About this file

This document is Addendum 2 for KEYS Bid 11-25, issued by Keys Energy Services (KEYS), a municipal electric utility in Key West, Florida, concerning the specifications for purchasing an autotransformer. The addendum provides detailed responses to seven key questions from potential bidders, addressing manufacturing origins, delivery expectations, bid evaluation criteria, pricing flexibility, and logistical considerations. While no specific delivery date is established, KEYS indicates that lead time will be a significant factor in bid evaluation, with shorter lead times viewed more favorably.

The addendum clarifies KEYS' position on several critical bidding parameters, including their openness to international manufacturers provided all ANSI, IEEE, and NEMA standards are met. KEYS maintains a preference for North American manufacturing but will not automatically disqualify international bids. The utility is flexible regarding service partners, accepting domestic U.S.-based partners for field service in the Southeast. Additionally, KEYS will assist with coordination and provide guidance for offloading at the Florida Keys Aqueduct facility if barge delivery becomes necessary due to bridge restrictions. Regarding pricing, KEYS will consider "escalating pricing" if the components and potential escalations are clearly defined and tied to easily discernible metrics, reserving the right to weigh such pricing in their award determination.

KEYS BID 11-25 SPECIFICATIONS FOR PURCHASE OF AUTOTRANSFORMER

Addendum 2

Questions and Answers:

1. Can the city accept this unit and its components/parts made outside of North America?

While KEYS maintains a preference for North American manufacturing, bids from international manufacturers can be submitted as well, provided that all applicable ANSI, IEEE, and NEMA standards are fully met.

2. Is there any expected delivery date?

KEYS does not have a fixed delivery date.

3. How will bid evaluation consider the lead time?

Lead time will be taken into account as a significant factor in the bid evaluation process. It will be carefully considered and weighted, with shorter lead times viewed more favorably.

4. Can the city accept the escalating pricing?

Please clarify the definition of “escalating pricing”. Generally, KEYS will not deem a bid non-compliant for including some manner of “escalating pricing”, provided it is clear the components to which escalations may apply, and potential escalations are tied to metrics which are readily, and easily, discernable. However, KEYS reserves the right to weigh a bidder’s inclusion of “escalating pricing” in making its award determination.

5. Can international manufacturers (outside North America) submit bids provided all

ANSI, IEEE, and NEMA standards are fully met?

Yes. Bids from international manufacturers, provided that all applicable ANSI, IEEE, and NEMA standards are fully met, can be submitted as well.

6. Would a domestic U.S.-based service partner satisfy the requirement for field service availability in the Southeast?

Yes, a U.S.-based service partner is acceptable.

7. If barge delivery is required due to bridge restrictions, will KEYS assist with coordination or provide guidance for offloading at the Florida Keys Aqueduct facility?

Yes. KEYS can assist with coordination efforts and provide guidance for offloading at the Florida Keys Aqueduct facility, if barge delivery becomes necessary due to bridge restrictions.
