JCSS WAN Specifications Summary

This is a Wide Area Network (WAN) specifications document for the Jones County School System (JCSS) in Georgia soliciting proposals from registered E-Rate vendors. The District seeks a WAN solution connecting nine locations: Clifton Ridge Middle School, Dames Ferry Elementary School, Gray Elementary School, Gray Station Middle School, Jones County High School, Mattie Wells Elementary School, Turner Woods Elementary School, Jones County Board of Education, and a Data Center/PreK facility. The project requires a minimum dedicated WAN speed of 10 Gbps with scalability for future bandwidth increases, delivered as a service with maintenance included. The District is offering contract options for either three or five years, with network installation work required after normal school hours or weekends to minimize disruption to students and staff. All network electronics, routing, and transmission equipment must be supplied by the provider with multimode LC fiber handoffs at the Data Center and remote locations. The provider must obtain all necessary permits and inspections at their sole expense and maintain Worker's Compensation and Public Liability Insurance throughout the contract term. Support personnel must be available on-site within two hours of a reported malfunction, with service restoration required within 24 hours or the vendor incurs a 5% monthly cost penalty for each 24-hour period of continued outage.

Pricing must be submitted separately for each of the nine sites plus the Data Center, with all development one-time costs and recurring monthly costs detailed for both three-year and five-year lease options. Prices shall remain firm for the contract duration, and if a site is decommissioned, the District will no longer be responsible for payment to that location. E-Rate funding is mandatory for this project, with public vote and E-Rate eligibility required before funding is released. The vendor selection will be evaluated using an SLD-approved matrix weighting price at 40%, quality of solution at 30%, and references at 30%. Vendor proposals must include current K-12 references for similarly sized WAN implementations, detailed network design maps, certification of E-Rate vendor registration, documentation of e-rate eligible and non-eligible items, and information regarding upgrade paths with associated costs during the contract period. All maintenance costs for the WAN must be included in the proposal, with repair costs remaining the vendor's responsibility for the life of the contract.

SPECIFICATIONS

1. Scope of Work

The Jones County School System (District) is soliciting proposals from registered E-Rate vendors for a Wide Area Network (WAN) for all sites in the District. A minimum dedicated

WAN speed of 10Gbps will be required, but bandwidth demands are expected to increase over time. The solution must be scalable in terms of speed and price to ensure delivery of the best value to the District.

The District intends to obtain a contract for WAN as a service with maintenance from this initiative for either 3 or 5 years. All indicated sites will be connected to the Data Center location.

All locations are listed in Section 6.

Network electronics capable of providing routing and transmission between schools must be supplied by the provider. The electronics must be compatible with the current equipment at each location. The handoff to the District at the Data Center should be a multimode LC fiber per site.

The handoff to the District at each remote location should be a multimode LC fiber.

The provider is responsible for becoming familiar with the conditions at each work site and allowing for them in the proposal.

Any permits and inspections required for the proper installation of the specified project shall be furnished and coordinated by the provider at their sole expense.

All network cutover work must be performed after normal school hours or on weekends to avoid disruption to students and staff. All work areas and materials must be secured, and a safe environment maintained for students and staff.

The completed installation must be inspected and approved in accordance with all state and local codes and requirements.

All providers shall carry Worker’s Compensation Insurance, in addition to Public Liability

Insurance. Verification of this insurance must accompany the provider’s proposal.

The provider shall remove from the premises any resultant debris and return the surrounding areas to previous condition.

The successful proposal shall also include maintenance costs as part of the service cost. Any repair costs will be the responsibility of the vendor for the life of the contract.

Monitoring of network services by the provider is required. The provider must be able to detect an outage and initiate a response without notification from the District.

Support personnel must be available on-site within 2 hours of a reported network malfunction.

Any interruption in service shall be resolved within (24) twenty-four hours of the problem being reported. Failure to have the network repaired and communications re-established after 24 hours will result in the loss of 5% of the monthly cost for each 24-hour period the wide area network is down.

2. Proposals/Pricing

In order to assess the vendor’s ability to provide WAN services necessary to meet District needs, the response to this RFP must describe in detail how your WAN solution provides the services requested. This description should include, but not be limited to:

1. How your solution works

2. Anticipated time requirements to obtain permits, certifications, etc

3. Anticipated time to fully implement your solution

4. Use of subcontractors for cable and electronics installation, etc

5. A network design and map showing available bandwidth and pathways between locations

Certification that the vendor is a registered E-Rate vendor at the time of the proposal is required.

Pricing must include all development “one-time” costs as well as recurring monthly costs.

Pricing should be provided by site as well as a total cost. A pricing matrix provided in Section 5 must be completed as indicated.

Vendor must provide a statement itemizing e-rate eligible and non-eligible items.

Proposals should provide information for an upgrade path during the contract period and supply detail of the costs of such an upgrade.

All costs for maintenance of the WAN must be included.

Proposals and contracts must fully comply with the guidelines of the E-rate program.

3. References

Current references of similarly sized WAN solutions implemented by the provider must be included in the proposal. K-12 references are preferred.

4. Selection Criteria

E-rate funding is mandatory for this project. The following SLD-approved evaluation matrix will be employed so that price is the single most important criteria.

Factor Weight

Price 40%

Quality of Solution 30%

References 30%

Total 100%

5. Lease terms and pricing

The District desires the options of a 3-year and a 5-year contract for WAN as a service with maintenance in this RFP. Prices shall remain firm for the life of the contract.

Funding will be subject to E-rate eligibility and public vote.

If a site is decommissioned, the district will no longer be responsible to pay for service to that location for the remainder of the contract.

All pricing shall be submitted in the format shown below.
