About this file
This document includes a solicitation for electrical upgrades at two military sites in Alaska, as well as questions and responses pertaining to the solicitation. The United States Air Force seeks to install new power distribution networks and electrical services at the Donnelly Training Area and Yukon Training Area sites near Fort Greely, Alaska through a firm fixed price contract valued between $1 million and $5 million. Key requirements include installing three 500kVA and one 225kVA and 50kVA transformers, underground and above ground power distribution, fiber optic cabling, and associated hardware. Questions must be submitted by August 17th and bids are due by September 12th only via email. The solicitation is a total small business set-aside.

EXAMPLE Statement of Work (SOW) EX:
1 PWS
The Delivery dates for the DTA sites is called out for 15 Oct 22. Section F - Deliveries or Performance. Provide 385 days for all bid line items. Transformers and fiberoptic cables all have a very long lead times, which would make it impossible to meet the 15Oct 22 date. Delviery dates will not be able to be determined until after the engineering and product approval have been received. Please clasify the completion time frame extension process for the DTA bid items. The Government understands the delays on large transformers and other related items. The contractor shall proposae a completion date in 2023
2 Solicitation Request a 2‐week extension on the bid date to allow time to source the transformer and engineering support for the project design requirements.
There will be an extension to the solicitation that will be included as an amendment on SAM.gov
3 PWS
Figure 8 for the GROS site layout shows the intended route of the new power lines to feed the 500KVA transfornmer. The drawing is not showing the completed route to the GVEA power lines along the Alaska Highway and does not include a drawing to scale shown. Can you provide a complete scaled drawing showing the entire length of the line installation or provide an estimated length to be used for bidding this scope of work?
The GROS site is going to be removed from the solicitation due to condition of the site at this time. Addition of the Yukon Training Area (YTA) will be added to the solicitation with an additional SOW.
4 PWS Were there any questions asked pertaining to the underground primary being direct buried or in a specific type of conduit. See commnets on next page.
5 PWS What are the approximate distances for the powerline runs at the DTA?
North Entrance (64.0099418, ‐145.6787730) to North Pad(64.0125876,‐ 145.6681328): 1954ft South Entrance (64.008275, ‐145.677708) to South Pad(64.011313,‐145.668669):
1537 ft West Entrance(64.011313, ‐ 145.679513) to West Pad(64.010232,‐145.688940): 1540 ft 33Mile Loop Road Distance(64.025266, ‐145.697010): 6916 ft

Question 4 (Answer):
Direct buried should be fine except for sections where the lines cross roads. Road crossing sections should meet the below standards as taken from the dirt work contract:
3.5 Buried utility lines: There are several buried utility lines in the construction area. The contractor will need to ensure that they are protected during construction.
a. The 59th Signal Battalion owns a direct buried copper cable following the west side of 33-mile loop, which crosses the intended path of new roadways to the West Ops site. Where a newly constructed roadway crosses this cable, the cable will need to be excavated (by hand or hydrovac) and sleeved with a split 4" conduit and concrete encased 6 feet beyond the edges of the road.
For future expansion (and/or bringing services to the new pads), the conduit should contain (2) 1.25" innerducts. An additional, empty 4" conduit is also requested for future expansion. The ends of the conduits should be capped to prevent infiltration and marked with a 3M EMS ball marker and Brady stake.
b. AT&T owns a direct buried fiber cable following the east side of 33-mile loop, which crosses the intended path of new roadways to the Mx site, North, and South OPS sites. Where newly constructed roadway crosses this cable, they will need to get with AT&T to determine AT&T's requirement (it will likely be the same or similar to ours). In addition to AT&T's requirement, 59th requests a 4" conduit concrete encased 6 feet beyond the edges of the road, and containing (3) 1.25" innerducts. The ends of the conduit should be capped to prevent infiltration and marked with a 3M EMS ball marker and Brady stake.
c. Concrete used for encasement needs to be of appropriate grade for the heavy trucks intended. At minimum, it should be 3000 psi with a minimum coverage of 3 inches of concrete below, above and on all sides of the conduit. Recommend requiring the installer to use vibration when setting the concrete to ensure adequate fill - this is a lesson we have learned with failed concrete installation.
