About this file
This is a Request for Qualifications (RFQ) issued by the City of Tucson, Arizona, for a Job Order Contract (JOC) to provide specialty construction services at Reid Park Zoo. The City seeks to award approximately six contracts for design, pre-construction, and general construction services including rockwork/shotcrete, animal containment systems, and life safety and support/plumbing installations. Individual job orders should not exceed $1,000,000, with an estimated first-year budget of $1,000,000. The contract term is one year with four one-year renewal options, with services requested on an as-needed basis. The pre-submittal meeting is scheduled for June 17, 2026, at 10:00 a.m. via Microsoft Teams, and the statement of qualifications due date is July 1, 2026, at 2:00 p.m. Arizona time. The evaluation will be conducted by a screening committee based on four criteria: qualifications and experience of the firm (40 points), self-performed work (30 points), method of approach and available resources (25 points), and subcontractor selection plan (5 points).
Pricing will be negotiated following the evaluation process, with the City reserving the right to solicit proposals from all applicable job order contractors for individual projects. The City intends to award contracts based on a combination of qualifications and price, though price may not be the sole determining factor. All contractors must comply with the City of Tucson's Small Business Enterprise (SBE) requirements for projects meeting or exceeding the formal solicitation threshold of $100,000. Contractors must maintain appropriate Arizona licenses, obtain a City of Tucson business license, provide performance and payment bonds, and carry commercial general liability insurance with minimum limits of $2,000,000 per occurrence and $4,000,000 aggregate. All work is guaranteed for two years from substantial completion, and contractors must comply with federal, state, and local laws including the Americans with Disabilities Act, workers' rights laws, and immigration requirements. Contractors must be available on a five-day work basis and able to commence work within one week of job order award.

B. INTRODUCTION
B.1. Summary
The City desires to select qualified contractors to provide turn-key installations or modifications of zoo exhibits involving sculpted shotcrete, animal containment, life safety and support (LSS) and general plumbing systems. Services may include design, engineering, fabrication, permitting and installation.
Individual job orders should not exceed $1,000,000; however, it is anticipated a typical job will not exceed $800,000. The term of this contract will be One (1) year with four (4) one-year renewal options. However, services will be requested on an as-needed basis and the resultant contract is neither exclusive nor a commitment by COT that the Contractor's services will be required.
B.2. Background
Job Order Contracting is an alternative delivery method for construction of public works projects. JOC's differ from the standard project-specific, low bid contracts in that they are indefinite-quantity contracts, which can be awarded on the basis of qualifications. Best value may be considered in awarding the JOC or in awarding job orders under the JOC contract.
Each individual job order contract will establish its own individual project limit. Mayor and Council have approved ordinance 12175 which states that individual projects may not exceed $5,000,000 unless the Mayor and Council approves a higher limit for that project.
