbicide Applications Certification &

Licenses page limitation in the final RFP.

28 Technical DPWS, 4.1 4.1.2 Because of the required response times-

Trouble Calls: Urgent Pest Trouble Calls

(UPTC) shall be eliminated during first shift within one (1) hour. Routine Pest

Trouble Calls (RPTC) shall be eliminated within one business day. Who or what

Activity will notify contractor of a UPTC and RPTC services call?

See Work Control requirements in PWS 1.1 for

UPTC and RPTC standards. Facility managers, base operations contractor work control center personnel, COR, and Maximo work control systems are the notification methods.

29 Technical DPWS, 4.1 4.1.2 Because of the required response times-

Trouble Calls: Urgent Pest Trouble Calls

(UPTC) shall be eliminated during first shift within one (1) hour. Routine Pest

Trouble Calls (RPTC) shall be eliminated within one business day.

Will notification to contractor of a UPTC occur during normal working hours or anytime necessary?

Normal working hours

30 Technical DPWS, 3.1 3.1.2 A License/Certification is required by

Florida law issued by the Florida

Department of Agriculture and Consumer

Services (FDACS) to apply fertilizer commercially ("for-hire") on commercial properties, or to parks or non-agricultural fields. Each individual fertilizer applicator must have this certification, not just a supervisor. Does this License/Certification required to apply fertilizer in Florida also apply at KSC?

Yes, Per PWS 1 "The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, supplies and materials, certifications/licenses, and other items and services necessary to perform grounds maintenance and pest management services at

Kennedy Space Center."
