About this file
This is a Justification and Approval (J&A) document for other than full and open competition for the overhaul of F100 Manifold Assembly No. 4 components by Woodward FST Inc. The J&A supports a new 10-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with the Air Force Sustainment Center (AFSC/PZAAA) under authority 10 USC 3204(a)(1) for sole source procurement.
The requirement covers the overhaul of Manifold Assembly No. 4 components (NSNs 2915-01-334-7068NZ, 2915-01-471-3480NZ, & 2915-01-659-5074NZ) used to atomize fuel for the F100 engine augmentor on F-15/F-16 aircraft. The maximum quantity is 635 units over 10 years, with annual quantities ranging from 50-86 units. Woodward FST Inc. is the only company licensed through Pratt & Whitney (OEM) to perform this work. The current contract FA8121-22-D-0001 expires September 15, 2024. A sources sought notice posted March-April 2023 yielded no additional sources. The contractor has refused to provide technical data rights, and the government estimates it would take 2-3 years to qualify any new sources due to the critical safety requirements and specialized nature of the components.

This J&A covers all contract actions including task orders for all CLINs detailed in the CUN tables above. This acquisition will not include separately priced CLINs for Intellectual Property (IP) Rights. The preceding IP rights strategy is consistent with the Acquisition Strategy as approved by the appropriate authority.
Due to the circumstances described below in Sections IV, VI, and X, there are no immediate actions that could be taken to develop competition. Therefore, it is considered appropriate to seek approval for more than one year of requirements. If other qual ified or approved sources become known at any time during the life of the contract, full and open competition will be considered and utilized to the maximum extent practicable.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
The 421 SCMS has determined that award to any other source would result in unacceptable delays by increasing lead time to fulfill Air Force requirements. Woodward FST, Inc. is the only company that is licensed through OEM, Pratt and Whitney, to perform the overhaul of the Manifold Assembly No. 4. The current contract, FA8121-22-D-0001, is sole source to Woodward FST, Inc., and expires on 15 September 2024. A follow-on contract is required to support the USAF for the repair/overhaul of the Fl 00, Manifold Assembly No. 4. These are critical safety items that require engineering source approval to prevent any risk during installation on the engine and during flight. Therefore, this acquisition will be a follow-on contract for t he continued performance of this highly specialized services with Woodward FST, Inc.
The Manifold Assembly No. 4 is used to atomize fuel for the augmentor when using the afterburner for various modules for the Fl 00 Engine on the F-15/F-16 aircraft. These items are critical safety items and considered highly specialized components of a major military engine. These items require effective process control and the need to maintain strict adherence to process parameter values and the shop practices that optimize material structure and mechanical properties.
The interrelationships between process parameters, material structure, and mechanical properties are very complex.
Woodward FST, Inc. possesses unique capabilities derived from knowledge and expertise gained during previous overhaul of these items. Probabil ity of failure would be unacceptable from the standpoint of safety of personnel and/or equipment.
Therefore, this acquisition will be a follow-on contract for the continued performance of this highly specialized service with Woodward FST, Inc.
The 421 SCMS bel ieves that award to any other source would result in unacceptable delays in fulfilling the Air Force's requirement. Delays in overhaul will have the potential of disrupting the availability of Fl 00 engines, thereby leaving the Air Force unable to meet critical mission requirements. Additionally, delays in overhaul will disrupt the availability of parts for the F-15/F-16 resulting in a Mission Incapable Awaiting Parts (MICAP) situation. Currently, the government has stock on hand; however, a delay in this acquisition could generate backorders/MICAPs at a rate of 5 per month. If deliveries do not begin by Mar 2025, the 848th will be unable to provide an adequate supply of parts to support the warfighter. Based on similar workloads it's estimated that it would likely take two to three years for another source to obtain the necessary capability, resulting in increased MICAP incidents and ultimately grounding aircraft.
These parts require engineering source approval by the design control activity in order to maintain the qual ity of these parts.
Existing unique design capability, engineering skills, and manufacturing knowledge by the qual ified source requires acquisition of the part from an approved source. An alternate source must be qualified IAW the design control activity's procedures, as approved by the cognizant government engineering authority. New sources are required to submit a Source Approval Request (SAR) package to the engineering source for approval. Interested sources must be approved for both Phase I and Phase II of the SAR process based on the qualification requirements, RQR-PSD-1 Rev 3, dated: 28 January 2020.
Phase I of the SAR process is documentation. During Phase II of the SAR process, the contractor must demonstrate to the engineer they can perform the overhaul successfully.
August2023 CONTROLLED UNCLASSIFIED INFORMATION Page 5 of7 contractor must have qual ified employees to perform the overhaul. This process is estimated to take two to three years.
Accordingly, Woodward FST, Inc. is the only firm capable of providing the overhaul services described in Section Ill above without the U.S. Air Force experiencing unacceptable delays in fulfill ing its requirements.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.
IAW FAR 9.204, the Repair Qual ification Requirements (RQRs) will be periodically synopsized at https://sam.gov, soliciting sources as an effort to improve t he compet itive status. A Sources Sought Synopsis was posted with RQRs from 15 March 23 to 14 April 23, in an attempt to locate any sources to overhaul these items. The Sources Sought Synopsis did not return any additional possible sources. The 421 SCMS has reasonable expectation that only Woodward FST Inc. w ill compete independently once a solicitat ion is posted to the Government Point of Entry. Additionally, the RQRs were posted when the previous contract action was synopsized and yielded no addit ional sources. The Small Business Office will be contacted for any SAR packages in work prior to award. This requirement w ill be synopsized in https://sam.gov as a notice or proposed contract action IAW FAR 5.201 with expected publ ication date of March 2024.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. lAW FAR as supplemented, the contractor w ill be required to submit Certified Cost or Pricing Data and/or Other Than Certified Cost or Pricing Data. A detailed cost analysis and price analysis will be performed. The Contract ing Officer w ill request a technical evaluation from the Defense Contract Management Agency (DCMA) to aid in the evaluation of the contractor's proposal. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency (DCAA) if necessary.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
IAW FAR Part 10, market research began 15 March 23 and was completed on 11 September 23 and has been signed by the Program Manager and Contracting officer.
The knowledge and data for the repair/overhaul of the Fl 00, Manifold Assembly No 4 is available to the Government and Repair Qualification Requirements (RQRs) have been posted at https://sam.gov/. Internet websites and databases were queried for potential sources. The queries included www.abilityone.gov, dsbs.sba.gov, www.isoparts.com, www.dgmarket.com, www.ic-nsn.com, and Google.com and none showed any qualified sources. The only approved source has been annotated on the current AFMC Form 762s, Contract Repair Screening Analysis Worksheets (CRSAW).
A sources sought synopsis was posted on 15 March 23 and closed on 14 April 23. The Government has not received any SARs from any interested sources currently. Engineering policy restricts the acquisition of substitute items or new vendors without a full certification program. Currently, Woodward FST Inc., is the only company that is licensed through OEM, Pratt and Whitney, to overhaul t he Manifold Assembly No. 4. These items are crit ical safety items and considered highly specialized components of a major military engine and are non-commercial in nat ure. These items require effective process control and the need to maintaining strict adherence to process parameter values and the shop practices that opt imize material structure and mechanical properties. The interrelat ionships between process parameters, material structure, and mechanical properties are very complex. Woodward FST Inc. possesses unique capabilities derived from knowledge and expertise gained during previous overhaul of these items. These parts have been designated high reliability parts under a formal reliabil ity program. Probability of failure would be unacceptable from the standpoint of safety of personnel and/or equipment. Therefore, this acquisit ion will be a follow-on contract for the continued production of this highly specialized service with Woodward FST, Inc.

VIII. Any other facts supporting the use of Other Than Full and Open Competition.
The sole source contractor has continued to refuse to provide data for the Manifold Assembly No. 4; however, the Government will continue to try and acquire that data. The last request to obtain this data was made on 10 September 2023.
Woodward FST, Inc. did not respond to USAF's request for data which will be taken as a negative response.
IX. List of any sources that expressed, in writing, an interest in the acquisition.
None
X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
As a result of continued refusal by t he sole source contractor to provide or license data as well as the unacceptable delay of developing addit ional sources per Sections IV and X, there are no known additional actions which can be taken to remove barriers to compet ition and therefore, specific actions and milestones cannot be establ ished. The 421 SCMS w ill continue to monitor the marketplace for overhaul source development. The Government will continue to synopsize the requirement and attempt to qualify additional sources.
Per PGI 206.304(a)(S-70)- As indicated by signat ure on the Coordination and Approval Document, the previous J&A has been reviewed and the Approval Authority determines that all stated actions to remove barriers to competition have been accomplished.
