About this file

This is a Justification and Approval (J&A) document for a non-competitive procurement by the United States Air Force, AFSC OL:H/PZAAA at Hill Air Force Base, Utah. The Air Force seeks approval to award a new, one-year Firm Fixed Price repair contract to Applied Systems Engineering, Inc. (CAGE Code: 3Z966), located at 7510 Benbrook Parkway, Fort Worth, Texas 76126. The contract covers repair services for JTE transmitters on the TSQ/T10 Weapon System, with an estimated award date of April 22, 2026, and performance/delivery expected through April 21, 2027. The contract involves repair of six line items (CLINs) comprising T1B, T1D, TWC, TWD, and TWE transmitters, with specified quantities and unit costs, plus data delivery support. The total estimated cost is redacted in the document.

The J&A justifies the single-source award based on Applied Systems Engineering's proprietary ownership of the JTE Transmitter technologies, element shutdown module software, and highly specialized technical data that are extremely difficult to replicate. The Air Force conducted market research through a Sources Sought Synopsis posted on Sam.gov from November 13 to November 28, 2025, which received zero responses. Additional research of industry websites and government databases (ESCAPE, J018, ILSS) and reviews of comparable market data yielded no alternative sources capable of meeting requirements. The contracting officer determined that reverse engineering by any other contractor would result in substantial cost duplication and unacceptable delays, making Applied Systems Engineering the only source capable of providing the required supplies and services without Government cost and schedule impact.
