About this file

This document is Addendum 3 for KEYS Bid 11-25, issued by Keys Energy Services (KEYS), a municipal electric utility in Key West, Florida, for the procurement of an autotransformer. The addendum provides clarifying questions and answers regarding the bid specifications, addressing international manufacturing, service partner requirements, delivery logistics, and tank design options. KEYS will evaluate proposals for three bidding options: a base bid with a full stainless steel tank, an alternate bid with a mild steel tank and stainless steel top, and a second alternate with an all mild steel tank. All options must include stainless steel radiators, control cabinet, and nitrogen cabinet, with alternate paint options acceptable if deemed equivalent by KEYS.

The bid allows for international manufacturers to submit proposals, provided they meet all applicable ANSI, IEEE, and NEMA standards, though KEYS maintains a preference for North American manufacturing. The scope of work includes fabrication, delivery, unloading, field assembly, and testing, with KEYS preparing the foundation for the transformer. Transformer accuracy specifications are provided, with most current transformers (CT's) requiring C400 accuracy class, except for one specific CT which needs C100 accuracy. The addendum confirms that the new transformer should not exceed the dimensions of the existing unit, and provides flexibility for potential delivery methods, including possible barge delivery with KEYS' assistance for offloading at the Florida Keys Aqueduct facility.

KEYS BID 11-25 SPECIFICATIONS FOR PURCHASE OF AUTOTRANSFORMER

Addendum 3

Questions and Answers:

1. Can international manufacturers (outside North America) submit bids provided all ANSI, IEEE, and NEMA standards are fully met?

Yes. Bids from international manufacturers, provided that all applicable ANSI, IEEE, and NEMA standards are fully met, can be submitted as well.

2. Would a domestic U.S.-based service partner satisfy the requirement for field service availability in the Southeast?

Yes, a U.S.-based service partner is acceptable.

3. If barge delivery is required due to bridge restrictions, will KEYS assist with coordination or provide guidance for offloading at the Florida Keys Aqueduct facility?

Yes. KEYS can assist with coordination efforts and provide guidance for offloading at the Florida Keys Aqueduct facility, if barge delivery becomes necessary due to bridge restrictions.

4. Are the two Stainless Steel tank requirements a Must Have for Keys Energy to evaluate a Bid?

KEYS will evaluate proposals received for the base bid, alternate bid 1, or alternate bid 2. Bidding one of the three options is acceptable.

5. This RFQ requires 1 design for full stainless-steel tank and radiators. A second design is for a steel tank with stainless steel cover and stainless-steel radiators. We can’t build all stainless steel tank, but we can build a steel tank with a stainless steel cover. We can’t use stainless steel radiators. Also, we won’t be able to use the Acrolon Ultra High gloss paint. We will use our standard paint. Will the customer accept a bid with these exceptions?

There are 3 options to bid:

-All stainless steel tank (Base bid) -Mild steel tank with stainless steel top (alternate bid 1) -All mild steel tank (alternate bid 2)

All 3 options must have stainless steel radiators, stainless steel control cabinet, and stainless steel nitrogen cabinet.

Alternate paint options are acceptable if KEYS deems it to be an equivalent.

KEYS BID 11-25 SPECIFICATIONS FOR PURCHASE OF AUTOTRANSFORMER

6. Is the following Scope-of-Work correct for each Vendor and included in their selling Price: 1. Deliver Transformer to Key West, FL. 2. Unload Transformer onto permanent Foundation. Foundation supplied by Keys Energy Services. 3. Field Assemble Transformer including Oil-Filling. 4. Field Testing.

Yes. The scope of work includes fabrication, delivery, unloading, field assembly, and field testing. KEYS will have a foundation ready upon transformer arrival.

7. The current Transformer Accuracy is not specified in spec-please provide. Also, this seems to be a replacement unit. Can you confirm if there are any dimension restrictions? If possible, please provide the dimensions or the previous nameplate.

All CT’s should be C400 accuracy class except for X2 WTI CT, which is a C100. An outline drawing of the existing transformer is posted within the bid specs. The new proposed transformer should not exceed these dimensions.

8. Would you be open to considering a bid for transformers manufactured in South Korea, including the steel tank?

While KEYS maintains a preference for North American manufacturing, bids from international manufacturers can be submitted as well, provided that all applicable ANSI, IEEE, and NEMA standards are fully met
