And, in S2586 SOW Revised Final, Section 6.8.1: B on p 3, it explicitly requires Train the trainer under key deliverables. This should include at minimum no less than 4 and up to ten Train the Trainer PD events per year to ensure effective implementation and continued use of the tool. The Vendor can outline their PD plan in their proposals as best fits their tool and the timeline of teachers using the tool beginning August 2024.

5TAMMYKWAN5.1.5 states that there are 780 points for allocation. Can you share what criteria make up the 780 points and the associated weighting of each criteria?805 total points. See Vendor Technical Requirements.
6TAMMYKWAN2.6.2C Implement professional development training, technical assistance, and methods of use for the Kindergarten Entry Assessment that includes a variety of professional development approaches and formats.; can you share if in-person professional development/technical assistance will be required from the vendor, and the anticipated number required per year? The vendor should be available for in person training four times per year, as needed, for special circumstances (such as rural areas with internet reliability issues, etc.). The primary format of training is up to the Vendor as long as it includes an explanation about the effectiveness of delivery.
7JSULLIVANAssess all five Essential Domains (RFP Section 2.5, Items A-E)The RFP states: "The Kindergarten Entry Assessment will assess all the five essential domains of a child's school readiness, including:

A. Language and literacy development, specifically early literacy skills B. Approaches towards learning C. Cognition and general knowledge, including math and science D. Physical well-being and motor development E. Social and emotional development

Question: May vendors "co-report" on Approaches towards learning and Social and emotional development? What is the difference, or can these domains be reported together?Vendors can read about Approaches to Learning in the newly revised Nevada Pre-K Standards on page 12 here: https://webapp-strapi-paas-prod-nde-001.azurewebsites.net/uploads/nevada_pre_kindergarten_standards_9b991cb06f.pdf There may naturally be some overlap with SEL. These areas can be combined if they address both SEL/Approaches to Learning, however domain and items within it should have clear alignment with the Nevada Pre-K standards. Please indicate this merge into one domain in the proposal.
8JSULLIVANAssessment Design (RFP Section 2.4.5, Item B)The RFP states: "The assessment is designed to be accessible to children with various background experiences and developmental needs, while assessing the five domains of school readiness: language and literacy development (specifically early literacy skills), approaches towards learning, cognition, and general knowledge, including math and science, physical well-being and motor development, social and emotional development."
Question: Please clarify what the State means by "designed to be accessible to children with various background experiences and developmental needs".The content and items in the assessment should appropriate for a wide range of young children and their cultures/experiences. Are children are able to demonstrate knowledge in more than one way? Are the items unfairly more accessible to one culture over another? Are children able to show their knowledgeable through more than one language? The tool must be free of biases.
9JDALRYM2Mandatory Minimum Requirement 6.4Please clarify if there is any room for negotiation in the indemnification requirement. Specifically, are there any provisions for discussing alternative indemnification terms or arrangements, or are these terms non-negotiable as written? The State does not negotiate RFP's.
10JDALRYM2URL/Web linksCan we use URL (web links) in the proposal or must all content be included as attachments?Yes.
11JDALRYM2Redacted version of the proposalShould a redacted version of the proposal be submitted at the same time as the proposal?Yes.
12PUBLICPOLICY2024!Section 6.7.1 of Scope of WorkIs the intention that any Professional Development provided by the vendor under the awarded contract for KEA be delivered via the Nevada Learning Management System? No, it would need to be hosted on an open platform, accessible to various parties (e.g., NDE staff, administrators, coaches, teachers, etc.)
13PUBLICPOLICY2024!Section 7.3.1 F of the Scope of WorkCould you provide some examples of the type of NDE OLDE- created content that the vendor may be asked to re-post? What special requirements will the vendor have regarding said content (i.e., security, accessibility)?Modify sentence to read: The Vendor will not create new content, but may be asked to re-post updated content.
14PUBLICPOLICY2024!Section 7.4.3 of the Scope of WorkPlease clarify the expectations and requirements for the vendor concerning implementation and management of Nevada-owned code.

The Department will require the assessment data to be aligned with state and federal standards as well as integrate data from student information systems such as Infinite Campus and an Early Childhood Data and Research System. This is especially important in using Kindergarten assessment data in researching longitudinal student outcomes. The data connected from that system into the Kindergarten Entry Assessment data tools will be Nevada-owned. This will also necessitate the Vendor developing and implementing code and analysis tools to accommodate different data sets and systems managed by the Department.

15 JESS.STEVENS@PEARSON.COM Clarification of state fidelity checks In the S2586 SOW Revised Final document, in Section 6.7.1 (p. 2), the requirement includes "an implementation and timeline for statewide fidelity checks." Please provide more information on the scope and purpose of the fidelity checks. The purpose of the fidelity checks are for the State and Nevada legislators to understand to what extent the tool is being used consistently and accurately across the state and within each school district. The stronger the data in these areas, the more reliable the data reports are with representing our students in Nevada. Fidelity checks would happen yearly after the close of the assessment window.
