About this file
This is an Agenda Item Summary Sheet from Keys Energy Services (KEYS) for a July 16, 2025 meeting, proposing to award a unit price contract for the purchase of an autotransformer through Bid 11-25. The contract is for replacing the existing AT1 Auto Transformer at the US1 Substation, which serves the 69kV loop around Key West and Stock Island. The proposed replacement is a 100 MVA transformer, representing an upgrade from the current 63 MVA unit, designed to support load growth and provide redundancy in power supply. KEYS received four bids and recommends awarding the alternative bid (mild steel tank) to Pennsylvania Transformer Technology, LLC at an estimated cost of $3,521,626, with delivery estimated in February 2028.
The bid includes comprehensive services such as spare material, delivery, offloading, assembly, oil and vacuum filling, electrical testing, and an 18-month warranty. The procurement aligns with KEYS' strategic plan goal of providing reliable electric service by strengthening transmission infrastructure. The funding is budgeted and will be sourced from account 1-30-107350-45-26000. The recommended bid was selected based on technical compliance, with Pennsylvania Transformer Technology being the lowest technically compliant bidder. The project addresses critical infrastructure needs by replacing a 50-year-old transformer that requires significant ongoing maintenance and is approaching the end of its operational life expectancy.

Agenda Item Summary Sheet Meeting Date: July 16, 2025
Proposer: Lynne Tejeda, General Manager & CEO Department: Engineering
Agenda Item #: 9f
AGENDA ITEM WORDING: Award Unit Price Contract for Purchase of Autotransformer, Bid 11-25
REQUESTED ACTION: Motion to Award Unit Price Contract for Purchase of Autotransformer, Bid 11-25, to Pennsylvania Transformer Technology, LLC in the estimated amount of $3,521,626
DISCUSSION: The AT1 Auto Transformer at US1 Substation operates in parallel with the AT2 Auto Transformer to supply the 69kV loop around the City of Key West and Stock Island. AT1 is more than 50 years old, is reaching its end of its operating life expectancy, and requires significant ongoing maintenance to address corrosion. A failure of AT1 would render the 69kV loop unable to supply Key West and Stock Island via imported power during high-load periods, necessitating the use of local generation to fulfill demand requirements.
The proposed replacement unit increases capacity to account for load growth. AT1base rating has a base ration of 63 MVA, and AT2 has a base rating is 50 MVA. Staff is proposing replacing AT1 with a 100 MVA transformer which will have the ability to support Key West and Stock Island loads via imported power in the event AT2 fails or is required to be taken out of service for maintenance.
KEYS received four bids in response to the Request for Proposals. Staff recommend awarding the Alternative Bid (mild steel tank) to the lowest technically compliant bidder, Pennsylvania Transformer Technology, LLC.
