Jefferson Maintenance Facility Project Manual and Bid Package Documentation

This comprehensive project manual and bid package document describes construction services for the Iowa Department of Transportation's Jefferson Maintenance Facility, Salt Storage Building, and Cold Storage Building located at 610 North Pinet, Jefferson, Iowa 50129. The project is being delivered under a Construction Manager at Risk (CMaR) model with Henkel Construction Company serving as the Construction Manager. The scope encompasses nine distinct bid packages covering structural demolition and earthwork, site utilities, cast-in-place concrete and paving, masonry, plumbing and HVAC systems, electrical systems, overhead cranes, and precast concrete supply. Multiple bid dates are established: early material packages (Precast and Structural Steel) are due April 21, 2026 by 2:00 p.m.; subsequent packages (Site Utilities, Concrete, Masonry, Plumbing/HVAC, and Electrical) are due April 28, 2026 by 2:00 p.m.; and remaining demolition and earthwork packages are due May 5, 2026 by 2:00 p.m. A pre-bid meeting is scheduled for April 14, 2026 at 2:00 p.m. at the project site. Only prequalified bidders are permitted to submit proposals. Bids must remain valid for 60 calendar days following opening.

The project utilizes lump-sum bid pricing with provision for unit prices and alternates. Trade package subcontractors exceeding $500,000 may be required to furnish Performance and Payment Bonds in accordance with AIA Document A312. The owner qualifies as a tax-exempt entity under Iowa law; bidders shall exclude Iowa State and Local Sales Tax from all bid amounts, and the owner will issue tax exemption certificates upon contract execution. All structural steel and precast concrete deliveries are required by September 14, 2026, with strict schedule compliance mandated; suppliers bear responsibility for any costs associated with schedule delays or acceleration measures. The project incorporates detailed coordination requirements across multiple trades, with independent testing services, geotechnical inspections, and commissioning support furnished by the owner. Liquidated damages provisions from the prime contract flow down proportionally to all subcontracts and purchase orders.
