to

Solicitation No. 445460 for

Mercury Contaminated Sand, Debris Disposal, Railroad Logistics And Transportation

GENERAL: This Amendment No. 1 is issued for the following:

Responses to Questions:

Question 1: The disposal of mercury waste is in baulk by rail and transport to veolia by highway (semi), or will it be bagged in sacks transport to veolia by highway?

Answer 1: The disposal of the mercury soil will be via rail directly from BNL to the

Veolia disposal facility. No highway or trucking is needed for this operation. All rail cars will be loaded by BNL with the supersacks of soil.

Once at the Veolia rail yard the cars will be unloaded by Veolia.

Question 2: Statement of Work (SOW) Section I.m: Base on the scope of work is BH loading the gondolas with bags? Will low side 110-ton Mil gondolas suffice –?

Answer 2: BNL will load the gondolas with supersack bags of the mercury soil.

Section I.m. refers to the coordination and removal of the gondolas after they have been emptied at the Veolia rail yard. Low sided or high sided gondolas are acceptable as long as they have solid removable tops.

Question 3: Statement of Work Section I.s: Not sure about this?

Answer 3: I.s. builds on the requirements of I.r. in the SOW. The intent is for the contractor to assist in the operation of the vac truck and management of waste generated via the vac truck under Option 3.

Question 4: SOW Section III.b: Do they plan to load the gondolas with Bags?

Answer 4: BNL will package the mercury waste into supersack bags and load them into the gondolas for shipment. Contractor shall supply the gondola liners under section I.c. and BNL will; install the liners, load the waste, cover the waste, and reinstall the gondola hart top covers.

Question 5: Are disposal sites other than Veolia Gum Springs to be considered?

Answer 5: No.

Material, work, and workmanship, except where specified otherwise in this Addendum, shall conform to all requirements of Contract Documents, and become a part thereof.
