Architect-Engineer (A-E) Statement of Work
Type "A" Services for
JFSD201905
Add Restroom, Canopy, Overwatch, Commercial Gate B803
1. Scope of Work: The Architect-Engineer (A-E) shall perform field reconnaissance, studies, site investigations, and a preliminary design meeting with the users, including travel and work required to obtain engineering information and design data to produce contract documents for this project. The Base Civil Engineering
Project Manager will assist in scheduling design meetings.
1.1. Background: When Security Forces members require the restroom they have to leave Bldg 803 and walk over to Bldg 147, which is a safety issue due to crossing an active traffic lane. Members are also not protected from the elements during inclement weather because they have to stand outside Bldg 803 when checking IDs. Adding an Overwatch will provide additional security. See attached site layout image.
1.2. Provide evaluations, recommendations, and options for the following scope of work:
1.2.1. The project scope includes, but is not limited to:
1.2.1.1. Construct addition to the facility as required to accommodate a restroom. Compliance with ABA is not required. Addition shall remain within six feet of existing facility perimeter.
1.2.1.2. Repair and replace interior finishes that are degraded or as required to support other work.
1.2.1.3. Construct a canopy on the south side of the building to shelter Security Forces members while checking IDs. Provide options for heating the area. Provide possible options to further shelter Security Forces members on the sides.
1.2.1.4. Repair or replace the roof as required to support other work.
1.2.1.5. Construct an overwatch near the Final Denial Barrier. Overwatch requires heating, cooling, lighting, and controls for the barrier. A prefabricated booth may best suit the requirements, but other options may be considered. See UFC 4-022-01 Entry Control
Facilities/Access Control Points for overwatch requirements.
1.2.2. Provide schematic design and cost estimates for a minimum two general layouts for the restroom addition and canopy design.
1.2.3. Follow the requirements of UFC 4-022-01 Entry Control Facilities/Access Control Points and Air Force Corporate Facilities Standards (AFCFS). Entry Control Facilities are high-profile/high-visibility and require a refined architectural character and detailing per AFCFS.
1.2.4. Evaluate and provide recommendations with respect to compliance with AFMAN 32-1084, Facility Requirements. The facility CATCODE is 730839.
1.2.5. Comply with the attached Work Standards for Architect-Engineer Title I Services.
1.2.6. Perform a site survey including utility locations for the affected areas and elevation information at overwatch location. Provide survey information on drawings and in GIS format.
1.2.7. See attached 2010 lead and asbestos survey for use in determining project requirements.
1.2.8. The construction cost of additional facility area and additional utilities must be calculated separately from repair work on the existing facility. Provide separate cost estimates for Add and Repair work.
2. Field Measurements: The A-E shall survey the project site, making field investigations to verify dimensions and other information shown on government as-built drawings furnished upon request.
3. Submittals: Upon completion of the work in accordance with federal, state, and local statutes and regulations, and after the required information and other design data has been obtained, the A-E shall submit the following documents for record purposes and use in Type "B" services:
3.1. Site investigation report including descriptions of existing conditions of work area augmented with photographs. Document these photographs in the Type A report and provide electronic copies of photographs on CD/DVD.
3.2. List of code deficiencies and recommendations including potential cost ramifications to design and construction.
3.3. Proposed floor/site plan diagrams.
3.4. Drawings as required to illustrate canopy options.
3.5. A-E recommendations including potential ramifications to design fee and construction cost.
3.6. Preliminary cost estimates.
3.7. Recommended construction period including material lead time. Provide duration of long lead items.
3.8. List of security, antiterrorism, and force protection upgrades required by Unified Facilities Criteria
(UFC) including potential cost ramifications to design and construction.
3.9. List of unresolved items and answers needed from the government.
4. 319 CES/CONS shall receive original copies of all transmittal letters from the A-E design consultant. The number of copies to be mailed directly to Grand Forks AFB via overnight service by the A-E is as follows:
Agency Type “A” Preliminary
319 CES/CENM 1 bound hard copy of reports and design analysis (DA)
525 Tuskegee Airmen Blvd 1 electronic on CD/DVD
Grand Forks AFB, ND 58205-6434
4.1. Electronic drawings shall be submitted in AutoCAD and Adobe .pdf format while specifications, reports, and other data shall be submitted in the appropriate Microsoft Office format and in Adobe .pdf.
5. Schedule:
5.1. A predesign conference will be held prior to the A-E fee proposal due date.
5.2. A meeting shall be held prior to completion of site investigation to verify requirements and obtain other information.
5.3. The A-E shall complete the site investigation and submit data to arrive within 28 calendar days after the receipt date of Notice to Proceed with Type "A" services. A design review will be performed by the Air
Force at this time. The Air Force requires at least 14 calendar days to review the submittal and to schedule a design review meeting.
