DTA & GROS ELECTRICAL IMPROVEMENTS

1. INTRODUCTION:

1.1. Eielson AFB (EAFB) is adding modern threat emitters to the Joint Pacific Alaska Range Complex. Improvements and expansion of the power infrastructure in the Donnelley Training Area (DTA) and at the Gerstle River Operations Site (GROS) are needed to meet this need.

1.2. LOCATION. The DTA is a series of training lands in the vicinity of Fort Greely, AK. The DTA project location is to the Northeast of Allen Army Airfield (approximate GPS Coordinates, 64.01686299463779, -145.6835736225112). The GROS project location is near the Gerstle River and the Alaska Highway (approximate GPS Coordinates, 63.80294703618339, - 145.07427133179755). Access to Fort Greely is not required to reach the project sites.

2. PROJECT OBJECTIVES:

2.1. Contractor will design a power distribution network that will utilize the existing GVEA 25 kV line and provide the following electrical services: 500 kVA, 480 VAC, Delta at sites 1, and 2, 225 kVA, 480 VAC, Delta at site 3, and 50 kVA, 120/208 VAC, WYE at site 4. Additionally, the contractor will design / supply / install/test a FO distribution system between points A and B,C,D. Designs will be stamped by a State of Alaska licensed Professional Engineer.

2.2. Description of Work.

The 225 kVA service drop shall have transformers configured to provide 3 phase, Delta connected, 480 VAC power. Power drop will supply a 300 Amp panelboard at 480 VAC supplied and installed by the contractor.

- The transformers will be ground mounted and require a concrete pad. A utility vault will also be required. Installation will conform to the National Electric Code

- The power drop should be located on the same concrete pad as the transformer.

- Locations shown in Figures 1 - 2.

North

- One 500 kVA transformer, power drop, transformer pad, and associated hardware.

Power drops will supply a 600 Amp 480 VAC 3 phase panelboard supplied and installed by the contractor. Connection to the service will be via a connector mounted to the side of the panelboard. Connector shall be Powersafe Single Pole Connectors set up for 600V, 505A; Line 1 black, Line 2 Red, Line 3 Blue, Green-earth. Connectors will have a 45 degree adapter kit and an environmental cap.

South

- One 50 kVA transformer, power drop, transformer pad, and associated hardware.

the existing feeder is 25 kV. Underground fiber optic lines as indicated in paragraph 2.3.

- The 50 kVA service drop shall have transformers configured to provide 3 phase WYE power.

Power drop will supply 150 Amp panelboard at 120/208 V supplied and installed by the contractor.

- The transformers will be ground mounted and require a concrete pad. A utility vault will also be required. Installation will conform to the National Electric Code

- The power drop should be located on the same concrete pad as the transformer.

- Locations shown in Figures 1 and 5.

0004 – DTA West

- One 500 kVA transformer, power drop, transformer pad, and associated hardware.

0005 –

GROS

- One 500 kVA transformers, power drop, transformer pad, and associated hardware.

Aboveground power lines as indicated in paragraph 2.5. Primary voltage of the existing feeder is 25 kV.

- The 500 kVA service drops shall have the transformers configured to provide 3 phase Delta 480 VAC power. Power drops will supply a 600 Amp 480 VAC 3 phase panelboard supplied and installed by the contractor. Connection to the service will be via a connector mounted to the side of the panelboard. Connector shall be Powersafe Single Pole Connectors set up for 600V, 505A; Line 1 black, Line 2 Red, Line 3 Blue, Green-earth. Connectors will have a 45 degree adapter kit and an environmental cap.

2.3 Fiber Optic Cable. The contractor shall install 24 strands of buried fiber optic cable from the maintenance building located at C-201 to the breakout point located on the road. From the breakout point, install eight strands to north, south, and west operation points. See Figure 6.

Installed fiber will use the following specifications:

- Fiber will be installed inside appropriate conduit.

-Rigid Nonmetallic Conduit Schedule 40 conduit following roadway, and schedule 80 at any point that crosses a roadway.

-Buried a minimum of 3 feet, using drainage material such as sand or gravel.

-Capable of operation at temperatures of at least –40 degrees Fahrenheit.

-Conduit will be co-located with the buried high voltage power lines.

-60 foot maintenance loop at breakout point.

-Bends will be limited to a total of 180 degrees between pull points.

-Endpoints:

-Splice points will consist of a 4 port, 2/4 splice tray.

-60 foot maintenance loop at each endpoint.

-Cables will be terminated with SC connectors in a patch panel.

-patch panels will have exit ports to allow MIL SPEC connectors.

2.4 Transformers. Transformers will be installed on a concrete pad with an appropriately sized utility vault that meets UFC standards. Each transformer shall be co-located with a power drop.

Power drops for the 500 kVA and 50 kVA drops shall have one connection for 480 V and four 120V outdoor rated duplex outlets. The 225 kVA transformer requires a 480 VAC connection for a future facility.

2.5 Power lines. The existing power lines north of 45 APL road and along the Alaska Highway have a primary voltage of 25000 V. See Figures 1 and 8. The contractor will need to coordinate an easement with GVEA to reach military lands. The contractor shall clear brush and trees as required for power line installation. Power lines at the DTA sites are required to be buried due to proximity to the airfield and a nearby parachute drop zone. The design shall ensure that appropriate measures are taken to account for the arctic environment and voltage drop.

2.6 Delivery. Delivery and installation shall be completed by 15 October 2022 for the DTA site and 15 October 2023 for the GROS. It is understood that there is a significant delay in the production of transformers. The contractor shall propose a delivery and installation schedule for these assets if they exceed the desired completion date.

3. INSTRUCTIONS TO THE CONTRACTOR:

3.1. The Contractor shall install all necessary equipment to complete the requirement.

Government Representatives from both 354th Range Squadron and 354th Civil Engineer Squadron will be supplied upon contract award. The installer shall validate the system performance is in full working condition upon completion of the contract.

3.2. The contractor will be required to coordinate with the company that is constructing the roads and pads to ensure that lines are appropriately placed and are not damaged by construction.

Appropriate measures must be taken where utilities cross roads to allow travel of vehicles up to 80,000 lbs to pass without damaging lines.

3.3. The contractor shall coordinate actions with GVEA and comply with procedures and regulations. One known requirement is the installation of a meter where the branch off the GVEA lines occurs. There are buried utilities already in the area. The contractor is responsible for coordination with the appropriate agencies and ensuring that existing utilities will not be damaged.

3.4. Quality Assurance. The Government shall periodically inspect the Contractor during installation. Any discrepancies discovered will be reported to the Contractor for remedial action.

The Government Representative will have the final decision on the acceptance of work carried out and ensure that the final installation of the transformer and associated equipment are fully operational. The transformer and equipment must be 100% compatible and in working order with the GVEA utility hookups.

3.5. Standards: The contractor shall adhere to all relevant NEC, UFC, and base electrical guidelines.

GOVERNMENT SPECIAL INSTRUCTIONS, TERMS AND CONDITIONS

4. GOVERNMENT FURNISHED EQUIPMENT/PROPERTY:

4.1. There will be no government furnished equipment/property.

4.2. The contractor shall provide:

i. All tools, labor, and equipment needed for installation.

4.3. Emergency Service: For all emergencies dial 911. Fire emergencies/routine calls will also be reported to DTA Range Control at 907-873-4714/4715.

4.4. Telephone. The government shall not provide telephone services. Cell phone service is available in the area.

4.5. Damage to Property or Equipment. The Contractor, at his own expense, shall repair any damage to Government property or equipment that can be attributed to the Contractor. Said repairs shall be made by a skilled workman, and to the satisfaction or the Contracting Officer or a designated representative.

5. GENERAL INFORMATION:

5.1. Hours of Operation. The worksite shall be available for access via 45 APL Road weekdays and weekends. Work is permitted during and after normal business hours. Quality inspections will be conducted on weekdays between 0730-1630. If the Contractor requires a government representative to be present, the Contractor shall make his/her request to the Contracting Officer five (5) calendar days in advance.

5.2. Disposition of Waste, Excess, Scrap, and Salvage Materials. The title to all waste, excess, scrap, and salvage materials generated as a direct result of this contract is vested in the Contractor - unless specifically excepted below. Further, these materials shall be disposed of off the base by the Contractor in accordance with all applicable Federal, State, and Local Regulations.

5.3. Clean Up. The Contractor shall, keep the work site and storage area(s) free from accumulation of waste, rubbish, or construction debris. All loose or lightweight materials shall be secured to prevent blowing or scattering. The burning of trash or construction debris is strictly prohibited. Prior to final inspection, the Contractor shall remove all construction debris, tools, equipment, and materials not the property of the Government. Upon completion of the work, the Contractor shall leave the work site area(s) in a clean, neat and workmanlike condition satisfactory to the Contracting Officer.

6. SERCURITY REQUIREMENTS:

6.1. Base Access. Base access is not required. Primary site access shall be via 45 APL Road.

Contractors must check in with Army Range Control before entering the Donnelly Training Area by calling 907-873-4714/4715 and providing their intended destination (TA-501).

4.1.1. The Contractor shall maintain a current listing of employees. The list will include employee names, last four digits of social security numbers, and driver license numbers.

This list shall be provided to the Contracting Officer (CO), and servicing Security Forces organization upon request. An updated listing shall be provided upon change of employees. The Contractor must provide all names, last four digits of social security numbers and duty hours of all personnel who are on site during this project for identification purposes in case of emergencies to base security.

7. MISCELLANEOUS:

7.1. Use of cell phones while operating any motor vehicle on base is strictly prohibited. Driving privileges will be suspended for 30 days for the first violation.

7.2. The training range speed limit is 25 MPH and is strictly enforced.
