Title I services have various milestones that the A-E shall be required to meet. These milestones are as follows:

1.1. Where investigative (reviewing as-built drawings, on-site surveying, testing, etc.) efforts are called for, the A-E shall perform what will be referred to as Type "A" services.

1.2. The project design process leading to plans and specifications is referred to as Type "B" services and will have combinations of the following steps:

1.2.1. Draft Design-Build Request for Proposal

1.2.2. Final Design-Build Request for Proposal

1.3. Electronic submission of drawings and drawings border pattern shall be on CD or DVD. A paper copy of the drawings shall accompany the electronic submissions. A copy of all submittals shall accompany the transmittal letter to the Contracting Officer.

1.4. In performance of the required Title I services, the A-E shall:

1.4.1. Utilize Government designs, drawings, specifications and standards including any applicable Air Force Instructions (AFI), Unified Facilities Criteria (UFC), DOD regulations and manuals, and design guide criteria for buildings and other structures as necessary to meet the requirements of the proposed project. Guidance to be followed shall include, but not be limited to, current Air Force Instructions, Engineering Tech Letters (ETLs) as found at http://www.wbdg.org/, and design guides as specifically called out. Drafting standards shall be as defined by A/E/C CAD Standard Release 6.0 (or current) Manual.

1.4.2. Prepare preliminary studies, sketches, and layout plans and reports including estimates of the cost of the proposed project and of all structures, utilities, and appurtenances thereto. All estimates, bid schedules, plans, and specifications shall reflect separate types of construction as determined by funding classification (typically repair or maintenance of existing vs. new construction) in accordance with current Air Force Civil Engineering guidance.

1.4.3. Obtain necessary permits, licenses, and approvals from all local, state, and federal authorities as are necessary for the performance of the A-E's services. Should it become necessary in the performance of the work and services for the A-E to secure right of ingress and egress to perform any of the work on properties not owned or controlled by the Government, the A-E shall secure the consent of the owner, his representative or agent, prior to effecting entry on such property. In the event the owner requires the payment of any fee for a license to enter upon and/or use such property, the A-E, when so directed by the Contracting Officer, shall pay such fee and obtain a receipt therefore. The expenditures covering such fees shall constitute a reimbursable item under this contract, and the A-E, upon presentation of a voucher therefore, duly supported by proper receipts attached thereto, shall be reimbursed for the amount thereof.

1.4.4. Perform the various work features as described hereinafter. In the event the Government exceeds the time established for design review, the Contractor's subsequent performance time will be extended one day for each day of Government delay. Additional time may be granted provided the contractor submits a request in writing to the Contracting Officer setting forth all pertinent facts.

1.4.5. Provide services as required to execute the necessary bidding and contract documents in accordance with these performance requirements.
