About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition (Simplified Acquisition Procedures) for a specific procurement. The U.S. Coast Guard requires various Caterpillar certified engine components and service technicians to complete a D-398 engine overhaul and line bore inspection on the CGC BEAR, with an estimated total value of $222,591.32. The justification is based on brand name specifications, with Guardian Systems, LLC identified as the suggested source, as only Caterpillar (OEM) possesses the proprietary information necessary to accurately manufacture or remanufacture critical engine components.

The rationale emphasizes that Caterpillar's proprietary specifications for part dimensions, hardness, material properties, and manufacturing requirements cannot be shared with third-party manufacturers, making it impossible for non-OEM suppliers to meet required tolerances and performance standards. The document highlights that OEM certified parts come with strict quality assurance processes and limited warranties, whereas non-OEM parts have historically led to increased failure rates, poor fitment, and shortened service life. The line bore inspection is described as a highly technical process requiring access to proprietary tolerances and procedures, with a significant risk of misalignment and potential catastrophic failure if not performed by a Caterpillar-certified technician.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Only Caterpillar (OEM) possesses the proprietary information necessary to accurately manufacture or remanufacture critical components for the D-398 engine. This includes specifications on part dimensions, hardness, material properties, forging/casting requirements to manufacture their parts. This information is not shared with third-party manufacturers, making it impossible for non-OEM suppliers to meet the required tolerances and performance standards. OEM certified parts are manufactured under strict QA processes, which ensure integrity, compatibility, and performance. These parts typically come with a limited warranty, further protecting the Governments investment. In contrast, non-OEM parts have historically led to increased failure rates, poor fitment, shortened service life and costly downtime of assets. The line bore inspection is a highly technical process that requires accurate comparison of crankshaft bore measurements to CAT OEM specs. Without access to proprietary tolerances and procedures, and without a CAT-certified technician, there is a significant risk of misalignment, premature wear of main and thrust bearings, and potential catastrophic failure of the crankshaft and/or engine block. Given that the D-398 engine is obsolete, parts are increasingly difficult to source. Therefore, maintaining reliability and ensuring proper inspection and installation are critical to the mission. It is in the best interest of the Government to use CAT OEM parts and certified technical services in order to protect valuable asset, extend equipment life and ensure operational readiness of cutters that support border protection.
