1 SCOPE OF WORK
VISION: Optimizing Grounds Services for NASA’s world-class workforce by providing excellent service in everything we do.
MISSION: A contract vehicle that provides quality Grounds Services to maintain a uniform and attractive appearance while using environmentally friendly best practices to help keep NASA safe and green while saving green.
The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, supplies and materials, certifications/licenses, and other items and services necessary to perform grounds maintenance and pest management services at Kennedy Space
Center. Services will be performed in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance and provide preventive and responsive pest management services. Areas maps and workloads depicting the service described in this PWS are identified in the Appendices. The Contractor’s performance will be based on the Contracting Officer’s Representative (COR) and Contracting Officer’s (CO) evaluation of the results required by the Service Summary (SS) and not the method of performance. The evaluation of results will be based on COR surveillance, tenant satisfaction, and customer complaints. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
1.1 WORK CONTROL
The contractor shall plan and schedule all labor, equipment, and materials to complete all recurring and non-recurring PWS requirements. The contractor shall receive trouble calls from the base operations contractor work control center and respond as follows:
· Emergency Trouble Call (ETC): issued for situations that require immediate action to eliminate hazards to personnel, equipment, or environment; prevent loss of or damage to Government property; or to restore essential services that have been interrupted by an unplanned event. The contractor shall respond immediately to ETCs for all services within this PWS and be on the job site and working within 30 minutes following notification.
· Routine Trouble Call (RTC): issued for situations that do not immediately endanger personnel or threaten to damage property or the environment but would soon inconvenience and affect the health or wellbeing of personnel or disrupt operational missions or projects. The contractor shall respond to RTCs for all services within this PWS within 14 calendar days following notification, unless specified otherwise when issued.
· Service Call (SC): issued for incidental Grounds-related support to other Institutional contractors, such as the IT Contract, Contract, NASA Environmental and Medical Contract
(NEMCON), and the Protective Services Contract. The contractor shall respond to SCs for all services within this PWS within seven calendar days following notification, unless specified otherwise when issued.
· Urgent Pest Trouble Call (UPTC): issued for situations that require immediate action to eliminate pest hazards in the form of fire ants, bees, yellow jacks, wasps, snakes and disoriented animals which did or could harm personnel. The hazard should be eliminated during first shift within one (1) hour.
· Routine Pest Trouble Call (RPTC): issued for situations that require action to eliminate nuisance pest hazards (e.g., sugar ants, roaches) eliminated within one business day.
The growing season at Kennedy Space Center is 01 April through 31 October. All damage caused by the Contractor or its employees to government property and personal property (e.g., facilities, fences, equipment, trees, and shrubs) due to Contractor operations shall be repaired or replaced by the Contractor within 15 days after identification/notification at no additional cost to the Government. If a plant should die or become unhealthy due to damage, the Contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days after identification or notification or as otherwise agreed to by the parties.
Fence lines identified shall be trimmed to prevent vegetation growth in the fence, including removal of vegetation growing up the links of the fence. All areas shall be trimmed concurrent with mowing. Application of nonselective herbicides to control grass, weeds, and vegetation around obstacles to include fence lines, shall only be allowed with the COR approval.
1.2 SPECIAL ACCESS AND WILDLIFE AREAS
Several operational/hazardous areas require services defined in the PWS and associated technical exhibits. These unique areas have restricted access requirements beyond those general restrictions for access to KSC property. The contractor shall obtain the required Government-furnished training and unescorted area access badges for those employees working in these areas.
Lack of required badging will not be considered an acceptable excuse for non-performance.
If wildlife (such as birds, alligators, turtles, and tortoise) hinders progress of scheduled operations, then the contractor shall contact the on-site U.S. Fish and Wildlife Office to arrange for relocation. If nesting birds, eggs, chicks, or fledglings are observed in the area to be serviced, contact the NASA KSC environmental office immediately. The contractor shall avoid contact with protected bird species and relocate non-protected species to another tree/shrub, as directed by NASA environmental office. If work needs to be re-scheduled, the contractor shall coordinate with the Government.
1.3 HEARING PROTECTION
The contractor shall comply with KNPR 1820.3, KSC Hearing Loss Prevention Program. The threshold for KSC’s hearing protection program is 82 dB which is more stringent than OSHA.

APPENDIX A – DEFINITIONS
1. Scalping – areas where the grass is mowed too close to the ground because of uneven ground underneath. When grass is mowed too close to the ground it frequently appears as an unsightly yellow scar. Typically scalping occurs when mowing on hill sides and around obstacles on uneven terrain.
2. Xeriscaping - a landscaping method that employs drought-resistant plants to conserve resources, especially water, and reduce yard trimmings. Xeriscaping uses decorative brick, lava rock, mulch, and low water vegetation such as bougainvillea, hibiscus, cactus, and evergreen ground covering plants to eliminate the high costs of maintaining 2”-4” grass fields and reduce the cost of watering.
3. Pocket Urban Forests – a landscaping technique of planting indigenous local trees and shrubs in clusters to cut down on large open areas of grass that are regularly maintained. This method would be practical on-bases that receive a large amount of rainfall, and as a result do not irrigate.
4. Seed Head Inhibitor – an agent or combination of agents applied to grass areas prone to the production of seed heads to suppress the seed heads and reduce the frequency of mowing required.
5. Rutting – visible marks left on the grounds from the wheels of mowing and edging equipment.
6. Topping – The reduction of a tree’s size using heading cuts that shorten limbs or branches back to a predetermined crown limit. Topping is not an acceptable pruning practice.
7. Lion’s Tailing – The removal of an excessive number of inner, lateral branches from parent branches. Lion’s tailing is not an acceptable pruning practice.
8. Types of Pruning:
a. Cleaning – Selective pruning to remove to remove one or more of the following parts: dead, diseased, and/or broken branches.
b. Thinning – Selective pruning to reduce density of live branches.
c. Raising – Selective pruning to provide vertical clearance.
d. Reduction – Selective pruning to decrease the height and/or spread.
9. Branch Bark Ridge – The raised area of bark in the branch crotch that marks where the branch and parent meet.
10. Caliper – The diameter of a tree measured at a point 6 inches above the ground line if the resulting measurement is no more than 4 inches. If the resulting measurement is more than 4 inches, the measurement is made at a point 12 inches above the ground line.
11. Diameter Breast Height (dbh) – The diameter of a tree measured at a point 4.5 feet above the ground line.
12. Trimming – Cutting of grass and other vegetation around grounds obstacles that prevent mowing.
13. Distinguished Visitor (DV) / Special Cut - Grass cutting in high profile areas of the base such as ceremonial areas, ornamental areas, distinguished visitor routes, quarters, and entrances.
A DV cut is generally performed more frequently than other cuttings and the height range specified is usually smaller. Grass clippings are removed from the area and the end result is uniform in appearance, well-manicured, and complete.
14. Cultivate – To promote or improve the growth of plants by labor and attention.
15. Paved Surfaces - Paved Surface means a constructed, hard, smooth surface made of asphalt, concrete, or other pavement material. Examples include, but are not limited to, roads, sidewalks, driveways, and parking lots.
16. Fixed Obstacles – A stationary material or nonmaterial that stands in the way of literal or figurative progress.
