About this file
This is a Bid Amendment 4 document containing vendor questions and agency responses for a Request for Proposal issued by the State of Illinois Department of Revenue for JPMC FY27-31 Collection Services (solicitation number 27-492DOR-COLLE-B-50076). The solicitation seeks collection services over a five-year period from fiscal years 2027 through 2031. Proposals must be submitted via BidBuy no later than February 11, 2026 at 10:00 a.m. The Department has provided vendor submission resources including instructional videos and links to support proposal development. Additional resources address financial disclosure requirements, vendor registration, the Business Enterprise Program, and diversity commitments.
The amendment addresses a vendor inquiry regarding Business Enterprise Program (BEP) outreach compliance and subcontractor engagement. The agency clarified that vendors meeting the 2% BEP utilization goal must identify certified subcontractors from the BEP Certified Firms Directory registered in the relevant NIGP Codes and submit completed BEP Utilization Plan documentation including signed Part I Commitment and Part II Subcontracting Participation Agreements. The response distinguishes between "good faith engagement" and "Good Faith Effort" (GFE), noting that vendors unable to fully meet the BEP goal may submit a GFE to request a waiver or reduction. Completion of the BEP Utilization Plan Parts I and II with identified certified subcontractors satisfies requirements for both First Placements and Second Placements/Litigation under the contract.

1. I am reaching out to touch base regarding the BEP outreach efforts for the solicitation to ensure that I am compliant with the spirit of the requirement. As part of a global organization, there is an in-depth risk assessment process for us to onboard new subcontractors to ensure that we are safeguarding our partners’ sensitive data appropriately.
If we have previously evaluated a BEP that is listed in the directory (who is not affiliated in any way with our firm) for their operational practices, compliance standards, financial stability, and security position and we are willing to commit well beyond the requirement of 2%, would that be sufficient to show good faith engagement? In addition, as a show of good faith that our firm is committed to the BEP process, should we be awarded and there be a need for additional litigation bandwidth, we would first look to the BEP list and select from available options in addition to our existing BEP commitment.

A. The BidBuy solicitation, 27-492DOR-COLLE-B-50076, includes the attachment labeled BEP Certified Firms Directory which includes the certified subcontractors registered in the NIGP Code for this RFP.
“Per the BEP Utilization Plan Part I states that if the bidder/offeror has identified BEP certified subcontractor(s) to fully meet the assigned 2% BEP goal that is registered in at least one of the NIGP Codes(s) identified in the solicitation may be used to meet the BEP goal.
The offeror would need to complete and submit with the BEP Utilization Plan the signed Part I Commitment and signed Part II Subcontracting Participation Agreement(s) (PA). A signed PA must be submitted for each subcontractor.)
The offeror’s statement above mentions “good faith engagement” which should not be confused with “Good Faith Effort.” Per the BEP Utilization Plan Part I states that when a Bidder/offeror cannot fully meet the goal but has submitted a Good Faith Effort (GFE) and hereby requests a waiver or reduction of the goal to %. (If checked, submit the signed Part I Commitment, completed Part III Good Faith Effort, and if requesting a reduction, the signed Part II Subcontractor Participation Agreement(s).)
If the offeror identifies a certified subcontractor listed on the BEP Certified Firms Directory attachment in BidBuy and completes and submits the BEP Utilization Plan Part I and Part II, this is sufficient for both First Placements and Second Placements/Litigation for the Contract Requirements, Section F.1. listed in the JPMC FY27-31 Collection Services RFP document.
