About this file
This document is a Sole Source/Brand Name Justification for a pump replacement at Randolph Oaks Golf Course, located at Joint Base San Antonio-Randolph, Texas. The contract (Purchase Request Number JBSAF50201) requires replacing the 20-year-old irrigation pump #2 in Building 1302, which is currently operating at only 60% efficiency at 660 gallons per minute (GPM), compared to pump #1 which was recently replaced and operates at 84.3% efficiency at 1160 GPM. The replacement must be completed by April 30, 2025, within one workday, to ensure the golf course has a fully operational irrigation system during its peak season from May to October.
The justification for sole sourcing specifies Flowtronex as the sole manufacturer of the equipment, with PMTS (Pump Mechanical Technical Services, LLC) as the only factory-authorized service provider. The document emphasizes that using pumps from other manufacturers could potentially void warranties, cause system incompatibility, and risk damaging the complex irrigation system that relies on proprietary computerized control panels to precisely manage water flow and pressure. The contracting officer has determined that only a single source is reasonably available, and the company will supply all materials including the new pump, crane, pump shaft, check valves, and hardware.

Sole Source/ Brand Name Justification
Section A: General Contract Information
Contracting Activity: Purchase Request Number:
Randolph Oaks Golf Course JBSAF50201
Project/Program Name: Estimated Cat including Options:
Pump Station Pump Replacement
Section B: Description of the Supplies/Services Required
Contractor shall replace the current irrigation pump #2 located at Building 1302 (Golf course pump station) on JBSA-Randolph, Texas. Pump #2 is 20 years old and is no longer performing at an adequate efficiency to sustain operational use. There are 2 pumps in the pump station (BLDG 1302) that are supposed to each pump 1160 gallons per minute (GPM) for a total system capability of 2320 GPM. Pump #1 was replaced in 2024 and is 84.3% efficient at 1160 gpm, however pump #2 is 60% efficient at 660 gpm. The Randolph Golf course requires this pump to be replaced to restore max efficiency to the irrigation pump station.
Additionally, Randolph Golf Course needs to have a fully operational system during its peak season (May to October). The task must be completed no later than April 30, 2025. The start to finish time must be no more than 1 workday. The contractor will supply all materials related to this job to include, new pump, crane, pump shaft, check valves, hardware, etc.
Section C: Justification for Soliciting from a Single Source
Flowtronex is the sole manufacturer of the equipment and only their parts are compatible with the existing system.
PMTS is the only factory authorized service provider for Flowtronex equipment. Pumps from other manufacturers may not be compatible with the existing system and could potentially lead to inefficiency and void the warranty. This potential damage would incur additional costs the government and void use of the golf course. Because the Golf course cannot be without irrigation for longer than 24 hours, the pump replacement is time sensitive and PMTS can perform the replacement. The service is required NLT 30 April so time restraints are considered and only one known source can meet the Government's needs within the required timeframe. It is necessary that the pump being acquired from the one source be compatible and interchangeable with the pre-existing system, equipment, and pumps.
Section D: Efforts to Obtain Comoetition The pump required is made by Flowtronex, and PMTS is the sole factory authorized service provider to work on this specific equipment in the area. The manufacturer of this pump was contacted and confirmed that there are no other companies authorized to install or service this replacement pump. Because there will be no other sources available that has the PMTS capabilities, we intend to solicit to a sole source for this requirement.
Section E: Steps to Preclude Future Single Source Awards
Efforts will be made to research other manufactures who may offer compatible products and service. If any are available, we will request quotes from those companies before any purchase in order to make the best financial decision for Randolph Oaks Golf course.

Section C (continued): The pump to be replaced is the original OEM 1160 gpm pump and must be replaced with a Flowtronex OEM 1160 gpm pump to maintain continuity within the pump station. Flowtronex pump stations have multiple pumps that communicate through a proprietary computerized control panel so that they work in unison to provide the exact water flow that is being demanded in the field. If the irrigation computer is running 50 sprinklers in the field, which would require a 2,000 gallon per minute flow, then the Flowtronex pump station has the capability to provide that exact 2,000 GPM requirement through its Variable Frequency Drive. For instance, our pump station has two 1160 GPM pumps so the total flow capability of the station is 2320 GPM. If the demand for water on the golf course is only 2,000 GPM (50 Sprinklers) then the station will throttle down one of the 1160 GPM pumps with the variable frequency drive so that it only provides 840 GPM for the exact 2,000 GPM flow (1160 + 840 = 2000 GPM). The pump station does this so that water pressure within the lines does not exceed 115 PSI. In the event that the pumps were not communicating as the Flowtronex computer within the control panel in the pump station has been programmed to do then the pump system would not provide the exact water flow demand required in the field. In the event the irrigation system was calling for 2,000 GPM but the pump station was pumping 2,100 GPM then water pressure within the irrigation pipes would exceed 115 PSI which would rupture pipes on the golf course causing massive leaks and necessary costly repairs. In the event that the irrigation system was calling for 2,000 GPM but the pump station was pumping 1,900 GPM then water pressure would continuously drop to the point that there would not be enough water pressure to run the sprinklers on the course resulting in pump station failure an no irrigation to the golf course.
