About this file

This is a Questions and Answers Bid Amendment document issued by the Illinois Department of Revenue for a Request for Proposal (RFP) solicitation numbered 27-492DOR-COLLE-B-50076 for JPMC FY27-31 Collection Services. The solicitation seeks collection services for debt owed to the Illinois Department of Revenue and other governmental units by individuals, businesses, and state agencies located both within and outside Illinois. Successful vendors and subcontractors must maintain a physical office within the State of Illinois and perform all collection activities from an Illinois address. The RFP document references Section B.2. for details regarding account categories, total dollar value of accounts available, number of accounts, average account balances, historical liquidation rates, and permitted collection contact methods. The Department utilizes GenTax software for collection activities and requires vendors to format remittances and data exchanges compatible with this system through HTTPS POST via the IDOR Gateway application.

The current contracts operate on a contingency fee percentage basis at no cost to the State of Illinois. The Department does not disseminate current vendor information, budget information, or disseminate satisfaction levels with incumbents through these solicitations. Vendors must refer to Section F.5. of the RFP for fee structure submission requirements and may review Section F.1.19. for contract requirements regarding second placements and litigation activities, including asset investigation, skip tracing, debtor negotiation, and litigation services. Electronic payment processing is handled through the Illinois Office of Comptroller. The BEP (Business Enterprise Program) Certified Firms list has been updated and made available in the BidBuy eProcurement system. The contract term is FY27-31 (five fiscal years, presumably 2027 through 2031).

16. We reviewed Solicitation 27-492DOR-COLLE-B-50076, found on BIDBUY E-Procurement, this morning and found conflicting information. I’m hoping you can clarify as we intend to submit a proposal.

The Bid information on BIDBuy E-Procurement under Item Information, Item #2 (946 – 33), it states:

FY27-31 Collection Services - First Placements. The vendor agrees to provide collection services either inside or outside the State of Illinois, to the Illinois Department of Revenue and governmental units –

However, Under Unique Considerations on pg. 3, section A.4. it states: Section F.2.2. of the RFP requires that the successful vendors and subcontractors must maintain an office in the State of Illinois though the duration of the contract.

Could you please clarify if services can be provided outside of the State?

Also, is there an incumbent currently working the debt collections?

A. For clarification of services provided outside the State of Illinois. Per BidBuy item# 2, Section A.1., and Section B.2. of the JPMC FY27-31 Collection Services RFP document, debt collection services are for collection of debt from individuals, businesses, and other State Agency debt that either reside in the State of Illinois or in another State.

Per Section A.4. Unique Considerations and Section F.2.2. of the RFP requires that the successful vendors and subcontractors must maintain an office in the State of Illinois.

Vendors and subcontractors must perform all collection activity within the State of Illinois with all collection efforts from an Illinois address.

The Department of Revenue does not disseminate current vendor information for solicitations.

17. Our company is a certified BEP and should have been included on the vendor document for the IDOR RFP referenced below.

I kindly request that the list be reissued as an addendum to include our company as a viable BEP option for this RFP.
