Summary: Justification for Other Than Full and Open Competition
This document is a Justification for Other Than Full and Open Competition for a sole source contract award by the Department of Veterans Affairs (VA). The VA VISN 8, Miami VA Health Care System (Bruce W. Carter VA Medical Center and William "Bill" Kling VA Clinic) is requesting a firm-fixed price contract with Minuteman Technology Services LLC (100 Garden Street, Cambridge, MA 02138-1418) to provide a unified digital wayfinding ecosystem. The contract consists of a 12-month base period with three 12-month option periods. The total estimated contract value is not disclosed in the visible portions of the document. The requirement encompasses comprehensive wayfinding supplies and services, including design, fabrication, and installation of interior and exterior signage, maps, directional markers, and related communication elements that support an ADA-compliant, standardized wayfinding system across the facilities.
The wayfinding solution will feature two primary channels: interactive kiosks providing text-first directions and a mobile application called "Blue Dot" for indoor navigation with staged pilot implementation in priority areas. The system will prioritize English and Spanish language support, maintain Section 508 accessibility compliance, and avoid collection of Personal Healthcare Information. The VA determined that Minuteman LLC is a certified Service-Disabled Veteran-Owned Small Business (SDVOSB) under 38 U.S.C. 8127(c) (Veterans First Contracting Program) and is technically qualified and responsible for performance. Market research conducted in 2026 identified multiple wayfinding solutions, but the VA identified Minuteman as the sole SDVOSB capable of meeting all requirements. Minuteman's SDVOSB certification was verified through the VetCert SBA database (June 15, 2026) and Central Contractor Registration database (June 25, 2026). The contract action is below the $5,000,000 threshold and will be synopsized in accordance with FAR Part 5. The Contracting Officer certified the action meets all requirements of 38 U.S.C. 8127(c) and can be awarded at a fair and reasonable price.
