About this file

This document is Addendum 1 for KEYS Bid 11-25, issued by Keys Energy Services (KEYS), a municipal electric utility located in Key West, Florida. The addendum modifies the original bid specifications for the purchase of an autotransformer to be installed at the US1 Substation. The bid solicits proposals for a 138/69kV, three-phase, three-winding, oil-immersed autotransformer with a wye-wye-delta connection, rated for 75/100/125 MVA at a 65°C average winding rise. Three bidding options are available: a base bid with a full stainless steel tank, an alternate bid with a mild steel tank and stainless steel top, and a second alternate with an entirely mild steel tank. The transformer must be manufactured in North America, comply with IEEE, ANSI, and NESC standards, and be designed for outdoor installation in a tropical climate.

The bid evaluation will utilize a Total Owning Cost (TOC) formula that considers the purchase price, no-load losses, and load losses at rated load. Bidders must submit a 5% bid bond or cashier's check, along with comprehensive documentation including insurance and performance statements. The transformer comes with a standard 18-month warranty, with an optional three-year extended warranty available. Delivery is subject to specific constraints, including blackout dates and potential transportation challenges in the Florida Keys, with potential alternative delivery methods via barge. The bid emphasizes technical specifications such as a nitrogen blanket system, comprehensive monitoring capabilities, specific bushing and cooling requirements, and detailed testing protocols. While no explicit budget range is provided, the extensive technical requirements suggest a significant capital investment for this critical infrastructure upgrade.

GENERAL

Keys Energy Services (KEYS) is a municipal electric utility supplying power to residents of the lower Florida Keys. KEYS is located in the extreme southern tip of peninsular Florida, situated in Monroe County, Florida, primarily what is considered the “Lower Keys”, which extends eastwardly from Key West to the west end of the Seven-Mile Bridge. Corporate Offices are located at 1001 James Street, Key West, Florida and the Transmission and Distribution (T&D) Facility is located on Stock Island at 6900 Front Street Extended, Key West, Florida 33040.

KEYS and its representatives have exercised due care in preparing this Request for Proposals (RFP). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. KEYS and its representatives do not warrant the accuracy of information contained herein.

SPECIFICATIONS

1.01 GENERAL

These specifications define the electrical and mechanical requirements for the replacement of the AT1 autotransformer at US1 Substation. The substation operates with two 138kV/69kV autotransformers in parallel, supplying the 69kV loop that serves the City of Key West and Stock Island. The existing AT1 transformer is being replaced, and these specifications outline the requirements for its replacement to ensure compatibility with the existing system, substation clearances, and improved capacity where feasible.

There will be a base bid for North America manufacturing of the transformer with an entire stainless steel tank.

There will be an alternate bid for North America manufacturing of the transformer with a mild steel tank and a stainless steel top.

There will also be a second alternate bid for North America manufacturing of the transformer with an entire mild steel tank

1.16 TRANSPORTATION

Due to the geographical location of Key West, special attention to the method of transport is required. The Florida Department of Transportation (FDOT) may or may not permit truck transport over the series of bridges that connect the Florida Keys depending on transformer size and weight. It is advisable to start the FDOT Permit process well in advance of the shipping date.

The series of bridges from Florida City to Key West present unusual circumstances and the permitting process is more rigorous. If FDOT will not permit truck transport, alternative method of transport is via barge. Florida Keys Aqueduct facility has barge docking facilities and is located adjacent to the Keys Energy Warehouse Property. This property is approximately 1.5 miles from the substation in which the transformer is to be installed.

• Impact recorder shall accompany the transformer during transit. The Seller shall be responsible for inspecting the transformer and impact recorder in the presence of the Purchaser upon arrival at the shipping destination to determine if any damage has occurred.

• Purchaser shall be notified by the Seller at least 2 (two) week’s prior to shipment and by the Carrier 24 hours prior to arrival of each transformer at its destination.

1.17 DELIVERY & WARRANTY

Delivery, inspections and acceptance will be at destination, F.O.B. Key West. Unit prices shall include delivery to US1 Substation, 5901 Overseas Highway, Key West, Florida. Until delivery and acceptance and after any rejections, risk of loss will be on the Manufacturer, unless loss results from negligence of KEYS.

The supplier shall propose a delivery schedule to minimize transformer cost. All transformers shall be delivered to their respective substation. Transformer assembly and electrical testing shall be done at their respective substation with the transformers in their transit ready state.

The supplier shall be responsible for delivery and offloading of the transformer to the KEYS substations in Key West, Florida. Bidder shall consider all KEYS delivery blackout dates, as listed in Appendix A.

1.19 PROPOSAL CONTENTS & EVALUATION

The proposal should include a description of the firm’s capabilities and experience with providing the requested services, including a description of any special qualifications which are indicative of working familiarity with similar projects.

The proposals will be evaluated. The evaluation criteria will include a variety of considerations, including, but not limited to:

1. Loss Evaluation An equivalent Total Cost shall be calculated from the transformer bid price and the present value of manufacturer’s quoted losses as shown below. The Total owning cost formula to be used is as follows:

• TOC= Price + (NL Watts x 5.405) + (LL Watts * 1.838) Where:

• TOC= Total Owning Cost.

• Price= Quoted Purchase Price.

• NL Watts= Quoted No-Load Losses in Watts.

• LL Watts= Quoted Load Loss in Watts at rated load.

TOC will be calculated for the transformer.

• US1 “AT1”: No Load Watts.

• US1 “AT1”: Load Loss at Rated Load.

The TOC will be one of the determining factors for award of contract. Failure to submit transformer losses along with bid will result in non-compliance and the bid will be rejected.

2. Transformer noise levels.

3. Range and suitability of services provided. Specifically, has servicemen available in the southeast to service the equipment.

4. Experience with similar projects and has previously made equipment such as that which he proposes to furnish.

5. Similar equipment that has been in satisfactory service of not less than five (5) years.

6. Project management approach.

7. The supplier shall propose a delivery schedule to minimize transformer cost.

8. References.

9. Delivery timetable
