SECTION 01009
GENERAL INFORMATION AND REQUIREMENTS
PART 1: GENERAL
1.1 SUMMARY
A. Description of Work:
Furnishing labor, equipment, supplies, and materials, to manufacture wearing surface course material on a two mile section of native surface roads with mobile rock processing equipment. The work includes: ripping, reshaping the roadway, reducing bedrock and oversized rock to a one and one half (1-1/2) inch gradation; watering, mixing, compacting, blading and shaping the manufactured cushion material into a smooth, non-segregated road surface. In addition, contractor will apply government identified binder, clean all water diverters on Ball Bearing Hill, and construct and install 81 rubber water diverters 50 feet apart across the road along the steepest slope.

B. Location:
Work under this Contract is located in Big Horn County, Wyoming. The work location is shown on the drawing.
C. Additional Road Information:
Road has extreme slopes in excess of 20% in some areas. The road has a solid concentration of rock outcropping with poor road cross-sectional that resembles a “V” shape. The fill slope side of the road is mostly boulders. The final product shall have a slight out slope of approximately 4% to remove water from the roadway. Turnaround areas are extremely limited.
1.2 REFERENCES
A. Contractor shall follow the Specifications/Standards associated with the type of work being performed.
1.3 DEFINITIONS
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.4 SUBMITTALS
A. Scope:
Submittals shall include shop drawings, manufacturers' literature, asbuilt drawings, and samples.
B. Requirements:
Refer to specifications for submittals required. Allow at least ten (10) working days for review. Submittals shall be delivered to the Contracting Officer.
C. Identification of Submittals:
Completely identify each submittal by showing at least the following information:
| 1. | Name and address of submitter, plus name and telephone number of the individual to contact for further information. |
| 2. | Name of project as it appears in these specifications. |
| 3. | Contract number, drawing number, and specification section number to which the submittal applies. |
| 4. | Whether this is an original submittal or resubmittal. |
| 5. | Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use. |
1.5 CERTIFICATES OF CONFORMANCE
A. Requirements:
The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format:
The Certificate of Conformance provided by the supplier shall:
| 1. | State that the named product conforms to the Contract requirements. |
| 2. | Either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request. |
| 3. | Provide the name and address of the manufacturer, the testing agency, and the date of tests. |
| 4. | Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification. |
1.6 QUALITY ASSURANCE
| A. | Codes and Standards: |
| The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text. |
C. Conflict:
Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
D. Measurements:
Where approved manufacturer's diagrams and shop drawings give specific measurements or roughin dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.
E. Equipment:
Prior to ordering equipment, verify dimensions and functions of equipment proposed for use including the electrical service requirements. Along with verification that the equipment is compatible with the structural and architectural features of the work, performed. Avoid conflicts with equipment of other crafts, and that it will fit in the space provided.
1.7 PROJECT/SITE CONDITIONS
| A. | Access to the Work: |
| John Blue Road is accessed by HWY 14A. John Blue Road and is accessed by highway and a maintained gravel road. |
| B. | Environmental Considerations: |
| Contractor shall stay in the existing disturbance and not allow any material to be pushed off the roadway. All oversized or cast materials shall be placed on the inside slope of the road. |
D. Traffic Plan:
The road shall be open to the public at least two (2) times a day during sunlight hours, a minimum of thirty (30) minutes per time. Contract shall provide a traffic control plan to keep the road open.
E. Work Availability:
The Contractor shall not operate from August 15th through May 31st due to hunting and wildlife stipulations.
1.8 SEQUENCING AND SCHEDULING
| A. | Work Schedule: |
| The schedule shall be submitted at the pre-work meeting. When requested, submit an updated schedule within three (3) calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate. |
PART 2: PRODUCTS
2.1 ROAD BINDER
A. Perma-Zyme 11X binder will be used on two identified sections of the roadway.
2.2 WATER DIVERTERS
B. Eighty-one (81) rubber water diverters shall be constructed and installed according to government specifications. Diverters will be spaced 50 feet apart for the two mile stretch of the project.
PART 3: EXECUTION
3.1 PROJECT MEETINGS
| A. | PreWork Conference: |
| 1. | Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract. |
| 2. | The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting. |
| 3. | Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications. |
| B. | Progress Meetings: |
| 1. | To be held at the project site, or as determined by the Contracting Officer. |
| 2. | May be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda. |
| C. | Final Inspection: |
| 1. | To be held at the project site, or as determined by the Contracting Officer. |
| 2. | Notify the Contracting Officer in writing at least three (3) working days before the completion date so the Government can schedule final inspection. |
| 3. | The superintendent shall be present during this inspection. |
3.2 PREPARATION
| A. | Work Layout: |
| The Government will provide starting and ending markers along roadway. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense. |
D. Work Limits:
Work limits will be staked by the Contracting Officer in the field.
3.3 SALVAGEABLE ITEMS
A. No salvageable items
3.4 DISPOSAL OF DEBRIS
A. Requirements: Items or debris shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility. Sale of material onsite is not allowed unless authorized in writing by the Contracting Officer.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT

SECTION 01500
TEMPORARY FACILITIES AND CONTROLS
PART 1: GENERAL
1.1 SUMMARY
A. Section Includes:
Requirements during construction for utility locates, sanitary facilities, vehicular access, temporary barriers, and controls.
1.2 DEFINITIONS
A. Landscape Preservation:
The term "injury" includes, without limitation, bruising, scarring, tearing, and breaking of roots, trunks, or branches.
B. Security:
"Restricted Area" means an area where entry will not be allowed unless authorized by the Contracting Officer.
1.3 SUBMITTALS
A. Utility Locate:
Contractor is responsible for calling in utilities locates prior to commencing work. http://www.onecallofwyoming.com/
B. Traffic Control Plan:
Submit three (3) copies at the pre-work meeting that shall include the following topics:
| 1. | The requirements for specific signs, signals, channelizing and lighting devices, barricades, and flagpersons that are detailed in the current ANSI D6.1. |
| 2. | Provide for an unobstructed passageway for one (1) lane of traffic at least two (2) times through the construction operations for a minimum of thirty (30) minutes each day. |
| 3. | Provide operations requirements for road closure along with the closure plan at least five (5) working days prior to closure. |
| 4. | Provide for such guards as may be necessary to ensure against accidents and avoid damage or injury to passing traffic in areas where the nature of construction operations in progress and equipment and machinery in use pose a hazard. |
| 5. | No detour routes shall be built. |
C. Landscape Protection Plan:
Submit two (2) copies at the pre-work meeting of description of protective barriers or other methods used to protect vegetation from damage or injury caused by construction operations three (3) working days before commencing construction activities.
1.4 QUALITY ASSURANCE
A. Regulations:
Comply with applicable local regulations for haul routes over public highways, roads, or bridges. Comply with industry standards and applicable laws and regulations of authorities having jurisdiction including, but not limited to the following:
| 1. | Health and safety regulations. |
| 2. | Utility company regulations. |
| 3. | Police, fire department, and rescue squad rules. |
| 4. | Environmental protection regulations. |
| 5. | Prevention and control of air pollution. |
| 6. | Prevention and control of water pollution. |
B. Manuals:
Comply with latest Manual on Uniform Traffic Control Devices (MUTCD), Part VI.
1.5 EXPLOSIVES
A. Explosives:
Shall not be permitted.
1.6 PROJECT CONDITIONS
A. Access Routes:
Rightsofway for access to work from existing roads will be established by the Contracting Officer. Use only established roadways, areas, and haul routes.
PART 2: PRODUCTS
2.1 UTILITIES
A. General:
Electrical power, telephone, heat, and water are not available on site and will not be provided by the Government.
2.2 TOILET UNITS
A. Temporary Toilet Units:
Contractor shall provide self-contained, single-occupant toilet units of the chemical, aerated recirculation, or combustion type. Provide units properly vented and fully enclosed with a glass-fiber-reinforced polyester shell or similar nonabsorbent material.
2.6 PROJECT IDENTIFICATION
A. Construction Signs:
Only signs to expedite deliveries, maintain traffic flow, promote safety, and caution against danger shall be erected, as necessary.
PART 3: EXECUTION
3.1 INSTALLATION
A. Toilets:
Install self-contained toilet units specified in Part 2 of this specification section. Shield toilets to ensure privacy. Use of pit-type privies will not be permitted.
1. Provide toilet tissue, paper towels, paper cups, and similar disposable materials for each facility. Provide covered waste containers for used material.
2. Provide unisex facilities for male and female personnel.
3.2 VEHICLE TRAFFIC CONTROL
A. Preparation:
Provide, erect, and maintain all necessary traffic control devices, including traffic cones, delineators, barricades, flagpersons, and signs, as specified on approved Traffic Control Plan. Take all necessary precautions for protection of the work and safety of the public on roads affected by the work during the contract period as construction work proceeds.
1. Do not start any construction work along public or private roads until the proper traffic control devices for warning, channeling, and providing safety for the motorists as specified on the approved traffic control plan are in place at the construction site.
B. Application:
Maintain flow of public traffic and conduct operations for construction of roadways so as to offer the least possible obstruction and inconvenience to public traffic.
| 1. | Erect such additional warning and directional signs in connection with the work. |
| 2. | Maintain the condition, operation, and effectiveness of all traffic control devices throughout their period of use. Remove all temporary traffic control devices when no longer needed. |
3.4 HAUL ROUTES, ROADWAYS, PARKING AREAS, AND STORAGE/STAGING AREAS
A. Examination:
Investigate the condition of available public or private roads for clearances, restrictions, bridgeload limits, bond requirements, and other limitations that affect or may affect access and transportation operations to and from the jobsite.
B. Established Roadways As Haul Routes:
Use existing available public highways and roads as haul routes are subject to the applicable local regulations and approval of the Contracting Officer. Contractor is responsible for damage caused by construction traffic.
| 1. | Provide and use means of removing mud from vehicle tires before entering existing paved roads. Road repair and cleanup shall be at no cost to the Government. |
| 2. | Provide barricades, flagpersons, lighting, signs, and other necessary precautions for safety of the public where haul routes cross public highways or roads. |
C. Temporary Parking Areas:
Construction of temporary parking shall not be authorized. Provide additional offsite parking when site space is not adequate. Parking of construction equipment shall be limited to existing roads.
C. Storage/Staging Areas:
The Contractor shall not construct a temporary area for trailers, equipment, and materials. Contractor shall be responsible for cleanliness and orderliness of the area used and for parking of equipment.
D. Maintenance:
Maintain haul routes, roadways, and parking areas to existing and sound condition. Maintain the roadbed, side slopes, and surfacing of roads and areas until completion and acceptance of all the work under this contract. Maintain the surfacing of gravel surfaced roads and areas in a smooth condition until completion and acceptance of all work under this contract.
E. Repair:
Promptly repair ruts, broken pavement, potholes, low areas with standing water, and other deficiencies to maintain road and parking area surfaces and drainage in original or specified condition.
3.5 AIR POLLUTION CONTROL
A. Responsibility:
Contractor shall be responsible for damages resulting from dust originating from Contractor operations.
1. Government may stop any construction activity contributing to air pollutant levels which are excessive or in violation of Federal, State, or local laws and additional expenses resulting from work stoppage will be responsibility of Contractor.
3.6 LANDSCAPE PRESERVATION
A. Preservation:
Preserve the natural landscape and preserve and protect existing vegetation not required or otherwise authorized to be removed. Conduct operations, to prevent unnecessary destruction, scarring, or defacing of the natural surroundings in the vicinity of the work. Move crews and equipment within the rightsofway and over routes provided for access to the work in a manner to prevent damage to grazing land, crops, or property.
B. Protection:
Protect vegetation from damage or injury caused by construction operations, personnel, or equipment by the use of protective barriers or other methods approved by the Contracting Officer.
C. Anchorage:
Do not use trees for anchorages except in emergency cases or as approved by the Contracting Officer. For such use, wrap the trunk with a sufficient thickness of approved protective material before any rope, cable, or wire is placed.
3.7 MAINTENANCE AND REMOVAL
A. Maintenance:
Maintain temporary structures, facilities, and controls as long as needed for safe and proper completion of the work and as directed by the Contracting Officer.
B. Removal:
Remove temporary structures, facilities, and controls as rapidly as progress of the work will permit and as approved by the Contracting Officer.
3.8 WASTE
A. Collection and Disposal of Waste:
Collect waste from construction areas and elsewhere daily. Comply with requirements of NFPA 241 for removal of combustible waste material and debris. Enforce requirements strictly. Do not hold materials more than 7 days during normal weather or 3 days when the temperature is expected to rise above 80 degrees F (27 degrees C). Handle hazardous, dangerous, or unsanitary waste materials separately from other waste by containerizing properly. Dispose of material lawfully.
3.9 CLEANUP
A. Requirements:
Construction debris, waste materials, packaging material and the like shall be removed from the work site daily. Any dirt or mud which is tracked onto paved or surfaced roadways shall be cleaned away.
B. Restoration of Storage Area:
Upon completion of the project restore areas used by the Contractor for the storage of equipment or material, or other use, to the original or better condition.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT
A. Units:
The work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT
A. Payment:
No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.

SECTION 01505
MOBILIZATION
PART 1: GENERAL
1.1 SUMMARY
A. Section Includes:
Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site.

4.1 METHOD OF MEASUREMENT:

Progress payments will be made as follows:
1. The total sum of all payments shall not exceed the original Contract amount bid for mobilization, regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.

SECTION 02313
ROCK CRUSHING
PART 1: GENERAL
1.1 SUMMARY
A. Section Includes:
Manufacturing wearing surface course material on native surface roads with mobile rock processing equipment. Work includes reducing bedrock and oversized rock to a specified size, watering, mixing, compacting, and shaping the manufactured cushion material into a smooth, non-segregated road surface as required by the design template.
PART 2: EXECUTION
2.1 REQUIREMENTS
A. Processing:
Reduce the native material to the maximum of one and one half (1-1/2) inches of gradation and a minimum of six (6) inches of compaction depth over the entire roadbed or at a specified width. Uniformly mix the fine and course particles of the cushion material across the road traveled way to eliminate localized pockets of open-graded rock. No bedrock or oversized rock will be allowed within the specified depth of the cushion material within the traveled way. Oversized material may be incorporated outside the traveled way so long as the required cross-section is maintained. Not more than 3% (by volume) of oversized material shall be sidecast in any 100 foot section except that no material will be sidecast within 50 feet of a live stream.
B. Compaction:
After development of the cushion material, uniformly crown, inslope, or outslope the traveled way and shoulders to the BLM 9113 manual specifications. Consolidation is obtained by tamping or rolling mineral soil and fine aggregate in successive layers not more than six (6) inches in loose depth. Compact the entire roadway to ninety (90) percent of optimum compaction as determined by a Dynamic Cone Penetrometer testing. BLM will conduct random compaction testing for ninety (90) percent compaction.
C. Watering and Stabilizing:
While compacting, blending, and finishing ensure that the cushion material has sufficient moisture, whether natural or added, to prevent segregation and facilitate compaction. Water source and permitting is the Contractor’s responsibility. Water development, hauling, and application shall be in accordance with Section 02339. Stabilization shall be to the manufacture’s recommendation. Stabilization chemical shall be Permazyme http://www.pacificenzymes.com/
D. Installation of Rubber Cross Drains:
Install rubber water diverters as per specifications and the detail drawings.
E. Finishing:
Ensure that the travel way has a uniform grade and smooth free of hollows, depressions and segregation. Do not leave berms or ridges along either shoulder of the roadbed, unless directed by the Contracting Officer.
F. Thickness and Size Requirements:
Ensure that the thickness and maximum size requirements of the cushion material conform to the requirements as follows:
(a) The maximum variation from the compacted specified thickness is one (1) inch.
(b) No more than five (5) percent of the cushion material shall exceed the maximum size.
(c) The compacted thickness is not consistently above or below the specified thickness, and the average thickness of eight (8) random measurements for any mile of road segment is within + 0.5 inch of the specified thickness.
(d) BLM may perform sieve analysis throughout the project.
PART 3: MEASUREMENT AND PAYMENT
3.1 METHODS OF MEASUREMENT
A. Method:
The work described in this section will be measured and paid for by the mile. The measurement will be the linear distance along the road centerline.
3.2 BASIS OF PAYMENT
A. General:
The accepted quantities will be paid at the contract price per unit of measurement for Section 02313 pay items listed in the bid schedule. Payment will be full compensation for work prescribed in the Section which includes crushing, water development, hauling and application.

WATERING
PART 1: GENERAL
1.1 SUMMARY
A. Section Includes:
Distributing and applying water required for compaction of roadways. Contractor is responsible for any haul permit required by the State of Wyoming. Contractor shall be responsible for any water use permit needed.

1.2 PROJECT/SITE CONDITIONS
A. Water Source:
Contract shall furnish the water source for the work.
PART 2: PRODUCTS
2.1 MATERIALS
A. Water:
Water shall be clean and free from harmful amounts of oils, acids, alkalis, salts and organic materials. Potable water is acceptable.
2.2 EQUIPMENT
A. Requirements:
Provide necessary pumping equipment, piping, tanks, water trucks, and measuring devices. Water trucks shall be equipped with a spray bar of adequate capacity and design to ensure uniform application of water in the amounts designated. Measuring devices shall be approved by the Contracting Officer.
PART 3: EXECUTION
3.1 APPLICATION
A. Compaction:
The amount of water used in compaction shall be sufficient to obtain the percent relative compaction required. The amount of water required may be varied by the Contracting Officer to meet conditions brought about by storms, drought, or other causes. The amount of water used in stabilization chemical shall be applied as manufactures specifications.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT
A. Units:
Water applied by sprinkling will be carried in tanks of predetermined capacity, and the quantity will be computed in units of 1,000 gallons. No measurement or payment will be made for drying materials containing too much moisture due to overwatering.
4.2 BASIS OF PAYMENT
