About this file
This document is a comprehensive bid specification for Keys Energy Services (KEYS), a municipal electric utility located in Key West, Florida, soliciting proposals for KEYS Bid 11-25 to purchase an autotransformer. The bid seeks a 138/69kV, three-phase, three-winding, oil-immersed autotransformer for installation at the US1 Substation, with two bidding options: a base bid for a full stainless steel tank transformer and an alternate bid for a mild steel tank with a stainless steel top. The transformer must be manufactured in North America, rated at 75/100/125 MVA with a 65°C average winding rise, and meet specific technical requirements including IEEE, ANSI, and NEMA standards. Sealed proposals are due electronically by 10:00 a.m. on Friday, May 2, 2025, with a virtual bid opening committee meeting scheduled for the same day.
The bid evaluation will utilize a Total Owning Cost (TOC) formula that considers the purchase price, no-load losses, and load losses. The contract includes an 18-month standard warranty with an optional three-year extended warranty available. Bidders must submit a 5% bid bond or certified check and provide comprehensive documentation, including insurance and performance statements. The transformer must be delivered to the US1 Substation in Key West, with potential transportation challenges due to bridge weight restrictions in the Florida Keys, which may necessitate barge transportation. The procurement process emphasizes technical compliance, performance capabilities, and comprehensive monitoring systems, with specific requirements for equipment accessories, oil preservation, and environmental considerations.

It is advisable to start the FDOT Permit process well in advance of the shipping date.
The series of bridges from Florida City to Key West present unusual circumstances and the permitting process is more rigorous. If FDOT will not permit truck transport, alternative method of transport is via barge. Florida Keys Aqueduct facility has barge docking facilities and is located adjacent to the Keys Energy Warehouse Property. This property is approximately 1.5 miles from the substation in which the transformer is to be installed.
• Impact recorder shall accompany the transformer during transit. The Seller shall be responsible for inspecting the transformer and impact recorder in the presence of the Purchaser upon arrival at the shipping destination to determine if any damage has occurred.

1.19 PROPOSAL CONTENTS & EVALUATION
The proposal should include a description of the firm’s capabilities and experience with providing the requested services, including a description of any special qualifications which are indicative of working familiarity with similar projects.
The proposals will be evaluated. The evaluation criteria will include a variety of considerations, including, but not limited to:
1. Loss Evaluation An equivalent Total Cost shall be calculated from the transformer bid price and the present value of manufacturer’s quoted losses as shown below. The Total owning cost formula to be used is as follows:
• TOC= Price + (NL Watts x 5.405) + (LL Watts * 1.838) Where:
• TOC= Total Owning Cost.
• Price= Quoted Purchase Price.
• NL Watts= Quoted No-Load Losses in Watts.
• LL Watts= Quoted Load Loss in Watts at rated load.
TOC will be calculated for the transformer.
• US1 “AT1”: No Load Watts.
• US1 “AT1”: Load Loss at Rated Load.
The TOC will be one of the determining factors for award of contract. Failure to submit transformer losses along with bid will result in non-compliance and the bid will be rejected.
2. Transformer noise levels.
3. Range and suitability of services provided. Specifically, has servicemen available in the southeast to service the equipment.
4. Experience with similar projects and has previously made equipment such as that which he proposes to furnish.
